尊敬的普查对象：
您好！国务院决定开展第五次全国经济普查，全面反映我国第二产业和第三产业的发展规模、布局和效益，摸清各类单位的基本情况。为准确确定第五次全国经济普查的对象和种类，确保普查单位不重不漏，在2024年1月1日正式普查登记前，需要对各类单位进行全面清查。现将相关内容告知如下：
一、第五次全国经济普查的单位清查工作将于2023年8月开始。届时将有佩戴《普查员证》或《普查指导员证》的普查人员到贵处采集清查表信息。
二、请您提前准备好《营业执照》等相关证照，以便普查员快速进行信息采集。同时请为正式普查登记做好统计台账、相关财务报表等资料准备。
三、根据《中华人民共和国统计法》《中华人民共和国统计法实施条例》和《全国经济普查条例》的规定，请您积极配合普查员的工作，及时提供真实准确的信息。对拒绝或者妨碍普查机构、普查人员依法开展工作，或虚报、瞒报、漏报清查资料的普查对象，将依法予以行政处罚，情节严重的违法企业将被依法认定为统计严重失信企业，推送至全国信用信息共享平台和国家企业信用信息公示系统，并在“信用中国”网站公示。
四、各级普查机构及普查人员将会对您所提供的信息严格保密。您提供的相关信息仅用于普查目的，除作为统计执法依据外，不作为对普查对象实施行政许可、行政处罚等具体行政行为的依据。

Greetings! The State Council has decided to conduct the Fifth National Economic Census to comprehensively reflect the development scale, distribution, and efficiency of the secondary and tertiary industries in China, and to ascertain the basic situation of various units. In order to accurately determine the objects and categories of the Fifth National Economic Census and ensure that no units are duplicated or omitted, a comprehensive census of various units is required before the official census registration on January 1, 2024. The relevant information is hereby notified as follows:
I. The unit census for the Fifth National Economic Census will begin in August 2023. At that time,census enumerators wearing the Enumerator Certificate or Census Supervisor Certificate will come to your place to collect information using census forms.
II. Please prepare relevant certificates such as the Business License in advance to facilitate the rapid information collection by the enumerators. At the same time, please prepare statistical ledgers, relevant financial statements, and other materials for the official census registration.
III. According to the provisions of the Statistics Law of the People's Republic of China, Regulations for the Implementation of the Statistics Law of the People’s Republic of China, and Regulations on the National Economic Census, please actively cooperate with the work of the enumerators and provide timely and accurate information. The census objects that refuse or obstruct the work of the census agencies or census enumerators, or provide false, concealed, or omitted census data, will be subject to administrative penalties in accordance with the law. Enterprises with serious violations will be identified as severely untrustworthy enterprises in statistics and will be reported to the National Credit Information Sharing Platform and the National Enterprise Credit Information Publicity System, and will be published on the "Credit China" website.
IV. All levels of census agencies and enumerators will strictly keep the information you provide confidential. The relevant information you provide will only be used for the purpose of the census and will not be used as the basis for specific administrative actions such as administrative licensing and administrative penalties on census objects, except as a basis for statistical law enforcement.
V. If there are any violations or actions that harm your unit's interests by the census agency or enumerators, please promptly report to the Office of the Leading Group for the Fifth National Economic Census of the State Council or the local census agency.
