几乎以一己之力引爆特朗普弹劾案的CIA官员，他的告密信里写了什么…

近日，一位匿名爆料人几乎凭一己之力引爆了特朗普的弹劾危机。

他写了一封长达9页的解密检举信，举报美国总统特朗普涉嫌利用职权寻求他国干预美国2020年大选。

干预选举？听起来是不是很熟悉？

这封信，直接导致美国国会众议院启动对特朗普的弹劾调查，让特朗普至此成为美国历史上第四位遭弹劾调查的总统。

26日，众议院终于公布了这封日期标注为8月12日的检举信，一时间舆论炸开了锅。

那么信里到底写了什么？

一切还得从“一通电话”说起……

"The 25 July Presidential phone call"

据检举信，当地时间7月25日，特朗普与乌克兰总统泽连斯基进行了一次时长约30分钟通话。

A whistleblower's complaint triggered by a July 25 phone call between U.S. President Donald Trump and Ukrainian President Volodymyr Zelensky has been released to the public.

The complaint is potentially explosive for the Trump presidency. 

"I am concerned that these actions pose risks to U.S. national security and undermine the U.S. government's efforts to deter and counter foreign interference in U.S. elections," the whistleblower wrote of the president, who now faces an impeachment inquiry.

在通话中，特朗普先对泽连斯基赢得乌克兰总统选举表示祝贺。

然而，寒暄了一会儿之后，话题转变了——

"…after an initial exchange of pleasantries, the President used the remainder of the call to advance his personal interests. Namely, he sought to pressure the Ukrainian leader to take actions to help the President's 2020 reelection bid," the whistleblower said.  

“特朗普总统开始利用剩余的通话时间来攫取他的个人利益。也就是说，他试图向乌克兰领导人施压，要求他们采取行动，帮助自己在2020年竞选连任。”

具体包括——

（1）让乌克兰帮助调查主要竞争对手——美国前副总统、民主党总统竞选人拜登及拜登的儿子亨特；

（2）要求乌克兰领导人调查与“通俄门”有关的美国网络安全公司Crowdstrike并上交该公司位于乌克兰的服务器；

（3）让自己的私人律师和美国司法部长联络泽连斯基。

在舆论压力下，白宫周三公布了特朗普与乌克兰总统通话的文字记录。

值得注意的是，这份通话记录并非逐字逐句的录音稿，而是根据白宫战情室和美国国安局官员的现场笔记整理而成。

The underlying allegation is that Trump put pressure on Zelensky to investigate unsubstantiated corruption rumors involving political rival Joe Biden's son Hunter, withholding military aid money as a possible means of leverage.

Donald Trump: I would like you to do us a favor though because our country has been through a lot and Ukraine knows a lot about it. I would like you to find out what happened with this whole situation with Ukraine, they say Crowdstrike... I guess you have one of your wealthy people... The server, they say Ukraine has it…I would like to have the Attorney General call you or your people and I would like you to get to the bottom of it…

特朗普：我想请你帮个忙，我们国家（最近）经历了很多事情，相信乌克兰也非常了解。我希望你能帮我调查清楚这一切是怎么回事，特别是关于乌克兰和Crowdstrike公司的部分……我会让我们的司法部长朱利安尼与你通话，并希望你彻查到底。

Vladimir Zelenskyy: …I will personally tell you that one of my assistants spoke with Mr. Giuliani just recently and we are hoping very much that Mr. Giuliani will be able to travel to Ukraine and we will meet once he comes to Ukraine. I just wanted to assure you once again that you have nobody but friends around us…I guarantee as the President of Ukraine that all the investigations will be done openly and candidly.. That I can assure you.

泽连斯基：……我要亲自告诉你，我的一个助手刚刚和朱利安尼先生通过电话，我们希望他能够到访乌克兰与我们见面。我想再次向你保证，我们身边都是你可以相信的人……至于这个调查，作为乌克兰总统，我向你保证，所有调查都会公开公正进行。我可以向你担保这一点。

Donald Trump: …Mr. Giuliani is a highly respected man...I will ask him to call you along with the Attorney General. Rudy very much knows what's happening and he is a very capable guy. If you could speak to him that would be great…The other thing, There's a lot of talk about Biden's son, that Biden stopped the prosecution and a lot of people want to find out about that so whatever you can do with the Attorney General would be great. Biden went around bragging that he stopped the prosecution so if you can look into it... It sounds horrible to me.

特朗普：朱利安尼先生是一位德高望重的人……我会让他给你和你的检察长打电话。朱利安尼非常了解发生了什么，他是一个非常有能力的人。如果你能和他谈谈那就太好了……还有件事，有很多人都在谈论拜登的儿子，说拜登制止了对他儿子的起诉。很多人都想知道这件事，所以，如果你可以帮司法部长调查这件事，无论做了什么，都是很好的。拜登到处吹嘘说他制止了起诉，所以如果你能调查一下……（因为）这让我觉得很可怕。

Vladimir Zelenskyy: …Since we have won the absolute majority in our Parliament, the next prosecutor general will be 100% my person…He or she will look into the situation, specifically to the company that you mentioned in this issue…

泽连斯基：因为我们在议会赢得了绝对多数，下一任检察长百分之百是我的人……他或她会调查相关情况的，尤其是你在这个事件提到的公司……

检举信中，爆料人还提到一个重要信息——

"In mid-July, I learned of a sudden change of policy with respect to U.S. assistance for Ukraine."

这个“sudden change”指的是，在与泽连斯基通话数天前，特朗普曾下令暂缓向乌克兰发放约4亿美元的军事援助。

大约两个月后，这笔军事援助按原计划发放了。

这是给乌克兰施压，好让他们调查拜登父子来换取军事援助吗？

对于外界的此番猜测，特朗普24日否认了。

然而，关于“这通电话”的故事并没有止步于此。

检举信又进一步爆料——

白宫曾试图“封锁”与这通电话相关的所有记录。

The most perilous allegation for the president may ultimately be the claim that the White House tried to "lock down" details of the call between Trump and Zelensky, effectively an accusation that there was an attempt to cover up the details of the conversation.

“在通话后，我从多名美国官员那里了解到，白宫高级官员曾对此事进行干预并‘封锁’所有通话记录，尤其是白宫战情室按惯例制作的官方电话逐字记录。这一系列做法使我由衷认为，白宫官员知晓那通电话里所谈论内容的严重性。”

"…the transcript was loaded into a separate electronic system that is otherwise used to store and handle classified information of an especially sensitive nature. One White House official described this act as an abuse of this electronic system because the call did not contain anything remotely sensitive from a national security perspective," the whistleblower said.

“……这份通话记录被储存在另一个电子系统中——一个专门用于储存和处理特别敏感的机密信息的独立电子系统。一位白宫官员将这种行为描述为对该电子系统的滥用，因为从国家安全角度来看，这通电话中没有包含任何可被视为敏感的信息。”

而据爆料人，这已经不是白宫第一次出于“政治信息敏感”而非“国家安全”的原因，将通话记录储存在更“安全”的系统中。

26日，特朗普私下怒斥了“告密者”。他对着约50位美国驻联合国使团的成员及其家属暗示，将“严惩”告密者。

没想到……他前脚说完，后脚又被泄露给《纽约时报》了。

"I want to know who's the person that gave the whistleblower the information, because that's close to a spy."

“我想知道到底是谁泄露了信息，因为这基本上就是间谍行为。”

Trump made the complaint on Thursday in front of about 50 employees and their families of the United States Mission to the United Nations. The remarks were leaked to the media soon after and were first reported by the New York Times. 

"You know what we used to do in the old days when we were smart? Right? The spies and treason, we used to handle it a little differently than we do now..."

“你知道在过去，在我们还很聪明的时候我们是怎么做的，对吧？对于间谍和叛国罪，那时候和现在比，我们的处理方式可真是不同。”

《纽约时报》报道称，特朗普一席话震惊了在场众人。

According to New York Times, his comment "stunned people in the audience." And Democratic chairmen of the House Foreign Affairs, Intelligence, and Oversight and Reform Committees called it "reprehensible witness intimidation."

这是“应该受到谴责的‘证人恐吓’行为”，众议院外交事务、情报、监督和改革委员会的民主党主席们对此评论道。

据CNN报道，一名消息人士也谴责道，这些言论“令人震惊”、“可怕”，但并非在场的所有人都反对特朗普的言论。

CNN报道中还提到，美国前联邦调查局副局长麦凯布评论称，特朗普的“暗示性恐吓”（implicit threat）“正是政府官员不应该做的”。

According to CNN, former acting FBI Director Andrew McCabe commented that Trump's implicit threat is "exactly what government officials are not supposed to do."

"So you have to ask, was this some sort of a message to all of those folks and indeed a message to all people serving in the government that if they step forward with complaints, they can expect the President to come after them?"

26日到27日，特朗普再次连发多条推特表示不满。

“太多谎言了！睡眼惺忪的拜登和毫无作为的民主党人。”

特朗普回应称，“通乌门”完全是拜登和民主党的谎言，且乌克兰总统并未感到来自白宫的施压。

而这位被特朗普痛斥的“告密者”，他的身份也渐渐浮出水面。

《纽约时报》26日援引三名知情者报道称，爆料者是一位中情局（CIA）官员，他曾一度被安排在白宫工作。

知情人士透露，这名男子此后返回中情局工作。

报道称，他是一名训练有素的分析人员，对美国的欧洲外交政策非常敏感，十分了解乌克兰政坛，还至少具备一些法律知识。

迄今，在美国历史上仅发生过三次弹劾总统事件，均由众议院发起动议，启动弹劾程序。

不过，这三次弹劾无一成功，至今也尚无美国总统遭弹劾罢免。

• 1868年，众议院以“违反官吏任职法”等罪行启动对时任总统安德鲁·约翰逊（Andrew Johnson）的弹劾程序。最终，在参院表决时，因一票之差，弹劾案未能通过。

• 1974年，时任总统理查德·尼克松（Richard Nixon）因震惊世界的政治丑闻——“水门事件”而遭到弹劾。面对罪名几乎肯定会成立的国会弹劾和政治支持的流失，尼克松选择在众议院弹劾表决前主动辞职，避免了受罢黜之辱。

• 1998年，时任总统比尔·克林顿（Bill Clinton）被爆与白宫实习生莫妮卡·莱温斯基（Monica Lewinsky）有染，他随即以伪证罪和妨碍司法罪被众议院弹劾。不过，在参院表决中，赞同票明显少于三分之二，克林顿也得以继续任职。

24日，众议院议长南希·佩洛西宣布对特朗普正式发起弹劾调查。

这也是美国国会时隔20多年再次对总统启动弹劾调查。

调查结果如何，尚未可知。

不过，佩洛西在宣布启动弹劾调查时这样说——

"The president must be held accountable. No one is above the law."

“总统必须承担责任。没有人能够凌驾于法律之上。”
