Dear foreign experts,
春华秋实，岁序更替。我们即将迎来中国的传统佳节——兔年春节。值此新春佳节即将到来之际，北京市科委、中关村管委会，北京市外国专家局谨向为北京科技事业发展做出积极贡献的外国专家及家人致以诚挚的问候和新年的祝福！
With the approaching Spring Festival of the Year of Rabbit, we would like to extend our sincere greetings and best wishes to you and your family for the remarkable contributions you have made to Beijing!
刚刚过去的2022年，中国共产党第二十次全国代表大会胜利召开，全面开启了中国式现代化的新征程，也为科技创新工作指明了前进方向。这一年，我们踔厉奋发、笃行不怠，着力聚焦国际科技创新中心、世界领先科技园区和国家实验室建设“三条主线”，改革创新，锐意进取，国际科技创新中心建设迈上崭新的台阶；这一年，北京连续六年位居“自然指数-科研城市”榜首，首次跻身《国际科技创新中心指数 2022》全球前三，位列世界知识产权组织发布的《2022年全球创新指数报告》全球百强科技集群第三位；这一年，北京开放创新的环境不断优化，实行A类工作许可单位自主认定，加快被外籍人才誉为全球最快的“绿卡直通车”办理，连续多年在“魅力中国——外国专家眼中最具吸引力的中国城市”评选中排名全国第一。这些成绩的取得离不开广大外国专家的真诚合作和支持。
In 2022, we successfully convened the 20th National Congress of the Communist Party of China (CPC), opening a new journey through a Chinese path to modernization on all fronts and pointing out the way for science & technology innovation in the future. The past year has been a year for reaching a new level of International Hub for Science & Technology Innovation construction. Beijing topped the "Nature Index - Research Cities" for the sixth consecutive year, ranked top three globally in “GIHI 2022” for the first time and ranked third among the World's top 100 clusters in “GII 2022” published by the World Intellectual Property Organization. The past year has also been the year of optimizing the environment for opening up and innovation. Self-identified Foreigner’s Work Permits has been implemented and "Green Card Express" has been accelerated. Beijing won the title of the most attractive Chinese city in the eyes of Foreign Experts for many years.
新的一年，我们将努力为各国人才来京工作提供便利条件和优质服务，继续为各国朋友在京干事创业、施展才华搭建舞台并给予支持。诚挚希望各位外国专家一如既往地关心、支持北京创新发展，对外宣传北京故事，吸引更多有志之士来北京创新创业，携手为建设国际科技创新中心、世界领先的科技园区和高水平人才高地贡献智慧和力量！
In 2023, we will continue to strive for an attractive and supportive working and living environment for foreign talents. We sincerely welcome all of you continue to participate in Beijing's innovative development, share stories of wonderful living in Beijing, and attract more foreign friends to achieve their dreams in Beijing.
