【双语】翻脸如翻书!扎克伯格又对中国下手了......

小编按:前一段时间,脸书大规模删除讨论香港问题的内地账号,引发网友愤慨。而最近,脸书再度“发力”,连番向中国开炮。


扎克伯格声称:脸书发现“中国干涉美国选举活动”



本周一,脸书公布了为应对“干涉2020美国大选”的新计划。公司将会注明哪些消息来自国营媒体,并将给脸书页面的来源更大透明度。
Facebook unveiled new plans Monday to fight 2020 election interference. It will clearly label news that comes from state-owned media, and will give greater transparency for the origins of Facebook pages.

扎克伯格透露:这些举动十分复杂,表现出这些国家在即将到来的大选时十分活跃



扎克伯格称,“当下我们确实注意到俄罗斯、伊朗还有中国正在用越来越复杂的策略干预大选。”
"We do see today Russia and Iran and China increasingly with more sophisticated tactics are trying to interfere in elections," Zuckerberg said. 



扎克伯格称其公司已经挫败了来自俄罗斯和伊朗的新的干预活动,认定此类活动会成为未来操纵行为的基础。
Mark Zuckerberg said the company has thwarted new interference campaigns from Russia and Iran that it regards as the groundwork for future manipulation efforts. 


他还声称已经发现“中国干预活动”,并进行了制止。


扎克伯格补充说,中国被发现试图干预几次大选活动,但公司发现并进行了阻止。
Zuckerberg added that China has also been found to have tried to interfere in various elections, but that the company has been able to find and stop them. 


面对扎克伯格的说法,22日中国外交部发言人华春莹主持例行记者会时给予了回应,表示“这样的说法非常荒谬可笑(absurd and hilarious)”。


 
华春莹表示:“所谓中国干预美国大选的问题,不是第一次提到了吧?这样的说法非常荒谬可笑。中国从来都奉行不干涉别国内政原则。对于干涉别国内政,包括美国大选,我们从来没有任何兴趣。如果有人说中国干预美国大选,那么证据拿来!”
“This is not the first time that someone accuses China of meddling in US presidential elections, which is just absurd and hilarious. China pursues the principle of non-interference. We do not have any interest in interfering in other countries' internal affairs including the presidential elections in the US. Those accusing China of such interference should present evidence.”


不过,这也不是扎克伯格头一回拿中国当靶子了。就在NBC新闻采访后没几天,扎克伯格就为了自己的Libra项目(脸书的虚拟货币计划)上了听证会。


据美国CBS新闻报道,在听证会上的发言中,扎克伯格依旧抛出中国牌,呼吁美国监管部门赶紧行动,“我们还在讨论这些问题的时候,世界其他地方可没在等着。中国在未来数月就会启动类似项目。”
Zuckerberg also played the China card in his remarks, urging regulators to act quickly "While we debate these issues, the rest of the world isn't waiting. China is moving quickly to launch similar ideas in the coming months," he said.



值得注意的是,扎克伯格推广的Libra项目,已经遭到了美国和欧洲监管部门的强烈反对。最近几周,Libra已经失去了原先28个合作伙伴中的7个,其中包括PayPal,Visa和Mastercard这样的知名品牌。
Libra has faced intense pushback from U.S. and European regulators. The project has lost seven of its original 28 partners in recent weeks, including PayPal, Visa and Mastercard.

抖音海外版崛起,威胁美国“言论自由”?然而打脸来得太快


10月17日,扎克伯格在美国乔治城大学演讲时,则把目标瞄准了抖音海外版TikTok,腔调依然还是所谓言论自由。

扎克伯格捍卫脸书的言论自由,言指中国 



他说:


“十年前,几乎所有主要互联网平台都来自美国。但在今天,前十大互联网平台中,有六家是中国企业。这种情况在社交媒体上也开始显现。我们的服务如WhatsApp因为有强有力的加密和隐私保护措施,被世界各地的抗议者和活动分子使用。而在中国的app TikTok上,同样的抗议活动遭到审查,甚至在美国使用也是一样。难道这就是我们想要的互联网吗?”
"A decade ago, almost all of the major internet platforms were American. Today, six of the top ten are Chinese. We're beginning to see this in social media too. While our services like WhatsApp are used by protestors and activists everywhere due to strong encryption and privacy protections, on TikTok, the Chinese app, mentions of these same protests are censored, even here in the US.Is that the internet that we want?"
 


他说这段话的时候,大概忘了去年3月份,因剑桥分析公司引发的脸书数据泄露丑闻,多达5000万脸书用户隐私“失窃”,也忘了不久前脸书和推特删除了近千个支持香港警察、反对暴力的中国账号。


而针对扎克伯格的攻击,TikTok也明确回复外媒:


“中国政府没有要求TikTok审查内容,而且也没有管辖权,因为TikTok不在那里运营。明确地说:我们不会因为香港的抗议内容而删除视频。”
“The Chinese government does not request that TikTok censor content, and would not have jurisdiction regardless, as TikTok does not operate there. To be clear: We do not remove videos based on the presence of Hong Kong protest content.”


值得注意的是,路透社在报道出透露,此前曾有一份音频流出,内容是扎克伯格对员工的讲话,他表示TikTok是强大的竞争对手,称之为第一个由中国科技巨头制作、旨在寻求国际成功的消费者互联网产品。不过他对于其后演讲中涉及的言论自由内容,却只字未提。
In leaked audio of an address to Facebook employees weeks earlier, Zuckerberg spoke about TikTok as a formidable competitor, calling it the first consumer internet product built by a Chinese tech giant to find global success, but did not mention its approach to speech.



扎克伯格在演讲中还担忧中国“不同的价值观”会夺走美国设定的“言论自由”和“话语体系”:


“如果其他国家的平台制定规则,我们的话语就会被其他一套完全不同的价值观所定义。”


“If another nation’s platform set the rules, our discourse could be defined by a completely different set of values,” he said.
一面宣扬“言论自由”是求同存异、公开讨论,一面却把美国的话语体系设定为“言论自由”的唯一准则,这难道不自相矛盾么?


扎克伯格的态度急转弯


看到这里,不少外媒都惊讶的发现,扎克伯格对于中国的态度可谓是急转直下。
More recently, Zuckerberg has made clear his views on China have shifted. 


《福布斯》网站指出,扎克伯格这一番对中国的冷漠评价,与他前几年的言论形成鲜明对比:从2015年开始,他就努力希望进入拥有8.02亿网民的中国市场。
The frosty assessment contrasted to statements he’s made in the recent past, particularly around the efforts he made beginning in 2015 to gain access to China’s 802 million internet users.


2016年3月,扎克伯格来到北京,他登上了长城,见了业界大佬,学了中文,雾霾天在天安门晨跑……


 
以至于有评论人士认为,扎克伯格是否因为入华失败,所以干脆变脸:
 


《纽约时报》的评论则指出,这是扎克伯格对言论自由立场的公开下注,很罕见,而这一立场一直受到批评。
The address was an unusually public doubling down by the tech billionaire on a free speech stance that has been highly criticized.

作者写道:“这是扎克伯格尝试对脸书在政治化环境中重新定位的写照,而公司最近饱受夸大不实信息、仇恨言论和暴力内容等问题的困扰。”不过,这番演讲,却对于平息批评的声音收效甚微。
“It was a sign of how Mr. Zuckerberg was trying to reposition Facebook in a politicized environment where the company had been accused of amplifying disinformation, hate speech and violent content,” Ms. Kang and Mr. Isaac write. The speech did little to quell criticism of the company.

文章认为,扎克伯格抨击中国,可能会让他博取白宫的青睐,因为美国政府正为了遏制中国在世界上的影响而展开对华贸易战。
Zuckerberg's criticism of China may also play well in the Trump White House, which has been waging a trade war in an attempt to counter Chinese influence around the world.


看到这里,也就能想明白扎克伯格这一串操作的目的了。还是奉劝扎克伯格,关注好自己的业务,别乱打“中国牌”,更别想着给中国“甩锅”!
