RLSS 11; Scope of Labor Inspection
The following provision of Regulations on Labor Security Supervision (RLSS) stipulates the scope of labor inspection’s responsibilities.
Article 11 - Scope of Labor Inspection Responsibilities
The labor security administration shall implement labor security supervision on the following matters:
(1) The employer's formulation of internal labor security rules and regulations;
(2) The situation of the employment contract between the employer and the worker;
(3) The employer's compliance with the prohibition on the use of child labor;
(4) The employer's compliance with the special labor protection regulations for female workers and juvenile workers;
(5) Employers' compliance with working hours and rest and vacation regulations;
(6) Employer's payment of workers' wages and implementation of minimum wage standards;
(7) The status of the employer's participation in various social insurances and payment of social insurance premiums;
(8) Compliance of employment agencies, vocational skills training institutions, and vocational skills assessment and identification institutions with national regulations on vocational introductions, vocational skills training, and vocational skills assessment and identification;
(9) Other labor security supervision matters stipulated by laws and regulations.

劳动保障行政部门对下列事项实施劳动保障监察:
(一)用人单位制定内部劳动保障规章制度的情况;
(二)用人单位与劳动者订立劳动合同的情况;
(三)用人单位遵守禁止使用童工规定的情况;
(四)用人单位遵守女职工和未成年工特殊劳动保护规定的情况;
(五)用人单位遵守工作时间和休息休假规定的情况;
(六)用人单位支付劳动者工资和执行最低工资标准的情况;
(七)用人单位参加各项社会保险和缴纳社会保险费的情况;
(八)职业介绍机构、职业技能培训机构和职业技能考核鉴定机构遵守国家有关职业介绍、职业技能培训和职业技能考核鉴定的规定的情况;
(九)法律、法规规定的其他劳动保障监察事项。
