真相放大镜：中国到底有没有向世界发出警报？

In many parts of the world, people are fighting against the COVID-19 pandemic. Some people accuse China of not telling the truth. So did China know? Let’s go back to three months ago.

On January 20, Dr. Zhong Nanshan, China’s renowned respiratory specialist, warned the public that the novel coronavirus could be transmitted between humans. Three days later, the government of China ordered the lockdown of Wuhan, where the earliest cases were reported. Nationwide, malls, theaters, restaurants… were shut down, and people were told to stay at home.

在世界许多地方，人们正在与COVID-19大流行作斗争。有人指责中国没有说实话。那么中国知道真相吗？

早在1月20日，中国著名的呼吸系统医学专家钟南山院士警告公众，新型冠状病毒可能在人与人之间传播。三天后，中国政府决定封锁武汉，因为武汉是最早发现人感染病例的地方。在全国范围内，人们被告知：减少一切不必要的社交活动，尽可能待在家里。

China knew how serious the virus is. That’s why the government locked down a city with 11 million people and took many actions. Did China tell the rest of the world？It sure did.

中国知道新冠病毒可能产生什么样的严重后果。因此，政府封锁了一个拥有1100万人的城市，并采取了许多行动。中国也在第一时间就向世界卫生组织做了通报，并且和与疫情蔓延高度相关的国家和地区保持沟通。

The Wuhan lockdown that began on January 23 was known to the public from the beginning!  That same day, there was only one confirmed case in the U.S. It was 55 days before there were more than 10,000 cases reported in the U.S. It was 65 days before the C.D.C issued a travel advisory for the New York region. But what views did the West have on China's actions? China's lockdown during the Chinese New Year did not bring enough attention. 

1月23日开始的武汉封锁及时延缓了疫情更快地广泛传播。在那一天，美国只有一例确诊病例。此时，距离美国发现超过10,000例确诊病例还有55天。距离美国疾控中心向人们发出前往纽约地区的旅行警告还有65天。但是，西方对中国的行动有何看法？春节期间中国的封锁措施没有引起别国足够的重视。

On January 3, China started regularly informing the WHO and relevant countries and regions about the outbreak. On January 30, the WHO declared a global health emergency. On February 10, an advance squad of the WHO-led team arrived in China for an on-site investigation. Even though China and the WHO sent out warnings to the world, many countries did not respond immediately.  

1月3日，中国开始定期向世界卫生组织及有关国家和地区通报有关疫情。1月30日，世界卫生组织宣布世界进入卫生紧急状态。2月10日，由WHO领导的小组先遣队抵达中国，进行现场调查。尽管中国和世卫组织向世界发出了警告，但许多国家并没有立即做出回应。

Imagine the number of lives that could have been saved if they take early actions! By April 14, there were more than 577，000 confirmed cases in the U.S. The fight against the COVID-19 pandemic severely challenges a government’s capability of governing. We wish the virus will be contained in the U.S. soon and more Americans can go back to work and school.

想象一下，如果政府早点采取行动，原本可以挽救多少生命！

截至4月14日，美国已确诊病例超过57.7万例。

控制COVID-19疫情的战役严重挑战每一个政府的执政能力。

我们希望这种病毒很快在美国得到控制，更多的美国人可以重返工作和学习。
