“全封闭、一刀切”……针对这些校园防控措施,教育部发文了

新学期开始后,很多高校为了疫情管控加强了校园管理,其中就包括封闭校园等措施,从而引发社会争议。不过,如今一些“一刀切”“简单化”的封闭管理,可能马上就要调整了。

经过调查与评估,日前,教育部应对新冠肺炎疫情工作领导小组办公室印发提醒函,要求进一步做好高校校园管理工作。其中指出,学校采取更灵活的防控措施,并且充分考虑当地实际情况。

After investigations and evaluations, the Chinese Ministry of Education advised colleges to implement flexible control measure and fully consider local situations, if there is a need for lockdowns, amid post-COVID-19 time.


 
据CGTN报道,随着新学期开学,高校学生回到校园,大部分学校的秋季学期课程都在线下进行。不过,健康安全仍然是学校考虑的首要问题,比如包括武汉大学在内的多数大学都采取了封闭或半封闭的管理方式,要求学生和老师非必要不出校,也不允许校外人员在没有预约的前提下进入校园。

As the new semester begins, college students around the country have returned to campus. Offline fall classes have begun at most Chinese universities, as health and safety continue to be a top priority for school management. Most universities, like Wuhan University, have adopted closed or semi-closed campus management measures, requiring teachers and students not to leave the campus unless necessary, and not allowing off-campus personnel to enter without an appointment.

同时,为了平衡复课以及疫情防控,校园管理也做出了调整。有些大学里,如果学生离开校园,需要在线上或线下填写申请表,并经过辅导员批准。如果再次出现疫情,可追溯其行动轨迹、健康码和接触史。

Some changes are in place as the campuses are trying to balance resuming classes and epidemic control. At several universities, if students need to leave campus, they need to fill applications online or offline, which then must be approved by advisers. Their movements and health codes will be followed in case there is an outbreak, and officials need to do contact-tracing.

不过报道指出,其中某些政策也受到批评,有网友认为会影响学生的正常学习生活。简单化的封闭措施,并不能有效帮助学生适应校园生活。

Some of these measures drew criticism among society since it affected students' normal life and studies. Indeed, a simple lockdown measure won't be very effective to help students adapt to school life.





教育部门的提醒函中表示,学校要坚持属地原则,有些校园可能还需要封闭一段时间,然而切忌搞“一刀切”“简单化”的封闭管理。比如对学生因实习、求职、探亲、就医等原因确需进出校门、在学校所在城市内活动的,要简化程序,切实方便学生进出校门。

The official indication is that depending on the specific situation of the university, some lockdowns may need to be continued for some time, as "one-size-fits-all" plans should not be adopted. For example, if senior students need to live off campus during internships, there should be special formalities for them to enter and exit campus. Also, students that need to visit hospitals or families should apply for permission.

同时,也有学生反映在封闭校园的措施下,有些学校出现“双标”行为:学生在非紧急情况下禁止出校,然而学校工作人员却可以随意出入。

The move came weeks after students nationwide complained that they were being subjected to “double standards” under their schools’ policies: While they were prohibited from leaving campus for non-emergencies, faculty and staff were free to come and go as they pleased.
  



上周四,江西省教育厅已印发《关于常态化疫情防控条件下取消校园全封闭管理的提示函》,提示各校要全面取消校园全封闭管理,允许学生正常外出。提示函还称,要结合学校实际,精准做好常态化疫情防控工作,科学管理师生出入校门等。

In south China's Jiangxi Province, some colleges have canceled the all-lockdown measures. 


此后,多所江西高校已经采纳了这份提示函中的建议。比如江西外语外贸职业学院发布通知,学院即日起取消校园全封闭管理,学生可凭学生证、校园卡等证件正常进出,进入校园时做好“健康码”查看和体温检测。

Several schools in Jiangxi have since complied with the education bureau’s decree. Jiangxi College of Foreign Studies said that students can enter or leave campus as long as they have valid student IDs and consent to temperature checks.


 
随着国庆节假期临近,有出行需要的学生将频繁出入校园,这对于校园的卫生健康部门则是一个挑战。

As the Chinese national holiday week is coming, students who have travel plans will enter and exit the campus frequently. This is challenging for school health departments.

网友认为,学校的严格疫情防控管理对于学生、老师和公众健康都是必要的,然而灵活的调整措施可以帮助大家一同走出疫情难关。

Many people believe that strict epidemic prevention management implemented by universities is necessary for the sake of the students, teachers, and public health, but flexible policies in terms of lockdowns can also help the academic communities smooth out the virus situation.
