Watch Out ofo & Mobike, New Bike Share Regulations Coming in May
The Shanghai government has just announced a new set of bike share regulations for the city, which will go into effect in May. Some of these regulations are rather vague and it’s hard to understand how they’d be enforced. The biggest news from this though: all bike shares will now be required by law to have GPS monitoring installed on the bikes, something ofo currently does not have.
Here are the proposed regulations:
1. Shared bikes should only have one user at a time.
2. No service bike should be in use for longer than three years
Service bike should include rent and refund functions, timing and charging function; settlement function; remote monitoring, statistics and other functions. The app should offer location info, a theft tracking function and an electronic map.
4. All bike shares must have satellite position monitoring and internet functions.
3. Only people between the ages of 12 to 70 may use the bicycles, with height between 1.45meters to 1.95 meters
The reason for this height requirement and age requirement stem from a case in Changsha, where a 10 year old girl landed at the ICU of the hospital because she rode a bikeshare and got into an accident, which resulted in serious injuries.
Elderly people may use the bicycle after the age of 70 as long as they prepare a medical record of their health to the bicycle company
4. Bike share should provide insurance for every user with a minimum payout of RMB150,000
5. Deposit refunds: wait time for a deposit refund should not exceed 7 days.
6. For electric bike shares, battery life of available bikes should be no less than 98% and the shared bicycle should be mantained in a 95% pristine condition.
Each of the ten thousand bikes needs 50 maintenance people. Mobike, ofo
have put a million vehicles to the public.
If it’s counted by millions, every company needs 5000 maintenance people. It will make the industry from sharing economic pattern into a labor-intensive industry ,and will never be a balance between the profit and loss.
