RAEEF 23; Exit Permit if no Passport

The following provision of the Regulations of the People’s Republic of China on Administration of the Entry and Exit of Foreigners (RAEEF) stipulates that those with no passport can apply to the EEA to exit China.

Article 23 - Exit Permit if no Passport

A foreigner who does not hold a valid passport or other international travel documents due to loss, damage, destruction, theft, robbery or other reasons and cannot get the said passport or documents reissued by the relevant institution of his own country stationed in China may apply for exit formalities to the exit and entry administration authority of the public security organ of the local people’s government at or above the county level in the place of his or her stay or residence.

第二十三条　

在中国境内的外国人因证件遗失、损毁、被盗抢等原因未持有效护照或者国际旅行证件，无法在本国驻中国有关机构补办的，可以向停留居留地县级以上地方人民政府公安机关出入境管理机构申请办理出境手续。
