According to the article 6 of the “Restrictions about Dog Keeping in Hangzhou”, the urban area of Hangzhou belong to the “extra restrictive dog keeping zone” (“extra restrictive zone” for short), whilist the rural area considered “common restrictive dog keeping zone” (“common restrictive zone” for short).

根据《杭州市限制养犬规定》第六条，市区的城区为重点限制养犬地区(简称重点限养区)，市区的农村为一般限制养犬地区(简称一般限养区)。

The “extra restrictive zone” refers to the area bordered by Qiantang River and three city highways on the east, north and west side, including West Brook ( AKA Xixi ) and West Lake sceneries, plus ZhijiangNational Tourist Resort.Highlighted in yellow.

重点限制养犬区为绕城公路内钱塘江以北区域，即城东、城西、城北以绕城公路为界，城南以钱塘江为界，包括西溪、西湖两个风景区，之江度假区。黄色高亮部分。

Owners who has the rural residency and an independent house in “extra restrictive zone” are susceptible to rules of“common restrictive zone”; owners who live in an apartment in “common restrictive zone” are NOT allowed to keep fierce dogs (referring to the list of banned pedigrees in “extra restrictive zone”).

重点限制养犬区内，属农村籍且有独立农居房的，按一般限制养犬办法处理；一般限制养犬区内，集中居住单元式楼房的，不得饲养烈性犬。
