如何向外国人介绍新时代下的中国和世界，是我们正在努力回答的问题。
1月22日，中国日报举办了首期“新时代大讲堂”，在讲堂上，研究中国近30年的“中国通”库恩，贡献了一场精彩的演讲，详细地阐释了他眼中的“新时代”。

库恩说，去年10月18日，他就坐在人民大会堂里，认真听完了习近平总书记作的十九大报告。
I knew instantly that I was listening to something very special, and I was going to dedicate myself after that to understanding deeply what China's New Era is.
我马上明白了我听到的东西很特别，并且决定花时间深入理解中国的新时代是什么。
▌理论的透镜
“新时代”具体指的是什么？这是一个抽象又宏观的概念，同时也是内容细致又庞杂的“硬骨头”。库恩是这样理解的：
I like to call it a conceptual lens because it's like a pair of glasses that enables us to see the world in a new way.
我更想称“新时代”为“理论的透镜”，因为它是一副可以帮我们重新看清楚世界的眼镜。

来吧，我们认真地捋一下库恩的思路，学习下这位“中国通”如何介绍“新时代”下的中国。
首先，毋庸置疑，要了解当今的中国，就必须要理解新时代的含义。
The 19th Party Congress was a milestone, much more (important) even than normal congresses in that it set the agenda not just for five or ten years which party congresses traditionally do, but potentially for more than thirty years to mid-century.
中国共产党第十九次全国代表大会具有里程碑式的意义，其重要性甚至超过以往的代表大会，因为它不仅为未来五年或十年设下了议程，还为以后三十多年，直到本世纪中叶做了规划。
然后，库恩从两个维度阐释了“新时代”的内容。一是基本特征 （primary characteristics），二是时间轴（timelines）。下面开始划重点了。
基本特征是什么
总体上说，是国内和国际两个方面存在更多的复杂性和不确定性（complexity and uncertainties）。
➤ 国内
人民对美好生活的要求提高了，社会主要矛盾也发生了转化。
The biggest problem, though, socially, is a rising expectation that people have, they want more, and there are many of the so-called "contradictions" in society.
在社会层面上，最大的问题是人们不断提升的预期。人们生活水平提高了，想要更美好的生活，并且，社会上也存在许多所谓的矛盾。
➤ 国际
在国际层面上，我们正处在一个比冷战时期更加分裂、更加复杂的世界之中。
Today, the world is fragmented with problems and each one of these problems, although not major in themselves, create a very complex environment.
当今世界由于许多问题而处于分裂状态，每一个问题虽然其本身并不重大，但却创造出了一个非常复杂的环境。
新时代的时间轴
时间轴可以分成三个阶段来看。
❶ 从现在到2020年
从现在到2020年，是全面建成小康社会决胜期。库恩说：
The first phase is from now, a couple of years to 2020, which is the first centenary goal of the moderately prosperous society, by the 100th anniversary of the Communist Party of China, 2021, so roughly 2020.
第一阶段是从现在到几年后的2020年。全面建成小康社会是第一个百年目标，中国共产党诞生100周年时，即2021年，在2020年左右。
在这一阶段，库恩认为，中国需要解决的问题包括：
The issues are how do you eliminate all poverty, how do you maintain the economy and create the quality growth versus quantity growth.
问题包括如何实现全面脱贫，如何保持经济增长，以及如何实现从“数量型”到“质量型”发展的转变。
❷ 从2020年到2035年
从2020年到2035年，在全面建成小康社会的基础上，再奋斗十五年，基本实现社会主义现代化。库恩的理解是：
Then the mid-term goal between 2020 and 2035 is targeted to be for China to become basically a fully modernized country.
中期目标是从2020年到2035年，中国基本成为一个实现全面现代化的国家。
在采访中，库恩认为这意味着：
It will have all the characteristics (of a fully modernized country) but not necessarily fully formed by that time, and many of the problems need to be straightened out, such as the regional and urban-rural imbalances, and rural land reform.
到那时，中国将具有所有的现代化特征，但这些特征并未不一定完全形成。并且许多问题亟待解决，例如地区之间和城乡之间的不平衡以及农村土地改革。
❸ 从2035年到2050年
从2035年到本世纪中叶，在基本实现现代化的基础上，再奋斗十五年，把我国建成富强民主文明和谐美丽的社会主义现代化强国。库恩认为：
And then ultimately, by mid-century, 2050，(2049 being the 100th anniversary of the People's Republic of China), China has the vision to be a fully modernized socialist country.
最终目标是到本世纪中叶，即2050年，（2049年是中华人民共和国建国100周年），中国将建成一个全面现代化的社会主义国家。
As they say, having moved to the center of the world stage internationally, and a country that is prosperous, strong, democratic, culturally advanced, harmonious and beautiful.
正如大家所说的，中国来到世界舞台的中心，并且建成一个富强、民主、文明、和谐、美丽的中国。
最后，库恩用一句话概括：
So those are the different kinds of categories that's the ultimate goal for China at that point, so both characteristics domestically and participating in the new kind of global governance where China is at center stage.
这就是我所说的未来中国要实现的最终目标的不同方面，既包括国内的特征，也包括位于世界舞台中心的中国参与下的新型全球治理。
