“Our current goal is to achieve a zero-COVID status at the community level by the middle of this month. At that time, orderly liberalization, limited flow, effective control and classified management will be implemented. We will gradually transform the classification from precautionary areas, controlled areas and locked down areas to the regular low, medium and high risk areas.” said Wu Qing, the First Vice Mayor of Shanghai.

A plan for resuming work and production was also announced.

4000+ Large Scale Companies Have Resumed Work

Among the more than 9,000 large scale industrial enterprises in Shanghai, more than 4,400 (nearly 50%) have resumed work. There are more than 3,000 companies total in the three "whitelists,” over 70% have now resumed production. The first of these whitelists contains 666 companies, of which 95% have now resumed production. There are 847 foreign enterprises within the three whitelists, and over 80% have resumed production.
Key industries have resumed production, including the automotive, integrated circuit, biomedical, petrochemical, COVID prevention materials and livelihood supply industries.
Meanwhile, the authority is gradually increased issuing of vehicle passes and work resumption permits.
