接前情，想致富，要修路，修路钱哪来？这集，我们重点解读“一带一路”“五通”建设之——资金融通。

For a long time, the global institutions financing infrastructure were the World Bank, Asian Development Bank and European Bank for Reconstruction and Development, but they could not meet all the needs of developing countries. 

长期以来，全球为基础设施建设提供投融资支持的机构主要是世界银行、亚洲开发银行以及 欧洲复兴开发银行等。但这仍不能满足发展中国家的全部融资需求。

In Asia, at least $800 billion is needed every year for infrastructure. From 2010 to 2020, the Asia Pacific region still needs $8 trillion in funding for infrastructure. The World Bank can only provide $60 billion in loans. Such a huge demand for funds is also beyond the Asian Development Bank's capacity. 

亚洲每年基础设施的投资至少需要8000亿美元。2010年到2020年，亚太地区在基础设施建设方面的资金需求为8万亿美元，而世界银行只能提供600亿美元贷款。如此巨大的需求远超过了亚洲开发银行的融资能力。

So how can developing countries and emerging markets get funded？

发展中国家和新兴市场国家如何融资发展呢？

“一带一路”国际合作高峰论坛于15日在北京闭幕。习主席在开幕式上的演讲引起了国际社会（international community）的广泛热议。其中有一点特别值得注意的是，他宣布中国将给“丝路基金”（Silk Road Fund）增资1000亿人民币。

丝路基金 (Silk Road Fund)

丝路基金是什么？你们圈粉多日的美女小姐姐科普道：

On Nov 8, 2014, China set up a $40 billion Silk Road Fund to help the countries along the route to boost infrastructure and improve financial cooperation. 

2014年11月8日，中国出资400亿美元成立丝路基金，以促进“一带一路”沿线国家基础设施建设和金融合作。

习主席的讲话中提到：

The Silk Road Fund has made $4 billion in investments.

丝路基金实际投资额达到约40亿美元。

根据该基金提供的数据:

By the end of the first quarter this year, the fund has signed 15 projects, with a commitment to invest a total of $6 billion.

截止今年第一季度，丝路基金已签订15个项目，承诺投资额60亿美元。

亚投行（AIIB）

小伙伴们一定非常熟悉亚投行这个名字，但美女小姐姐划的重点仍值得你们好好记记。

In Oct 2013, Chinese President Xi Jinping proposed to establish the Asian Infrastructure Investment Bank, also known as AIIB. After more than 800 days of preparations, AIIB opened on Jan 16, 2016, with 57 founding members across the world. 

2013年10月，习近平主席提出筹建亚洲基础设施投资银行简称亚投行，历经800多天的筹备筹建。2016年1月16日，亚投行开业仪式在北京举行。亚投行57个意向创始成员国遍及五大洲。

This is the world's first multilateral institution initiated by China.

这是全球首个由中国倡议设立的多边机构。

On May 13, AIIB adopted resolutions approving seven applications to join the bank, bringing its total approved membership to 77.

根据最新的消息，亚投行新添7名成员扩至77个。

The AIIB has provided $1.7 billion of loans for 9 projects in Belt and Road participating countries. 

亚投行已经为“一带一路”建设参与国的9个项目提供17亿美元贷款。

亚投行为什么能短时间内迅速圈粉，用金立群行长的话来说：

More and more countries are signing up to become members of AIIB because they see how internationalism can promote development in Asia, with far reaching benefits for the global economy.

越来越多的国家正在签约成为亚投行成员，这是因为它们看到，国际主义可以促进亚洲发展，为全球经济带来深远利益。

本币互换协议 (Currency swap agreement)

Large-scale infrastructure construction along the Belt and Road will substantially increase the circulation of currency. In the process, if settlements are not completed in a timely fashion, transaction costs will rise, raising the risk to trade and investment. 

“一带一路”沿线大规模的基础设施建设、频繁的贸易流动必然伴随着大规模的货币流通需求。在这一过程中，如果不能及时结算，或者存在支付障碍，就会带来交易成本的上升，进而抬升贸易和投资的风险。

By expanding the use of RMB, trades can avoid the exchange rate risk arising from fluctuations in the value of the dollar and the potential risks of global monetary policy differentiation.

扩大人民币使用，可以使双方企业避免因美元币值波动所产生的汇率风险，规避全球货币政策分化带来的潜在风险。

So far, China has signed currency swap agreements with 22 countries and regions along the route of the Belt and Road Initiative, totaling 982.2 billion yuan. 

中国与“一带一路”沿线22个国家和地区签署了本币互换协议，总额达9822亿元人民币。

China established a cross-border RMB payment system to provide services for domestic and foreign financial institutions engaged in RMB business.

中国建立了人民币跨境支付系统，为境内外金融机构从事人民币业务提供服务。
