China to further reform to drive innovation and healthcare sector


China will step up reform to support innovation and further promote the development of the healthcare industry in the country.


The decision was made at a State Council executive meeting on Wednesday, chaired by Premier Li Keqiang.


The meeting decided that the government will roll out a host of reform measures that have been piloted in eight areas, including the Beijing-Tianjin-Hebei region, Shanghai and the Pearl River Delta.


These include drawing foreign talents, supporting the innovation of enterprises and further protecting intellectual property rights.

The meeting detailed key tasks, including setting up an action plan for the healthcare industry development and streamlining administrative approvals for the establishment of medical and senior care institutions.


The government will boost the integration of healthcare with elder care services, tourism, sports and the Internet, and a supervisory system will be established to ensure a fair environment for development.



China launches anti-dumping probe into rubber imported from USA, EU and Singapore


A report released by the Ministry of Commerce says China has since Wednesday started to conduct anti-dumping investigations on halogenated butyl rubbers (HIIR), a synthetic rubber from the United State, the European Union (EU) and Singapore.


Chinese manufactures submitted an anti-dumping application on Aug 14, requiring a probe into possible rubber-dumping cases related to exporters from the US, EU and Singapore.


The application said the exporters dumped a large amount of rubber on the global market, which seriously impaired the sales price, the profit margin, the rate of return on investment and the per capita wage income growth of the Chinese domestic industry.


Based on the application, the Ministry of Commerce decided to set up the period of dumping investigation from April 1, 2016 to March 31, 2017, while the period subject to industry injury investigation was set from Jan. 1, 2014 to March 31, 2017.


Official data shows that the US, EU, and Singapore exported 146-thousand tons of rubber last year.



China highlights importance of vocation schools


The Chinese Ministry of Education says the country now has 12,300 vocational schools with nearly 27 million enrolled students.


Vocational schools nationwide have set up nearly one-thousand majors and 100-thousand training courses, recruiting an average of 9.3 million students each year.


China has been highlighting the importance of vocational education in recent years, underlining its growing role in industrial upgrading, job creation and poverty alleviation.


In 2016, the central government allocated nearly 93 billion yuan to local governments to support elementary and vocational education.



Harvey's death toll rises to 21


The number of confirmed deaths in the aftermath of Hurricane Harvey has risen to 21, after a woman's body was discovered in the city of Beaumont, Texas.

Bodies of six family members were recovered from a van that was swept off a bridge in Houston.


Emergency authorities say more than 1-thousand homes have been destroyed and over 32-thousand people are currently in shelters across Texas.


In Houston, which is the fourth largest city in the US, floodwaters started dropping across much of the area on Wednesday.


Two major Houston airports are set to reopen amid seemingly improving weather conditions.


However, the disaster has taken a turn for the worse near the Texas-Louisiana state line after Harvey rolled ashore for the second time in six days early Wednesday.


Five straight days of rain have led to the heaviest tropical downpour ever recorded on the continental United States.



Venezuela pledges 5 mln USD aid to Hurricane Harvey victims


The Venezuelan government has pledged 5 million U.S. dollars to help victims of Hurricane Harvey in the cities of Corpus Christie and Houston in the U.S. state of Texas.


The aid will be delivered through Venezuelan-owned Citgo, which operates refineries and gas stations in the US, with its US headquarters in Houston.


The Venezuelan foreign ministry says the country wants to reach out to US citizens affected by the disaster, despite political tensions with Washington, which opposes Venezuela’s ruling socialist party and the administration of President Nicolas Maduro.


This is not the first time Venezuela has come to the aid of the needy in the U.S.


For years, the Citgo-Venezuela Heating Oil Program has supplied low-income U.S. families with free fuel to heat their homes in winter across 25 states.



UN Security Council renews peacekeeping mission mandate in Lebanon


The UN Security Council has renewed the mandate of its peacekeeping mission in Lebanon, which patrols Lebanon's southern border with Israel, for another year.


The resolution was adopted unanimously by the 15-member council, amid fears that the United States might have blocked the renewal.


U.S. ambassador to the United Nations, Nikki Haley, had launched a severe attack on the commander of the force.


Haley said Friday that Maj. Gen. Michael Beary was "blind" to the fact that massive numbers of illegal weapons are being transferred to Hezbollah.


The United Nations has said it stands by the general.


The mandate of the UN Interim Force in Lebanon expires on Thursday.
