就实论事 | 改善中美关系 橄榄枝之后更要有行动力

The U.S. media outlet Politico recently wrote an opinion piece claiming China is “ghosting” the U.S. 

美国媒体《政客》近期发表评论文章称，中国现在对美国“爱答不理”。

The U.S. has stepped up calls for talks and visits by U.S. officials to Beijing, the latest by Treasury Secretary Janet Yellen, who’s called for a “constructive” and “healthy” economic relationship between the two largest economies. 

美国多次呼吁举行对话，希望派出官员访华。最近一次发声的官员是美财长珍妮特·耶伦，她呼吁中美两大经济体建立“富有建设性的”、“健康的”经济关系。

U.S. Trade Representative Catherine Tai has warned that “a decoupling with China would be mutually disastrous.” And U.S. Secretary of State Anthony Blinken has called for a “responsible approach” in Washington’s China policy. 

美国贸易代表戴琦警告称：“中美脱钩对双方而言都是一场灾难。”美国国务卿安东尼·布林肯则表示“美国必须负责任地处理与中国的关系”。

But let’s have a bit of perspective here.

对此，我们有必要回顾一下客观事实。

Wasn’t it the U.S. that first launched a trade war against China, adding tariffs on thousands of Chinese goods coming into the U.S.? And wasn’t that followed by a tech war on Chinese firms like Huawei, TikTok, and about 1,000 other Chinese hi-tech firms? What about the U.S. CHIPS ban with the sole goal to stifle China’s high tech industry and force the world not to trade in high tech with China? 

是谁率先向中国发动贸易战，对数千种进入美国的中国商品加征关税？在此之后，又是谁针对华为、TikTok等约1000家中国高科技企业发动科技战？美国出台针对中国的芯片出口禁令，难道不是意图遏制中国的高科技产业发展，逼迫世界各国不与中国进行高科技贸易吗？

And the U.S. is wondering why China doesn’t answer the phone? 

美方想知道为什么中方不接电话？

Former Chinese ambassador to the U.S. Cui Tiankai points to this lack of “credibility” by the U.S.  

中国前驻美大使崔天凯指出，这是因为美国不讲“信用”。

U.S. President Joe Biden has pledged the U.S. would not seek “a new Cold War” with China and not support “Taiwan independence.” Then why has Washington been hollowing out the one-China principle by increasing weapons sales to Taiwan and upgrading official ties with Taiwan? 

美国总统乔·拜登宣称，美国不寻求同中国打“新冷战”， 不支持“台独”。那么，为什么美方转头就加大对台军售，还提升与台湾的官方关系，逐渐掏空一个中国原则呢？

“The U.S. had then turned around and broken all those promises,” says Ambassador Cui Tiankai. This makes it nearly impossible to expect China to have any confidence in new U.S. promises and any further engagement with Washington. 

前驻美大使崔天凯表示：“美国转头便违背了所有的承诺。”这使得中国几乎不可能对美方的新承诺及双方进一步接触抱有信心。

Even an optimist would also question U.S. sincerity, as all we’ve been hearing so far are all talk and no action. 

即便是乐观主义者也会质疑美国的诚意，因为到目前为止，我们听到的都是空话，毫无实际行动。

Former U.S. diplomat Ferial Ara Saeed says it’s just words on paper.

前美国外交官费里亚尔·阿拉·萨义德认为，这些只不过是一席空话。

If Washington is truly concerned about its relationship with China, it needs to show that it cares by making concrete follow-up policy changes and taking real action. 

如果美方真的关心中美关系，那么接下来就需要切实转变政策，并落实到实际行动上。

Then maybe China will pick up the phone. 

或许到那时，中方才会接电话。
