How to get your police clearance in Hangzhou.

For those who wanted to know about getting a local police clearance, here are the steps I suggest (although please assume b/c it's China that it's no longer this way...): 

1

take all of the usual stuff with you (passport, lease, etc.) and go to the the notary public (公证处）and say you need a Police Clearance/无犯罪记录 (pretty sure you can only go to the 3/F Hangzhou National Notary Office/ 杭州市国立公证处三楼, 499 Yanan Road/ 延安路499号, Tel: [phone]) 

It is behind the China Unicom Building

One of the workers there should give you a paper in a sealed envelope with a formal request for the clearance with your info on it (note: they may or may not say they can't/don't want to do it for you, but they can...)

Take that doc to your local police station (派出所）to formerly request that they do a Police Clearance (again, they may say they don't do it or whatever but keep asking and they'll eventually call the right person who can)

someone from the police station came unnanounced to our apt 3 days later to check our passports and then they called us the next day and said our clearances were ready

go back to the police station to pick them up (don't open them as they're sealed!)

return to the notary with the unopened envelopes and say you need to get the police clearances notarized (you need to pay a small fee and you'll probably have to convince them it's ok to open the envelopes since they're sealed and they'll be scared to open them)

return to the notary whenever they say they'll be ready and pick up your clearances (they told me a week-ish to pick it up but mine ended up being ready that afternoon). All of the interactions above happened in Chinese so if your Chinese is not good I'd take a Chinese friend with you. Good luck!
