Complete Guide to Shanghai's Opening Up Plan

Starting from June 1st, a lot of places in Shanghai will fully resume offline business. 

 

Until now, 1,657 convenient stores and 249 supermarkets have resumed business. 4 metro lines and over 270 buses are running. And several scenic spots in Jinshan and Fengxian are open. Personal express services, which many are concerned about, are expected to resume in mid-June.




Supermarkets, Convenient Stores and Pharmacies

Resuming Offline Business Gradually


Official Statement


Shanghai will speed up the opening of supermarkets, convenient stores, and pharmacies. 


The maximum occupancy at physical locations will be limited. Before May 31st, the maximum occupancy won’t exceed 50%. This will be increase to 75% after June 1st.

As of May 24th, 1,657 convenience stores across the city have resumed business. Purchases can be made through delivery or Paotui, and some support reservations and self-pickup.

As of May 24th, 83 branded appliance stores have resumed business. The list includes 33 suning.com, 25 GOME and 25 Yolo stores.


Products are available for online purchase. Buyers can place orders by phone and make an reservation for delivery and installation services.

As of May 8th, 60% of pharmacies in Shanghai have opened, totaling over 2,600.




Shopping Malls

Reopen in “COVID-free Zones”


Official Statement


Shopping malls and department stores should get prepared to resume offline business. Orders should be completed through online ordering and delivery.


Those in COVID-free Zones can resume offline business first. Others will resume offline business after June 1st


Before May 31st, the maximum occupancy won’t exceed 50%. This will be increase to 75% after June 1st.

Resuming Gradually


Official Statement


Before May 31st, restaurants will only serve takeaways, and hair salons’ maximum occupancy won’t exceed 50%. Housekeeping and appliance maintenance services will gradually resume after May 22nd.

As of May 24th, 485 stores of chain restaurants have reopened. Orders can be placed through delivery apps, Paotui or their own apps.

As of May 24th, 107 stations of Line 3, 6, 10 and 16 have resumed operations. The operating hours is shortened to 7:00-20:00.

As of May 24th, 273 bus lines have resumed operations, mainly to and from airports, railway stations, and hospitals. Starting May 25th, all bus lines in Jinshan District are operational.

After May 25th, another 2000 taxis will be released to the market.

 Parks

Open After June 1st


Official Statement


From May 22nd to May 31st, parks in the suburbs will gradually open while meeting the regional requirements. 

After June 1st, parks in the downtown will gradually open. When the parks reopen, indoor venues and recreational facilities will stay closed.

Express

Personal Express Services Will Resume by June 10th

As of May 18th, more than 580 services halls, branches and outlets have resumed work. The business volume has recovered to 20% of the usual daily average.

 

It is expected that all express companies will resume work by June 20th. And the business volume will recover to 70% by then.

 

Personal express services will be fully resumed by June 10th.

Outpatient Procedures Reach 40% Normal Level

Since May, the average daily volume of outpatient and emergency treatment has recovered to 40% of last year's. Outpatient clinics for special diseases are gradually opening. Nearly 1,900 surgeries were made in a single day.


Starting from May 22nd to the end of June, all public online hospitals in Shanghai will give free medical consultation on Sundays.

 

 


 Wholesale Markets

Management by Zones


Official Statement


Wholesale markets should be divided into small units and managed by zones. Only contactless transactions is allowed, and retail should be suspended. 


The number of purchasers should be limited, and COVID prevention measures for coming vehicles and personnel should be implemented. 




 

 Wet Markets

Resume When Conditions Permit


Official Statement


Online ordering and offline delivery, or self-pickup is encouraged. Wet markets can gradually resume offline business when conditions permit.


Before May 31st, the maximum occupancy won’t exceed 50%. The percentage will be increased after June 1st.
