The author lived in Hangzhou for many years, and was back in Hangzhou for a holiday trip.

作者是一位曾经在杭州生活很长时间的外国朋友，这次来杭州拜访，也给我们这个城市提出了我们可能自己都没有意识到的问题，感谢！

Dear Madam / Sir,

尊敬的女士/先生
 
When visiting your beautiful city Hangzhou, I also used the newly built subway. In one of the trains, I discovered that every surface: walls, ceiling, even the floor -- has been covered with advertisement of the company “Baletu” 巴乐兔. This advertisement is made of plastic foil and glued to the surfaces.

在参观美丽的杭州城市时，我还使用了新建的地铁。在其中一列车厢里，我发现整个空间，墙壁，天花板，甚至是地板 - 都被“Baletu”巴乐兔公司的广告所覆盖。该广告由塑料箔制成并粘合到表面上。
 
I am a medical physicist. Hence, my question:

Plastics and even more solvent-containing glue are easily inflammable if not treated in a special and expensive way, for example, by halogenation.

Does this material has been treated in a way that it cannot catch fire?

You can easily think of a technical defect that leads to an electric spark or a passenger who (forbiddingly) smokes on the train -- which in turn may lead to a situation that the plastics catch fire.

Such an incident would lead to hundreds of people killed!

The Hangzhou Metro has been built with the highest safety standard in mind, I believe. Seats are made of stainless steel, walls and ceiling are made of sheet metal. Materials that cannot burn. Please make sure that these efforts are not ruined by an advertisement made of too cheap material.
