Investment Operations Specialist/Senior Specialist—Urban

AIIB’s Investment Operations comprises two regional teams, 1 and 2. Each regional team is led by a Vice President (VP) and reporting staff includes client relations specialists, technical specialists, and bankers. Region 1 is responsible for South East Asia, the Pacific Islands, and South Asia (except Pakistan and Afghanistan), while Region 2 covers Pakistan, Afghanistan, Central Asia, East Asia, West Asia, Europe, Africa and Latin America.


The Investment Operations Specialist/Senior Specialist — Urban will contribute to AIIB’s lending program by supporting the identification, preparation, implementation and supervision of urban investment projects. They will be responsible for understanding and responding to the urban challenges and opportunities in Asia including urbanization (demographic shifts and social changes, economic, structural, and spatial transformation), climate change, disaster risk management, sustainable urban development, urban local governance, and technology and innovation, among others. They will also be required to engage with other departments for issues relating to the urban sector.


Responsibilities:

The Specialist/Senior Specialist will lead and manage project teams consisting of various specialists to prepare and deliver high-quality investment projects in an efficient and timely manner.

Ensure all key technical/economic/financial/fiduciary/social/environmental issues and, if any, cross-sectoral issues, are considered and properly addressed, and that AIIB policy requirements are followed.

Carry out due diligence and institutional assessments on executing agencies, including implementation capacity assessments of project counterparts.

Support capacity development in relevant implementing entities to plan, design, construct and operate infrastructure, provide services and address potential social and economic challenges.

Lead or participate in dialogue and collaboration with clients and development partners on strategic areas/topics such as climate change, disaster risk management, sustainable urban development, municipal services delivery and climate resilient infrastructure, among others.

Cooperate with cofinanciers on cofinancing projects and lead AIIB teams to conduct necessary due diligence for those projects.

Manage the business development in specific AIIB members and regions assigned to obtain a healthy pipeline of urban projects.

Provide quality technical contributions required for urban planning and other urban development-related areas in line with AIIB business needs.


Requirements:

Minimum relevant work experience of 5-7 years for Specialist, 8-10 years for Senior Specialist in the urban sector, preferably in Asia.

Substantial international project experience in urban sector, particularly capacity-constrained countries an advantage. Experience in working with multilateral development banks desirable.

Experience working on or leading teams and or demonstrated potential qualities for leadership.

Strong organizational and project management skills to perform day-to-day management of a large and complex project portfolio.

Proficient oral and written communication skills in English, knowledge of a language(s) of a country in which AIIB invests would be an advantage.

Master's degree, or equivalent, in municipal engineering/science, urban design and planning, environmental engineering, disaster risk management, business management or other related fields.


Financial Control Officer (ICFR)

The Financial Control officer will be responsible for performing a wide range of duties related to the establishment, maintenance, and testing of internal controls in support of financial reporting at the Asian Infrastructure Investment Bank (AIIB). These tasks include but not limited to (1) working with process and control owners to ensure the key controls are kept current, (2) providing guidance to process/control owners on the adequacy of controls, (3) planning and conducting periodic control testing, (4) reporting on results of such tests and (5) promoting a culture of risk ownership and control awareness.


Responsibilities:

Assist in administering the internal financial control framework and procedures to help ensure the effectiveness of internal controls over financial reporting,

Assist in implementing relevant directives, guidelines, and procedures pertaining to internal control and managing any reviews and updates,

Maintain the Risk and Control Matrix library,

Ensure the adequacy of key control design effectiveness including IT control and security,

Ensure key controls are tested as scheduled,

Report on testing results to the Executive Committee and the Audit and Risk Committee,

Participate in the evaluation and implementation of AIIB’s Governance, Risk and Compliance system,

Engage in other duties assigned by senior staff of Office of the Controller.


Requirements:

Minimum 5-10 years of relevant experience with a multilateral development bank and/or large-scale financial institution, focusing on the IT control & security area.

Strategic problem solver with a solid understanding of internal control over financial reporting.

Well-versed in the COSO and ICFR frameworks.

Ability to multitask and manage competing deadlines.

Team player with strong communication skills.

Fluency in oral and written English.

Undergraduate or Master Degree in accounting and/or finance; a Chartered Accountant (CA) or Certified Public Accountant (CPA) designation from a reputable and internationally recognized institution would be an advantage.


Counsel / Senior Counsel - Investment Operations

The Counsel/Senior Counsel—Investment Operations will be responsible for providing legal and policy advice in relation to AIIB's sovereign and private sector investment transactions with a view to protecting AIIB’s interests and ensuring compliance with AIIB’s mandate, policies and procedures. Sovereign sector financing includes sovereign and sovereign-guaranteed loans. Private sector transactions typically include secured and unsecured loans, equity investments, participation in private equity funds, guarantees and other risk-sharing products.


Responsibilities:

Advise in carrying out AIIB’s policy mandate in the context of AIIB’s investments, e.g., with a view to ensuring compliance with AIIB’s environmental standards and other policy requirements.

Advise in the structuring of transactions, select and manage external legal counsel, draft and negotiate transaction documents, handle signings and closings and assist with the legal aspects of project monitoring.

Assist in the development of template of legal agreements of AIIB.

Coordinate and collaborate with other multilateral development banks and development partners to further AIIB’s investment operations work.


Requirements:

Minimum five years for counsel and eight years for senior counsel of relevant post qualification practice experience, at least part of which preferably spent at a top-tier international law firm.

Relevant professional experience with sovereign loans and/or guarantees and English law-governed financing agreements in one or more of the following fields:

Cross-border lending transactions involving taking of security.

Cross-border private equity investments.

Cross-border capital markets transactions.

An understanding of the legal aspects of investment operations of multilateral banks and experience in sovereign-backed financings would be an advantage.

Excellent command of English, including drafting and negotiating legal documents in English.

Ability and resourcefulness to work independently with minimal oversight.

Ability to communicate with and convince internal and external stakeholders at a high level with appropriate legal solutions (including the ability to negotiate complex legal documents with counterparties at a senior level [for Senior Counsel]).

Experience in working collaboratively in a cross-cultural environment.

A law degree from a leading university; candidates from civil law jurisdictions would ideally have a post-graduate law degree from a common law jurisdiction.


Communications Officer

Director General, Infrastructure Investment Region 1

The AIIB’s Investment Operations comprises of two regional teams, 1 and 2. The Director General for the Infrastructure Investment Department, Investment Operations Region 1 will lead the following teams:

Water Sector;

Transport Sector;

Energy Sector; and

Urban Sector.

This position will report to the VP of Investment Operations Region 1.


Responsibilities:

Building an outstanding team of professionals who can implement AIIB’s business plans;

Providing strong and results-oriented leadership in organizing and managing the department;

Building a strong pipeline of high-quality investment transactions;

Assisting senior management in strategic planning and providing guidance to the team on strategic matters;

Ensuring effective delivery, implementation, monitoring and reporting of the projects managed by the team and being accountable for their project appraisal, execution, implementation monitoring, results and developmental impact assessment processes;

Ensuring that all projects managed by the team comply with all applicable AIIB policies, directives and administrative guidances;

Maintaining and enhancing effective relationships with clients, other financing partners, advisors, consultants and stakeholders;

Requirements:

Minimum 20 years of professional experience in other multilateral development banks or top-tier global financial institutions;

Substantial experience in at least one, and preferably two, of the primary infrastructure business sectors covered by the Infrastructure Investment Department, Region 1;

Substantial experience in project and infrastructure financing across multiple sectors and jurisdictions;

Strong credit and structuring skills for different investment tools;

Portfolio Management Analyst/Associate

AIIB's Implementation Monitoring Department (IMD) is responsible for monitoring AIIB’s rapidly growing investment portfolio, which includes loans and equity investments with or without sovereign guarantees and assisting management and project teams to ensure portfolio quality.


To strengthen its portfolio management capabilities, IMD is recruiting a Portfolio Management Analyst/Associate (PMA). Their main responsibility \will be to support and assist Portfolio Management Officers (PMOs) in actively monitoring and managing the loan and equity portfolio (including both sovereign-backed financings and non-sovereign-backed financings) to ensure that AIIB’s strategic objectives in terms of development impact and financial sustainability are met.


Responsibilities:

Assist senior PMOs in carrying out various monitoring tasks at both project/asset level and portfolio level, including, but not limited to, the following:

Assist PMOs in monitoring loan and equity assets, including, among other activities, spreading and analyzing financial statements of project or investee companies, preparing and/or adapting existing financial models for scenario analysis, and conducting periodic credit analysis of loan assets and valuation of equity assets.

Prepare and update project implementation monitoring reports; review supervision documents, such as project progress reports prepared by sponsors and periodic reports submitted by lenders’ advisers (such as technical, insurance or environmental and social reports); assess compliance with loan documentation and relevant Bank policies and sectoral strategies, identify/analyze and alert issues that need management attention; and provide advice on how to address those issues.

Track compliance by borrower clients with the financial and other covenants in the loan agreements, flag any deviations and discuss follow-up actions with supervisor.

Track compliance by borrower clients and investee companies in the on-time delivery of financial; Environmental, Social and Governance (ESG) and other reporting requirements pursuant to the investment agreements; and follow up on outstanding deliverables and issues.

During the disbursement period, assess the borrower’s compliance with the conditions precedent for each disbursement, coordinate with the project parties as needed, and keep the senior PMOs informed of the progress in such process;

Draft memos for the processing of consents, waivers, amendments and other events, under the supervision of senior PMOs.

Carry out analytical tasks on a wide range of operational, country and sectoral issues in the loan and equity portfolio, review and interpret information/data and propose actions to address identified issues.

Participate in the prearation of quarterly and annual Portfolio Monitoring Reports that will be presented to Senior Management and the Board.

Participate in internal and external project or portfolio review meetings and drafting meeting notes/minutes, as requested by the supervisor.

Carry out other duties that may be assigned by IMD.


Requirements:

Minimum of 2-3 years (for Analyst) or 3-5 years (for Associate) of relevant working experience in monitoring project implementation for infrastructure investment operations.

Basic knowledge of major infrastructure sectors, such as energy, transport, water, and/or urban development.

Strong analytical skills; experience in financial modeling and financial analysis of investment projects would be preferred.

Superior written and verbal communication skills in English with demonstrated ability to think strategically and synthesize complex issues (translated into effective oral and written briefs) and ability to comprehend complex project contracts.

Ability to collaborate with other team members and contribute productively to the team's work and output, demonstrating respect for different points of view.

Master's degree in economics, finance, business administration, international relations, social sciences or similar field relevant to AIIB’s operations.


Counsel/Senior Counsel - Institutional & Administrative

Based in Beijing, China and working in the Office of the General Counsel at AIIB, the Counsel/Senior Counsel–Institutional and Administrative will be primarily responsible for providing legal and policy advice and support to the Corporate Secretary Vice Presidency and the Office of the President, with a view to protecting AIIB’s interests and ensuring compliance with its mandate, policies and procedures. In particular, the Counsel/Senior Counsel–Institutional and Administrative will be responsible for advising on governance issues in connection with the operations of the Board of Governors, the Board of Directors, and the administration of AIIB by the President, among many others. The Counsel/Senior Counsel–Institutional and Administrative may also be assigned by the line manager to work across functional boundaries, including in the areas under the authority of the Vice President, Chief Administration Officer, and other institutional or administrative functions on which the Office of the General Counsel is required to advise.


Responsibilities:

Provide legal and policy advice and support to the Corporate Secretary Vice Presidency and the Office of the President on the outreach to member governments, admission of new members, preparations for, and conduct of, the meetings of the Board of Governors, the Board of Directors, and other governance?related matters.

Provide legal advice on the interpretation of AIIB’s constituent instrument and other legal instruments adopted or issued by the governing organs of AIIB.

Draft and negotiate legal instruments with Members on AIIB’s privileges and immunities.

Advise the Administration Vice Presidency on administrative legal matters, including those in relation to human resources management, corporate procurement, ethics and integrity functions, communications, and the use of information technology.

Conduct research and draft memoranda, correspondence, legal opinions, papers, and notes concerning institutional and, as requested, administrative issues.

Provide support on the development of AIIB’s internal legal framework.

Promote innovative approaches and seek improvement of work process and product.

Coordinate and collaborate in the legal field with other MDBs and development partners to advance AIIB’s purpose and objectives in assigned areas.

Display good judgment and being answerable for the work product and advice provided.

Contribute to institutional, departmental or unit initiatives, including knowledge management and publications.

Perform other assignments at the line manager’s request to further the superior performance of the functions of the Office of the General Counsel.


Requirements:

Minimum 5-8 years (for Counsel) and 8-10 years (for Senior Counsel) of relevant professional experience, preferably wide-ranging experience in the relevant aspects of international organizations’ (including MDBs’) legal work.

Excellent command of English, including drafting and negotiating legal documents in English.

Strong analytical skills and excellent legal drafting and legal advisory abilities.

Strong communication skills, including speaking persuasively and presenting ideas clearly.

Intellectual leadership and strong interpersonal, diplomatic and partnership skills.

Ability to innovate while mitigating legal risk.

Superior level of resourcefulness, ability to work autonomously and under pressure.

Advanced law degree and qualified to practice law in at least one jurisdiction.
