China to move two million people out of poorer regions

To help the poor earn a decent living, China plans to migrate at least 2 million of its citizens out of areas blighted by poverty this year. 

MORE PEOPLE DEFINED AS LIVING IN POVERTY

The World Bank recently modified its international recognized definition of poverty from 1.25 US dollars to 1.9 US dollars per person per day. The exact number can differ across the world due exchange rates and the “purchasing power parity” (PPP) which measures how much you can buy for the same amount of money in different countries. 

China also raised its definition of the poverty line from 2300 yuan to 2800 yuan income per person per year in 2014. This number reckons 2855 yuan by 2015, which, calculated by PPP method, equals 2.2 US dollars per person per day - a little higher than the new global poverty line. The new poverty measurement has redefined more of the population as living in poverty. 

According to Ning Jizhe, member of the national committee of CPPCC, China has 55 million people living in poverty by the end of 2015. Among them, about 10 million people live in regions which are barely inhabitable, or in rural areas where the ecological environment makes large infrastructure developments impossible.

MOVING THE POOR GIVING THEM ACCESS TO SERVICES

The mass migration in 2016 aims at helping those people in three forms:

1. Move them to cities or towns with developed public service, allowing them to work and receive education as well as medical care.

2. Move them to economic development zone or industrial areas with affordable houses, making sure that each family has at least one person in employment.

3. Move them to local regions but closer to roads or water source to improve their living condition.

PILOT PROJECT


“This is a huge and costly project,” said Liu Yongfu, director of the State Council Leading Group Office of Poverty Alleviation and Development, “but it will produce economic growth point.” He claimed yesterday that China will invest 250 billion yuan direct funds and 350 billion yuan in financial loans to enable the migration of 2 million people as an experiment this year. If successful, it is projected 600 billion yuan will be needed for moving 10 million people out of poorer areas to more favorable economic environments.
