China, Laos to build community of shared future with strategic importance

China and Laos have agreed to build a community of shared future with strategic importance as part of Chinese President Xi Jinping's state visit to the country.

Xi Jinping has held a party-to-party meeting with Bounnhang Vorachit, head of the Laotian Communist Party, as well as the president of Laos.

This is the first visit in 11 years by a Chinese head of state and top CPC leader to Laos.

The two sides have agreed to consolidate their traditional friendship and increase their comprehensive strategic cooperative partnership to a new stage.

Vientiane is the final leg of Xi Jinping's first overseas trip after the 19th CPC National Congress.

Prior to the Laos visit, he attended the APEC Economic Leaders' Meeting in Vietnam, and paid a state visit to Vietnam.

The premier suggests there are areas where China-ASEAN can increase cooperation, including trade, finance, infrastructure, rules and regulations, and personnel.

He's also revealed that China will provide government scholarships to more than 20,000 ASEAN students over the next three years.

The Chinese side has also proposed a leaders' meeting to start consultations on the text of the Code of Conduct in the South China Sea.

China's Central Military Commission has released new regulations to standardize benefits for military officials at or above corps level, including offices, housing, cars and medical services.

The regulations also put caps on staffing levels.

The CMC says the regulation is in-line with the CPC's eight-point code on frugality issued five years ago.

It will go into effect on January 1st.

CO2 emissions projected to rise in 2017: study

A new study suggests global carbon emissions are expected to rise by 2 percent in this year.

This would end a three-year period of nearly no growth.

The Global Carbon Project, an international research consortium, has made the new projection.

According to the study, carbon emissions from fossil fuels are set to reach a record high through this year.

Authors of the report are warning that time is running out to keep global warming well below 2 degrees Celsius, let alone 1.5 degrees Celsius.

U.S. reasserts withdrawal from Paris Agreement on climate change

The United States has reconfirmed that it will be quitting the Paris Agreement on climate change.

The US State Department has issued a statement, saying the US intends to withdraw from the Paris Agreement as soon as it is eligible to do so, unless terms for engagement in the accord are "more favorable" to American people.

The comments come amid the ongoing climate talks in Bonn, Germany, which began last week.

As part of the talks, Syria has announced that it will sign the Paris agreement, a move which will leave the United States as the only country to reject the global pact.

Suspects of terror attack on Ataturk airport on trial in Istanbul

46 suspects have gone on trial in Istanbul over their alleged roles in planning last year's triple suicide bombings at the city's Airport that left 45 people dead.

The suspects are facing charges including "attempting to destroy the constitutional order" and "murder."

They hail from different countries, including Russia, Tunisia, Egypt, Algeria, Syria and Turkey.

Four people are still said to be at large.

On June 28th last year, three suicide bombers opened fire at crowds and then blew themselves up at Ataturk Airport in one of the worst terror attacks that hit the country that year.

No group claimed responsibility for the attack.

However, Turkish authorities have blamed the Islamic State.
