美媒定位“新疆集中营”:开局一张图,故事全靠猜

当地时间8月7日,美国新闻聚合网站BuzzFeed发表了一篇“调查报道”,称他们通过对比卫星云图和实际调查发现,新疆地区过去三年新建了268个关押场所。


An investigative report published by the U.S. news aggregator BuzzFeed August 7 said that by comparing satellite cloud images with actual investigations, they found that 268 new detention facilities were built in Xinjiang Uygur Autonomous Region in the past three years.


只是,该报道看似证据充足,图文并茂,实则不禁推敲。报道中多次提到 “实地调查”,但文中大部分结论都来自对卫星云图的对比,几位作者也承认他们并没有去过新疆,中所分析的一切都基于猜测


报道开篇介绍说,文章作者们发现百度地图上的新疆区域被很多灰色小方块覆盖遮蔽,于是决定以此来帮助定位新疆的“集中营”


Buzzfeed的报道中还声称,这些新修的关押场所大多数规模都很庞大,周边服务功能完善,靠近城市,甚至是建在工业区,修建这些场所需要大量的材料,可以推测出,被关押的少数族裔被强迫劳役的可能性很大。


就这样,通过对比卫星云图和无事实依据的推论,这篇调查报道“确认”了260多个关押场所。 


At the beginning of the report, the authors found that Xinjiang Uygur Autonomous Region on Baidu map was covered by many small gray squares, which considered to be signs of concentration camps in Xinjiang.


The report also pointed out that most of these newly built detention facilities are large-scale, with complete surrounding services, close to cities, and even built in industrial areas. Those buildings require a lot of material. Thus, it can be inferred that there is a high possibility that the detained minorities will be forced into labor.


In this way, by comparing satellite cloud images and unfounded inferences, this investigative report said it had confirmed more than 260 places of detention.


该报道为了增加其真实性,用了一张标注着所谓可疑场所的地图当做证据,却被一名推特网友当场“打脸”。

 

该网友在考证对比后发现,这张灰色卫星地图很多地点在百度地图上清晰可见,并没有被遮盖或隐蔽起来。


比如,Buzzfeed在地图上标注出了一处“待确认的关押场所”,在百度地图上明明白白地标着喀什疏勒县“阳光锦绣小区”,还有人给这个住宅区打了五星。



“开局一张图,故事全靠编”。

除了漏洞百出的卫星图片证据、前后矛盾的言辞以外,报道引用的其他资料来源也值得怀疑。在报道中,几位作者公开向拥有恐怖主义背景并明确支持“疆独”的“东突厥斯坦民族觉醒运动”(ETNAM)和曾因发布虚假涉华报告而被外交部点名的澳大利亚战略政策研究所(ASPI)等“反华”学者和组织致谢。

近年来,中国新疆地区的事务一直被国际社会关注。一些西方国家和媒体别有用心地将中国政府为反恐、去极端化而建立的依法设立职业技能教育培训中心污名化为“集中营”。


那么,这些传说中的教培中心到底是什么样子的呢?

 

China's response to terrorism in Xinjiang has been repeatedly criticized by some Western media outlets as "authoritarian" and "inhumane." The vocational training centers have been at the center of controversy and painted as "concentration camps" where Chinese ethnic minorities are "indoctrinated."


So, what is vocational education and training really about?


上世纪90年代开始,宗教极端主义侵入新疆。据不完全统计,自1990年至2016年年底,民族分裂势力、宗教极端势力、暴力恐怖势力在中国新疆地区策划实施了数千起爆炸、暗杀、投毒、纵火、袭击、骚乱、暴乱等系列暴力恐怖案(事)件


去年8月16日,中国国务院新闻办公室发表了《新疆的职业技能教育培训工作》白皮书。白皮书中明确表示,教培中心的建立是为了使人们远离宗教极端主义,并为受训人员提供重新进入社会所必需的专业技能。


Beginning in the 1990s, terrorism driven by religious extremism wreaked havoc across northwest China's Xinjiang Uygur Autonomous Region. 


On the premise of creating a caliphate, terrorists committed bombings, stabbings and incited mass riots that saw hundreds of police officers killed in the line of duty and countless civilian lives lost. 


Last August, China released a white paper that laid out a detailed counter-terrorism strategy. The paper focused on the importance of vocational education and training centers, which were set up to redirect people away from religious extremism and provide trainees with the professional skills necessary for them to reenter society. 


As many have pointed out, China's response to the highly-complex problem of terrorism within its borders isn't perfect. Yet, the course chosen – to educate those influenced by extremist ideology and try to change their lives for the better – is still far superior than America's War on Terror which saw the vast expansion of the state surveillance in the U.S. and started the endless cycle of brutality and hatred in faraway lands.
