China's Ministry of Public Security has asked police departments across the country to guarantee the safety and smoothness of road traffic during the travel rush for the Spring Festival. That is the Lunar New Year.


The ministry has ordered the police to screen and fix potential travel safety risks when the 40-day travel rush starts on February 1. 


It also asked police to optimize the handling of traffic congestion as around 3 billion trips are expected to be made during this year's travel rush.


Police should also step up emergency management and spare no effort to deal with bad weather conditions such as low temperatures, snow and ice.


The ministry also stressed that traffic police and volunteers should be organized to provide services, such as giving directions and providing water and first aid supplies.

China will organize various events around the world to celebrate the Lunar New Year, which falls on 16th of February, as part of its efforts to share Chinese culture and traditions.


The authorities issued a document, saying China aims to introduce its traditional culture to the international community and promote the building of a community with a shared future for mankind.


In addition to family reunions, Spring Festival celebrations also include lantern displays, traditional song and dance shows, as well as tourism and sales promotions. These activities will be held in many countries around the world during the Spring Festival.


A series of other events, including book fairs and films will also be held for overseas audiences to help them understand the history and traditions of the Lunar New Year.


The Chinese New Year is the most important festival in the Chinese calendar. The holiday begins on New Year's Eve and lasts until the Lantern Festival, the 15th day of the first lunar month.

China will roll out more measures to support rural startups in order to further promote rural vitalization.


It was decided at a government meeting that public financial support to rural startups will be bolstered. Migrant workers, college students and veteran soldiers who choose to start businesses in rural areas will enjoy certain policy incentives. Returning migrant workers whose business startups have been running for one year and above will be eligible for a lump sum subsidy for their entrepreneurship. Where public finances allow, rural business startups will also be entitled to subsidies for bringing back or purchasing production equipment.

China has introduced its toughest regulation on land reclamation along the country's coastline, vowing to demolish illegally reclaimed land and stop approving general reclamation projects.


The State Oceanic Administration says it will demolish or shut down all illegally reclaimed land and illegally established waste discharge outlets that damage the marine environment.


The administration said at a press conference that reclamation projects that did not concern the national economy and people's livelihoods will not be approved in the future.


Reclamation projects that have been approved but have not started and do not comply with the current policy will all be stopped. The administration will also stop giving annual land reclamation quota to provinces.

China's top environment authority has issued an updated management guideline to regulate its pollutant emission permit system, making sure every emission into the air, water and soil is supervised.


The document was made public by the Ministry of Environmental Protection, based on the provisional document in December 2016 to promote the permit system.


The updated guideline highlights the responsibilities of companies including the need to conduct regular monitoring and release information. Violators face tough punishments.


If a company is caught discharging pollutants without a permit, it could be required to suspend production or shut down, and faces a fine of up to 1 million yuan. That’s roughly 155,000 U.S. dollars.


Companies found guilty of other violations including excessive emissions and falsifying monitoring data will also face similar penalties of business closure and heavy fines.

The capital city of central China's Hubei Province, Wuhan, will build itself into a "hydrogen city" through developing hydrogen energy industry.


According to a city development plan, Wuhan is to advance research and development of core technology of hydrogen production, storage and transport, and improve hydrogen infrastructure in the coming years.


A hydrogen energy industrial park is expected to be built in the city, gathering more than 100 fuel cell automakers and related enterprises.


The city will build up to 20 hydrogen refueling stations from 2018 to 2020 to support the running of about 3,000 hydrogen fuel cell-powered vehicles.


Wuhan is scheduled to become a world hydrogen city by 2025. It plans to have several world leading hydrogen enterprises and a number of hydrogen fueling stations. The annual production value of hydrogen fuel cells will exceed 100 billion yuan, roughly around 16 billion U.S. dollars.


Wuhan sits on the middle reaches of the Yangtze River and is home to a number of car-making companies.


Benefited from China's preferential policies in hydrogen industry, the city says it has great potential and a bright future in hydrogen energy development.

U.S. researchers have taken a major step forward in the fight against cancer by developing a single blood test that screens for eight common types of tumors in early stages.


The test is called CancerSEEK. It evaluates cancer-related proteins and gene mutations in the blood. Larger studies of the test are currently under way.


The research was published on the U.S. journal Science.


The test was evaluated on 1,000 patients with stages I to III cancer and over 800 healthy control individuals.


It showed that the test was 99 percent specific, meaning that the likelihood of a healthy individual receiving a false positive result was less than one percent.


In 83 percent of cases, the test also provided information about the tissue-of-origin of the cancer - a feat that has been difficult in the past.


Researchers at the Johns Hopkins University say the test represents the next step in changing the focus of cancer research from late-stage disease to early disease. It will be critical to reducing cancer deaths in the long term.


CancerSEEK is noninvasive and works by assessing mutations in 16 cancer genes as well as the levels of eight circulating protein biomarkers.


In principle, it should be administered by primary care providers at the time of other routine blood work.

Artificial intelligence programs built by China's e-commerce titan Alibaba scored better than humans on a Stanford University read 49 32017 49 15885 0 0 7429 0 0:00:04 0:00:02 0:00:02 7429ing and comprehension test.


Alibaba said this was the first time that a machine has outperformed humans on such a test.


The test was designed by artificial intelligence experts at Stanford to measure computers' growing reading abilities. Alibaba's software was the first to beat the human race.


Alibaba's artificial intelligence researchers called the milestone "a great honor", but also acknowledged that it is likely to lead to a significant number of workers losing their jobs to machines.


The technology can be gradually applied to numerous applications including customer service, museum tutorials and online responses to medical inquiries from patients. That will decrease the need for human input in an unprecedented way.


Alibaba has already employed the underlying technology in its November 11 shopping festival over the years, using computers to answer a large number of customer service questions.


One of the Stanford researchers who developed the reading test said Alibaba's feat is "a great start to 2018" for artificial intelligence.


Based on more than 500 Wikipedia articles, the Stanford quiz asks the artificial intelligence to provide exact answers to more than 100,000 questions. It tests its ability to process large amounts of information before supplying precise answers to queries. The Stanford quiz is considered one of the world's most authoritative machine-reading gauges and has previously attracted companies such as Google, Facebook and IBM.


The deep neural network model developed by Alibaba scored 82.4 on the test recently, narrowly beating the 82.3 achieved by human participants. A day later, Microsoft's artificial intelligence software scored 82.65 on the same test.

Chip maker Intel says data security is the company's "primary focus", responding to recent findings of chip security flaws.


Chief executive officer of Intel Brian Krzanich addressed the industry at the opening of the 2018 Consumer Electronics Show in the U.S. city of Las Vegas. The annual trade show presents new products and technology in the consumer electronics industry.


The CEO said security is job number one for Intel and the industry. So, the primary focus of their decisions and discussions has been to keep their customers' data safe.


In conjunction with academic and industry researchers from several countries, researchers with Google's Project Zero team first discovered the two flaws last year. The security bug, if used for malicious purposes, has the potential to improperly gather sensitive data from computing devices.


The vulnerability was then publicly exposed in January by a British technology website, the Register.


In a statement, the world's top chip maker confirmed the report and promised to fix the bug as soon as possible, adding that the vulnerability is not unique to Intel products.

A traditional agricultural site in east China has been inscribed as a Globally Important Agricultural Heritage System, a world heritage equivalent.


The United Nations Food and Agriculture Organization has officially designated the traditional mulberry system in the province as Globally Important Agricultural Heritage System.


The heritage site covers an area of 2,200 hectares in Shandong Province. Over 12,000 mulberry trees aged over 100 years are in the site. It produces 14,000 tonnes of mulberry a year on average, with 7,500 tonnes from ancient mulberry trees.
