联合国高级专家：俄罗斯和北约谁先违反国际法？
联合国负责全球秩序均衡与民主事务的首任特别专家Alfred de Zayas在接受CGTN王冠专访时说，从国际法角度看，俄罗斯在乌克兰的军事行动违反了《联合国宪章》，但美国和北约多年来的诸多行为其实也违反了国际法，这在国际惯例法里，为当下俄罗斯的行为设立了“容许性先例”（precedents of permisibility）。
Alfred de Zayas, UN’s first Independent Expert on the Promotion of a Democratic and Equitable International Order, discussed the legal issues regarding the Russia-Ukraine conflict. He argued that Russia’s military operations cannot be justified but NATO and the West violated international conventions too.
