联合国秘书长：如果不支持多边主义，就无法应对全球挑战

挑战是全球性的，如果我们不遵循多边主义的方法，就无法应对全球挑战。 联合国秘书长安东尼奥•古特雷斯 (Antonio Guterres)在北京参加中非合作论坛（FOCAC）期间接受了CGTN主持人田薇的采访，表明了上述观点。

鉴于复杂多变的国际形势，古特雷斯说：“联合国将尽所能，防止并解决冲突，推动各方认同的议程。联合国的2030年可持续发展议程，促进包容性发展，推动更公平的全球化，应对人类的最大威胁----气候变化，并推进人权发展。”

“如果哪里存在不公平，我们就需要尽一切可能动员国际社会，以便弥补可能存在的差距。我必须说，虽然我感觉有国家在某些问题上不再支持我们，但我却看到越来越多的年轻人持有国际化的价值观。现在的年轻人不喜欢保护主义，不喜欢民族主义，他们喜欢成为世界公民，和全世界沟通，这是我对未来的希望。因此虽然我们此刻正遭遇逆境，但我们终会克服，”古特雷斯补充道。

Challenges are global, and there is no way to address global challenges if we don't have a multilateral approach. UN Secretary-General Antonio Guterres made the remarks in an interview with Tian Wei, the host of CGTN's program World Insight, during his trip in Beijing for the Forum on China-Africa Cooperation (FOCAC).

Given the complex and changing international situation and the development of individual countries, Guterres said: "United Nations is doing everything we can, everywhere, to first of all, prevent conflicts, try to solve them and be able to promote an agenda that was agreed upon by all countries in the world. Agenda 2030 for sustainable development, for inclusive development, for fair globalization, to fight against climate change, that is the most dramatic threat to our life as a planet, and at the same time to promote human rights.”

“If something fair is not there, we need to do everything possible to mobilize the international community in order to be able to fill the gaps that may exist, and I must say that even if we feel that a country that no longer supports several issue or whatever, I see more and more young people totally committed to cosmopolitan values. If you talk of the youth, the youth doesn’t like protectionism, the youth doesn’t like nationalism, the youth like to be the citizens of the world, they communicate everywhere, and this is my hope for the future. So we are having a hiccup at the moment, but we will overcome them,” Guterres added.

关于美国停止向帮助巴勒斯坦难民的机构提供资金的问题，秘书长说，在巴勒斯坦的工作不仅对当地人民的福祉极为重要，对地区的和平与安全也非常重要。

“你无法想象如果数百万人突然被完全剥夺了目前有利于他们的服务，会是什么样子。因此，当我们确认美国会大幅削减资金时，我们立即开始动员整个国际社会，”

“我也再次和习近平主席沟通，以保证联合国近东巴勒斯坦难民救济和工程处可以继续工作，为当地提供医疗服务和教育，为贫困的家庭提供支持。保证巴勒斯坦难民能够得到尊重，以减少发生冲突的风险，” 古特雷斯说。

Regarding the issue of US ending aid to United Nations agency supporting Palestinian refugees, Secretary-General said the work in Palestine is extremely important not only for their wellbeing, it is important from the point of view of peace and security in the region.

“Can you imagine what it would be like if millions of people all of a sudden be completely deprived of rights and services that benefit them at the present moment. So when we verify that indeed the United States said they would dramatically reduce the funding, we immediate launch a huge campaign mobilizing the whole international communities,”

“I ask President Xi Jinping increasing Chinese solidarity, to allow for UNRWA to go on, doing its work, providing healthcare, providing education, providing support to the poorest families, guarantee the Palestine refugees can have a minimum of that dignity being respected, which is also an absolutely must in order to avoid a major confrontation, a major increase of the risks of confrontation in the area,” said Guterres.

作为维护多边体制的联合国秘书长，古特雷斯也与世界各国领导人分享了他的政治智慧，“在当今世界，成为领导者的首要任务是能够倾听，能够对话，并且能够明白只靠一个国家无法解决所有的问题。如果不进行国际合作，我们注定要失败。”

And as the Secretary General who is really committed to multilateralism, Guterres shared his wisdom with world leaders, “the central thing to be a leader today, is first to be able to listen, to be able to have dialogue with communities, with their countries, and to be able to understand that one country by itself will never be able to solve the problem of today, and without international cooperation, we are doomed.”
