美方同意磋商对华关税？中国商务部：尚未进行任何双边谈判

4月19日，中国商务部举行例行发布会。有记者提问，世界贸易组织公布的一份文件显示，美国表示愿意与中方就“232”措施和“301”调查项下的征税建议，在世贸组织争端解决机制下展开磋商，请问这一消息是否属实？另外，有分析认为这是美方态度的一种缓和，请问该如何理解？另外，中美双方是否会就此进入谈判阶段？

商务部发言人高峰回应称，我们已经注意到有关报道，有些解读不符合事实。美方依据其国内法，先后对中国产品发起“232”条款调查并采取征税的措施，发起“301条款”调查并公布对中国征税产品的建议清单，严重背离了世贸组织的宗旨和原则。中方分别于4月4日和4月5日在世贸组织争端解决机制项下，将美方301征税建议措施和232征税措施诉诸世贸组织。磋商是争端解决诉讼中的必经程序，按照争端解决程序的规定，美方应当在收到中方磋商要求之日起10日内作出答复。

高峰强调，目前，双方尚未就美国“301条款”调查和美国对中国征税产品建议清单问题进行任何双边谈判。

China and the US have not started any negotiations concerning recent trade frictions, China's Commerce Ministry (MOFCOM) said on Thursday. 

While the US has responded to China's request to the WTO on April 4 and 5 for negotiations over the heavy US tariffs on steel, aluminum and an array of goods from China, that response is only " procedural," said MOFCOM spokesman Gao Feng during a regular press conference. 

The US has told the WTO it has agreed to have discussions with the Chinese government but insisted on citing national security reasons for the metal tariffs, with the White House arguing the WTO’s mechanism was unable to solve such issues, media reported on Wednesday.

China is well prepared to deal with any negative effects from its trade spat with the United States, said Gao, adding that Beijing hopes the US will not underestimate China's resolve to fight back.

If the US side persists in adopting a unilateralist protectionist policy and harms the interests of Chinese and US companies, China will fight resolutely back, he said.

China's tariffs on US imports will not have a big impact overall on Chinese industries, Gao added.

对于美制裁中兴一事，高峰19日在回答记者提问时再次强调，中方将密切关注事态发展，随时准备采取必要措施，维护中国企业合法权益。美方行径引起了市场对美国贸易和投资环境的普遍担忧，美方的行为表面针对中国，但最终伤害的是美国自身，不仅会使其丧失数以万计的就业机会，还会影响成百上千的美国关联企业，将会动摇国际社会对美国投资和营商环境稳定的信心。

The US government on Monday banned US companies from selling components to ZTE for seven years, claiming that ZTE had made false statements to US officials, escalating trade tensions between the two sides.

Gao said China is closely watching the development of the issue, and stands ready to take necessary measures to safeguard the legitimate rights and interests of Chinese enterprises.

The US action has caused widespread concern about its trade and investment environment. Although the measure aims at China, it will ultimately hurt the US itself, causing tens of thousands of job losses and influence relative US companies, Gao said.
