➤ 里约奥运开幕式(the opening ceremony of the Rio Olympics)于当地时间5日晚上8点(北京时间6日上午7点)正式开始。目前，巴西正经历着自上个世纪30年代以来最严重的经济衰退(economic recession)。在经济危机的背景下，里约奥组委将开幕式预算压缩到令人难以置信的程度。四年前的伦敦奥运会和残奥会(the Olympic Games and the Paralympics)总共4场开闭幕式(opening and closing ceremonies)耗资8000万英镑。本届里约奥运开闭幕式的预算，据称仅为伦敦奥运会的1/10。

➤ 据报道，里约奥运邀请到《上帝之城》(City of God)、《不朽的园丁》(The Constant Gardener)等影片的导演费尔南多·梅里尔斯(Fernando Meirelles)操刀开幕式。

➤ 开幕式当晚，现场使用2000支光枪(light guns)、3000公斤的烟花(fireworks)和109个探照灯(projectors)来制造魔法般的效果。1.2万名来自世界各地的顶尖运动员除了挥舞本国国旗入场外，还扮演了一个重要的角色。他们每个人都会种下一颗树苗(plant a sapling)，这些树苗将在德奥多罗奥林匹克公园(Deodoro Olympic Park)长成参天大树(grow into giant trees)。

The Supreme People's Court on Tuesday issued a judicial interpretation that clarifies China's maritime jurisdiction. 

最高人民法院2日发布了一项司法解释，明确了我国海上司法管辖权。

➤ 2日，最高人民法院(the Supreme People's Court, SPC)发布两则《最高人民法院关于审理发生在我国管辖海域相关案件若干问题的规定》(以下简称司法解释) ，进一步明确人民法院作为沿海国法院对我国管辖海域(seas under China's jurisdiction)的司法管辖权，为我国涉海行政管理部门对我国管辖海域实行综合管理(exercise integrated management over the country's jurisdictional seas)，依法维护海上秩序、海洋安全和海洋权益(protect the maritime order, marine safety and interests)提供明确法律依据(provide a clear legal basis)。

➤ 据了解，司法解释(judicial interpretation)根据我国相关国内法，遵循《联合国海洋法公约》，结合司法实践(be based on Chinese law, the UN Convention on the Law of the Sea and judicial practices)进一步明确了我国海上司法管辖权(maritime jurisdiction)。其中规定，我国管辖海域不仅包括内水(inland waters)、领海(territorial seas)，还包括毗连区(contiguous zones)、专属经济区(exclusive economic zones)、大陆架(continental shelves)等其他海域。中国公民或组织在我国与有关国家缔结的协定确定的共同管理的渔区或公海(fishing zones or the open sea under co-management between China and other countries, according to signed agreements)从事捕捞作业的，也适用本规定。中国公民或者外国人在我国管辖海域实施非法猎捕(illegal hunting)、杀害珍贵濒危野生动物(kill rare and endangered wildlife)或者非法捕捞水产品(illegal fishing/illegal catching of fisheries products)等犯罪的，依照我国刑法追究刑事责任(be pursued for criminal liability)。

➤ 司法解释同时对我国刑法相关罪名适用于涉海案件时的定罪量刑标准(the standard of conviction and punishment)作出具体规定，并适当提高了涉海非法捕捞(illegal marine fishing)的定罪标准。其中，非法进入我国领海(illegally enter Chinese territorial waters)，具有经驱赶拒不离开(refuse to leave after being driven away)、被驱离后又非法进入(re-enter after being driven away)我国领海、因非法进入我国领海被行政处罚或者被刑事处罚后一年内又非法进入我国领海、非法进入我国领海从事捕捞水产品等活动尚不构成非法捕捞水产品等犯罪等情形的，将被认定为刑法第三百二十二条规定的"情节严重"，处一年以下有期徒刑、拘役或者管制，并处罚金(be sentenced to less than a year of imprisonment, detention or surveillance and fined)。该司法解释自2日起施行。

➤ 最高法相关负责人表示，近年来在我国管辖海域，非法猎捕、杀害珍贵濒危野生动物、非法捕捞水产品等行为时有发生(happen frequently)，还有外国船只、外国人进入我国专属经济区实施犯罪活动(foreign ships and foreigners have entered China's exclusive economic zones to conduct criminal activities)。适用刑法打击我国管辖海域违法犯罪活动(apply the Criminal Law to crack down on crimes in China's jurisdictional seas)，有利于维护我国领土主权和海洋权益(safeguard the country's territorial sovereignty and maritime integrity)。

QR code

QR codes are gaining regulators' recognition as a mobile payment solution.

二维码作为移动支付方式的地位正在获得监管层的认可。

➤ 根据央行要求，中国支付清算协会(the Payment and Clearing Association of China)近日发布了条码支付业务规范草案(a draft rule to regulate QR code payment business)，明确规定了支付机构必须遵循的安全标准(set security standards that payment institutions must follow)。这是央行自2014年叫停二维码支付后首次正式承认二维码支付的市场地位(market position)。

➤ QR code全称为Quick Response code(快速回应码)，二维码(two-dimensional code)和矩阵条形码(matrix barcode)都属于QR code。这种快速回应码最初由日本丰田公司开发，用于汽车产品的信息存储和追踪，后来因为其读取快(fast readability)和存储容量大(large storage capacity)的特点而被广泛应用于其他行业。

➤ 2014年3月，因对客户信息(customer information)和资金安全性存疑，央行曾发函叫停支付宝和腾讯的虚拟信用卡(virtual credit card)产品，同时叫停条码(二维码)支付等面对面支付(face-to-face payment)服务。近年来，随着支付宝和微信支付等移动支付方式得到广泛应用(mobile payment solutions such as Alipay and WeChat Pay have been in wide use)，二维码支付已获得消费者的普遍认可(be widely accepted by consumers)。如今，就连杂货铺和街边卖水果的小贩(grocery stores and fruit vendors)都允许顾客通过扫描二维码买单(pay bills via scanning QR codes)，极大地方便了人们的生活。

➤ 央行近日称，条码支付方式(QR code payment solutions)具有进入门槛低、便捷等特点，是传统银行卡支付(traditional bank card payments)的有益补充(helpful supplement)。为保障消费者个人信息和资金安全(to guarantee the security of consumers' personal information and fund)，依据其业务实质，无论是商业银行(commercial banks)还是支付机构(payment institutions)、使用银行账户还是支付账户，均应按照交易验证安全等级的不同，统一通过交易额度进行风险控制和安全管理(risk controls and security management)。

➤ 目前发布的征求意见稿规定，会员单位应根据交易验证方式的安全级别(security level)及《条码支付技术安全指引》关于风险防范能力的分级，对个人客户(individual customers)条码支付业务的交易进行限额管理(transaction quota management)。支付机构应通过设置条码使用效期、使用次数等方式，确保条码有效性和真实性(effectiveness and authenticity)，防止条码被重复使用、重复扣款。条码信息不应包含任何与客户及其账户相关的敏感信息(sensitive information)，仅限包含当次支付相关信息(payment-related information)。

According to a draft of standards published on the Ministry of Transport's website, drivers providing online ride-hailing services are banned from cruising on the street for customers, or queuing at taxi ranks near airports or train stations, unless they have express permission. 

根据交通部官网近日发布的一项规范草案，提供网约车服务的驾驶员不得上街巡游揽客，未经许可不得在机场、火车站附近的出租车候客区排队。

➤ 7月28日，国务院新闻办公室(the State Council Information Office)举行新闻发布会，正式发布《关于深化改革推进出租汽车行业健康发展的指导意见》和《网络预约出租汽车经营服务管理暂行办法》，宣布网约车服务合法化(legitimize online car-hailing services)，并明确新规将自11月1日起实施(take effect)。为进一步规范网约车服务(in order to further regulate online car-hailing services)，8月1日，交通部(the Ministry of Transport)网站发布《网络预约出租汽车运营服务规范(征求意见稿)》向公众征求意见(solicit public opinions)，意见反馈将于8月31日截止。

➤《指导意见》明确，出租汽车服务(taxi services)主要包括巡游(cruise on the street)、网络预约(online booking)等方式。按照《管理暂行办法》的定义，网约车提供的是"非巡游的预约出租汽车服务"。对此，征求意见稿进一步明确，网约车驾驶员应在允许停车地点等候订单(wait for ride-hailing order at certain parking spots)，不应巡游揽客，不应在机场、火车站等设立巡游车调度服务站(dispatching station)或在实行排队候客的场所揽客"。

➤ 征求意见稿还提出，网约车的设施配置应高于普通出租车(cars engaged in online ride-hailing services should be better equipped than regular taxis)，宜提供无线网络(wireless Internet)、手机充电器(phone charger)和纸巾，并确保乘客满意率(satisfaction rate)在80%以上。征求意见稿还建议，乘客或司机未按时到达时，等候时间应不少于10分钟。乘客可通过现金或非现金支付(non-cash payment)方式进行结算；到达目的地后，驾驶员应主动向乘客提供发票(provide invoices for passengers)。

Chinese athletes arrived at Sao Paulo's prestigious Esporte Clube Pinheiros, the pre-game training camp of the Chinese Olympic delegation for the upcoming Rio Olympic Games.

日前，中国运动员抵达圣保罗著名的皮涅鲁斯体育俱乐部，该俱乐部是中国奥运代表团备战即将举行的里约奥运会的赛前训练营。

➤ 据介绍，本届奥运会是中国代表团参加过的奥运会中路途最远的一次(the farthest Olympic Games the Chinese delegation has ever participated)。奥运期间里约将是冬季，天气较凉、温差(difference in temperature)很大，运动员在适应环境(adapt to the environment)、使自身处于最佳状态方面可能会面临挑战。此外，巴西和中国11个小时的时差也需要适应(recover from 11-hour jet lag)。因此，在圣保罗进行的实地训练将对运动员的表现至关重要(on-site training in Sao Paulo will be crucial for the performance of the athletes)。为了最大程度克服气候、环境、时差等诸多不利因素(disadvantages such as  weather, environment and time differences)，尽快适应(get used to)奥运会比赛环境，中国奥委会(Chinese Olympic Committee)决定建立中国代表团赛前训练营(pre-game training camp of Chinese delegation)。 

➤ 此次中国代表团所选择的训练基地(training base)——皮涅鲁斯体育俱乐部是圣保罗最大的多项运动俱乐部(the biggest multi-sport club in Sao Paulo)。该俱乐部占地17万平方米，可为乒乓球(table tennis)、体操(gymnastics)、游泳、羽毛球、足球、网球、橄榄球、水球(water polo)、排球、击剑(fencing)、拳击、田径(athletics/track and field)、花游(synchronized swimming)、现代五项(modern pentathlon)、跆拳道(taekwondo)共15个项目提供训练场地设施(house facilities for 15 sports)。

➤ 由于中国队的到来，皮涅鲁斯体育俱乐部多了许多中国元素(Chinese elements)，指示牌都印有中文，餐厅内也有许多中国国旗。俱乐部也加强安保工作(beef up security)，记者进入训练营需要经过两道安检(security check)。训练营还为运动员提供个性化的运动营养解决方案，此外，训练营还提供理疗按摩(physiotherapy massage)、洗衣(laundry)等多项服务。

➤ 中国代表团共有16个项目的411人在营进行赛前适应性训练。目前，乒乓球、体操、足球等队伍已完成赛前训练任务(finish the pre-game training)，顺利进驻里约奥运村(enter the Olympic Village in Rio)。

Yutu ceased operation after 972 days of service on the moon, according to a source from the State Administration of Science, Technology and Industry for National Defense, cited in the People's Daily on Tuesday.

《人民日报》2日援引国防科工局消息人士称，在月球上服役972天后，"玉兔号"已经停止工作。

➤ 近日，新浪微博用户"月球车玉兔(lunar rover Jade Rabbit)"发微博与其60万粉丝正式道别，宣布停止工作(cease operation)。该账号以第一人称记录了我国"玉兔号"月球车的经历(post first-person accounts of Yutu)。"Hi！这次真的晚安咯(this could be the last greetings from me)！还有好多问题想知道答案……但我已经是看过最多星星的一只兔子了！……月球说为我准备了一个长长的梦，不知道梦里我会跃迁去火星，还是会回地球去找师傅(would I be a Mars explorer or be sent back to earth)？"这条微博一经发布便获得数万名网友点赞留言(tens of thousands of likes and comments from Internet users)，玉兔号的粉丝纷纷表达了他们的不舍之情。一条评论写道："不说再见，说回见可好(please, never say farewell, just say see you later)？" 

➤ 据了解，玉兔号是中国首台月球车(lunar rover)，与着陆器(moon lander)组成"嫦娥三号"探测器(lunar probe Chang'e 3)。2013年12月2日1时30分，我国在西昌卫星发射中心(Xichang Satellite Launch Center)成功将嫦娥三号探测器送入轨道(send into orbit)。2013年12月15日4时35分，嫦娥三号着陆器与月球车分离，玉兔号月球车顺利着陆月球表明(successfully land on the lunar surface)。玉兔号月球车的设计寿命仅为3个月(be designed to survive just three months)。然而，自2013年12月15日在月球表面软着陆(soft-land)以来，玉兔号已经工作了31个月，远超出其设计寿命(design lifespan)。

➤ 玉兔号的主要任务包括探测月球的地质结构、表面物质(survey the moon's geological structure and surface substances)以及寻找自然资源(look for natural resources)。玉兔号搭载的测月雷达(lunar penetrating radar)完成了首幅月球地质剖面图(make the first-ever geological section of the moon)，展现了月球表面以下330米深度的地质结构特征，还在月球上发现了新型岩石(a new type of rock)——月球玄武岩(the lunar basalt)。此外，嫦娥三号与玉兔号配合，首次发现了证明月球上没有水的直接证据(find the direct evidence to prove that no water exists in moon)。
