第一章 总 则
Chapter I General Provisions
第一条 为了健全全国人民代表大会常务委员会的议事程序，保障和规范其行使职权，根据宪法、全国人民代表大会组织法，总结全国人民代表大会常务委员会工作的实践经验，制定本规则。
Article 1 These Rules are developed in accordance with the Constitution and the Organic Law of the National People's Congress, and in light of the practical experience of the NPC Standing Committee, for the purposes of improving the rules of procedure of the NPC Standing Committee, and safeguarding and regulating the exercise of its functions and powers.
第二条 全国人民代表大会常务委员会坚持中国共产党的领导，依照法定职权和法定程序举行会议、开展工作。
Article 2 The NPC Standing Committee shall adhere to the leadership of the Communist Party of China and meet in session and carry out its work according to its statutory functions and powers and statutory procedures.
第三条 全国人民代表大会常务委员会坚持和发展全过程人民民主，始终同人民保持密切联系，倾听人民的意见和建议，体现人民意志，保障人民权益。
Article 3 The NPC Standing Committee shall uphold and develop whole-process people's democracy, always maintain close contact with the people, hear their comments and recommendations, embody their will, and protect their rights and interests.

第七章 公 布
Chapter VII Publication
第四十九条 常务委员会通过的法律，由中华人民共和国主席签署主席令予以公布。
Article 49 Laws adopted by the Standing Committee shall be published by an order of the president signed by the President of the People's Republic of China.
常务委员会通过的其他决议、决定，由常务委员会公布。
Any other resolution or decision adopted by the Standing Committee shall be published by the Standing Committee.
常务委员会通过的法律解释，关于全国人民代表大会代表选举、补选、辞职、罢免等事项，由常务委员会发布公告予以公布。
Interpretations of laws adopted by the Standing Committee and such matters as the election, by-election, resignation, and dismissal of deputies to the NPC shall be published by an announcement of the Standing Committee.
第五十条 常务委员会决定任免的国务院副总理、国务委员以及各部部长、各委员会主任、中国人民银行行长、审计长、秘书长，由中华人民共和国主席根据常务委员会的决定，签署主席令任免并予以公布。
Article 50 The Vice-Premiers, State Councilors, ministers of all ministries, directors of all commissions, Governor, Auditor-General, and Secretary-General of the People's Bank of China appointed or removed from office upon the decision of the Standing Committee shall be appointed or removed from office and published by an order of the president signed by the President of the People's Republic of China according to the decision of the Standing Committee.
第五十一条 常务委员会通过的法律、决议、决定及其说明、修改情况的汇报、审议结果的报告，发布的公告，决定批准或者加入的条约和重要协定，常务委员会、专门委员会的声明等，应当及时在常务委员会公报和中国人大网上刊载。
Article 51 The laws, resolutions, and decisions adopted by the Standing Committee and the explanations thereon, the reports on amendments, the reports on deliberation results, the announcements issued, the treaties and important agreements approved or acceded to based on the decision, and the statements made by the Standing Committee or special committees, among others, shall be published in a timely manner in the Gazette of the Standing Committee and on the website of the NPC.
第八章 附 则
Chapter VIII Supplementary Provisions
第五十二条 本规则自公布之日起施行。
Article 52 These Rules shall come into force as of the date of their promulgation.
附：本法前本与修改决定，供参阅。
