拜登的气候计划:缺人、缺钱、缺合作
大半年过去了,拜登接过的摊子仍亟待收拾。
特朗普执政期间,数百名科学家和政策专家离开了政府。在拜登上台六个月后的今天,仍有数百个职位空缺。
《纽约时报》的昨日发表一篇文章表示,在特朗普执政期间,美国地质调查局的科学家和技术专家人数从2016年的3434人下降到2020年的3152人。
"During the Trump years, the number of scientists and technical experts at the United States Geological Survey, an agency of the Interior Department and one of the nation’s premier climate-science research institutions, fell to 3,152 in 2020 from 3,434 in 2016, a loss of about 8 percent."
同时环保组织忧思科学家联盟(Union of Concerned Scientists)的一项研究显示,在特朗普政府于2019年将办公室从华盛顿搬到密苏里州堪萨斯城后,农业部两个负责帮助农民进行气候研究的机构失去了75%的员工。
"Two agencies within the Agriculture Department that produce climate research to help farmers lost 75 percent of their employees after the Trump administration relocated their offices in 2019 from Washington to Kansas City, Mo., according to a study by the Union of Concerned Scientists,..."
众议院科学委员会的一份报告显示,美国环境保护署(Environmental Protection Agency,简称EPA)的环境保护专家人数从2152人降至1630人,下降了24%。
"And at the E.P.A., the number of environmental protection specialists dropped to 1,630 from 2,152, a 24 percent decline, according to a House science committee report, which called the losses “a blow to the heart” of the agency."
相关工作人员表示,由于政府科学工作不再被视为与政治无关,招聘工作受到了影响。
而这样的局面直接影响了拜登“雄心勃勃”的气候计划。
根据《纽约时报》对10名现任和前任EPA气候政策工作人员的采访,拜登下令制定的新版气候法规和清洁空气法规可能会被搁置数月甚至数年。
内政部失去了研究干旱、热浪和全球变暖导致的海平面上升影响的科学家;农业部失去了研究气候变化对食品供应影响的经济学家;能源部缺少为洗碗机和冰箱等电器设计效率标准以减少它们排放的污染的专家。
一位发言人表示,美国国防部一份关于全球变暖给国家安全带来风险的分析没有在原定5月的最后期限之前完成,该期限被延长了60天。
Hundreds of scientists and policy experts left their posts during the Trump administration. More than six months after Biden took office, many of those positions are still vacant.
As a result, President Biden's ambitious plans to combat climate change have been hampered by a brain drain. According to interviews with 10 current and former EPA climate policy staff members by The New York Times, the new climate rules and clean air rules ordered by Biden could be stalled for months or even years.
拜登气候计划除了人手不足,资金也不太够。
美国能源部贷款项目办公室(LPO)主任吉加尔•沙阿(Jigar Shah)在当地时间7月22日的一次演讲中说,为了实现拜登政府的碳目标,需要新一波大规模气候项目,而这些项目每年需要大约1万亿美元的财政支持。
而目前在美国,每年大约只有2,000亿美元用于新的气候变化缓解措施。
Jigar Shah, director of the U.S. Department of Energy's Loan Program Office (LPO), said in a speech on July 22 that a new wave of large-scale climate projects will be needed to meet the Biden administration's carbon goals, which will require about $1 trillion a year in financial support.
However, only about $200 billion a year is spent on new climate change mitigation measures in the U.S. currently.
当地时间7月7日,美国40多个进步组织致信拜登政府,呼吁美国在气候变化问题上与中国合作。信中进步组织呼吁拜登政府避免“在美中关系中采取敌对态度”,应该先考虑多边主义、外交政策以及与中方合作来解决气候危机。
同时,公开信表示,美国是历史上最大的碳排放国,而中国的历史排放量是美国的一半,中国的人均排放量不到美国的一半。进步组织在信中指出,世界各国合作解决气候危机需要制定合理的份额和计划,但美国政府长期以来逃避承担责任并妖魔化中国,美国需要停止进一步阻碍全球气候谈判取得进展的行为。
这40余个联名致信的团体来自全美各个地区和不同的行业,其中包括美国青年组织日出运动(Sunrise Movement)、美国科学家组织忧思科学家联盟(The Union of Concerned Scientists)、美国独立无党派外交政策研究组织(Just Foreigh Policy)等。
More than 40 progressive organizations in the U.S. sent a letter to the Biden administration on July 7 calling on the country to work with China on climate change.
In the letter, the progressive groups called on the Biden administration to avoid taking an adversarial approach to the U.S.-China relationship, and instead focus on multilateralism, foreign policy and working with China to address the climate crisis.
