二十大报告强调全过程人民民主

Editor's note: According to the report to the 20th National Congress of the Communist Party of China, people's democracy is the lifeblood of socialism, and it is integral to the Party's efforts to build a modern socialist country in all respects. How does China advance whole-process people's democracy? This is whole-process people's democracy in the 20th Report, the third episode of People's Democracy. The article reflects the author's opinions and not necessarily the views of CGTN.

I focus on Chinese democracy because President Xi Jinping has made "democracy" one of the six aspirational adjectives that China must become in order to achieve full socialized modernization and realize the country's "great rejuvenation" by mid-century. No democracy for China, no full socialist modernization, no great rejuvenation.

我关注中国民主是因为习近平主席将“民主”作为形容中国未来模样的六个振奋人心的词组之一, 到本世纪中叶, 做到这点才算全面建成社会主义现代化强国, 实现国家的伟大复兴。

没有民主，中国就不算全面建成社会主义现代化强国，不算实现伟大复兴。

In Xi's axial Report to the 20th CPC National Congress, which describes the vision and lays out the path to modernization and rejuvenation, "democracy" appears 28 times, and the rich expression "whole-process people's democracy," which China calls democracy in its broadest, most genuine, and most effective form, appears nine times. These references emphasize comprehensively developing whole-process people's democracy as part of socialist advancement and modernizing China's system and capacity for governance.

在习近平向中国共产党第二十次全国代表大会所作的报告中描绘了实现现代化和复兴的愿景，阐明了实现现代化和复兴的路径，其中28次提到“民主”，以及内涵更为丰富的 “全过程人民民主”，中国称“全过程人民民主”是最广泛、最真实、最有效的民主。（这一概念）出现了9次。这些都全面强调了发展全过程人民民主是实现社会主义进步、中国治理体系及治理能力现代化的组成部分。

In fact, "Whole-Process People’s Democracy" is one of the 15 major topics of the Report. It is Number VI, "Advancing Whole-Process People's Democracy and Ensuring that the People Run the Country." Highlights include:

实际上 “全过程人民民主”是报告里15个主要部分之一。报告第六部分为 “发展全过程人民民主，保障人民当家作主”。要点包括：

• Encourage the people's orderly participation in political affairs and guarantee their ability to engage in democratic elections, consultations, decision-making, management, and oversight in accordance with the law.

扩大人民有序政治参与， 保证人民依法实行民主选举，民主协商、民主决策、民主管理及民主监督。

• Expand democratic channels, and diversify the forms of democracy, so as to ensure that people participate in the management of state, economic, cultural, and social affairs.

拓展民主渠道，丰富民主形式，确保人民（依法）参与管理国家事务，管理经济和文化事业 ，管理社会事务。

• Ensure that people's congresses at all levels are formed through democratic elections, responsible to the people, and subject to their oversight.

保证各级人大都由民主选举产生，对人民负责、受人民监督。

• Ensure that people's congresses lawfully exercise the powers of enacting laws, conducting oversight, making decisions, and appointing and removing officials.

保证人大（及其常委会）依法行使立法权、监督权、决定权、任免权。

• Improve working mechanisms for drawing on public opinion and pooling the wisdom of the people.

完善工作机制，听取群众意见，汇集人民智慧。

• Follow a Chinese path of human rights development and participate in global human rights governance. 

走中国人权发展道路，参与全球人权治理。

The Report identifies "consultative democracy" as an essential way by which whole-process people's democracy is practiced by political parties, people's congresses, government departments, consultative committees, people's organizations, communities, and social organizations. The role of the Chinese People’s Political Consultative Conference is emphasized.

报告指出“协商民主”是实践全过程人民民主的重要方式，体现在政党协商、人大协商政府协商、 政协协商、人民团体协商、基层协商、社会组织协商。强调了中国人民政治协商会议的作用。

The Report identifies "primary-level democracy" as a central manifestation of whole-process people's democracy, enabling community-level self-governance under the leadership of primary-level Party organizations. 

报告指出“基层民主”是全过程人民民主的重要体现，健全基层党组织领导的基层群众自治机制。

A guiding principle is to increase transparency in government affairs.

指导原则是增强政府事务中的透明度。

No Chinese can deny that there are challenges and obstacles in reaching for these high standards of democracy. No foreigner can deny that China takes democracy seriously, giving specific exhortations on what needs to be improved.

没有中国人能否认要实现这些高标准的民主目标，仍面临挑战和困难。也没有外国人能否认中国在认真对待民主问题，并具体指出了需要完善的领域。

What I also like is that China's democracy is not, as we've seen in certain countries, a phony multi-party system with sham elections.

另外让我赞赏的一点是，中国的民主并非像我们在某些国家看到的是披着多党制外衣的虚假选举。
