Below is a link for the full announcement of change in management of COVID-19 and a translation of two of the key paragraphs from that announcement. According to the Law of the People's Republic of China on the Prevention and Control of Infectious Diseases (Arts. 3, 4), COVID-19 is a Class B infectious disease but is managed as a, more dangerous, Class A infectious disease. This announcement changes that management status. Thus, as of 8 JAN 2023, COVID-19 will be managed as a Class B infectious disease.
Since isolation and quarantine are only authorized for Class A infectious diseases (Law of the People's Republic of China on the Prevention and Control of Infectious Diseases Art. 41), there will no longer be any legal basis for those measures being used for COVID-19 as of 8 JAN. This means an end to COVID-19 isolation/quarantine in China and at the border, and an end to most mandatory testing. From 8 JAN on, absences from work caused by COVID-19 will fall under sick leave rules and no longer be subject to the usually more generous rules for isolation/quarantine or work stoppages.

二、总体要求
(三)进度安排。2023年1月8日起,对新型冠状病毒感染实施“乙类乙管”。依据传染病防治法,对新冠病毒感染者不再实行隔离措施,不再判定密切接触者;不再划定高低风险区;对新冠病毒感染者实施分级分类收治并适时调整医疗保障政策;检测策略调整为“愿检尽检”;调整疫情信息发布频次和内容。依据国境卫生检疫法,不再对入境人员和货物等采取检疫传染病管理措施。
2. General requirements

三、主要措施
(十二)优化中外人员往来管理。来华人员在行前48小时进行核酸检测,结果阴性者可来华,无需向我驻外使领馆申请健康码,将结果填入海关健康申明卡。如呈阳性,相关人员应在转阴后再来华。取消入境后全员核酸检测和集中隔离。健康申报正常且海关口岸常规检疫无异常者,可放行进入社会面。取消“五个一”及客座率限制等国际客运航班数量管控措施。各航司继续做好机上防疫,乘客乘机时须佩戴口罩。进一步优化复工复产、商务、留学、探亲、团聚等外籍人士来华安排,提供相应签证便利。逐步恢复水路、陆路口岸客运出入境。根据国际疫情形势和各方面服务保障能力,有序恢复中国公民出境旅游。
3. Main Measures
(12) Optimizing the management of the exchange of Chinese and foreign personnel. Persons coming to China should undergo a nucleic acid test 48 hours before departure. Those with a negative result can come to China without applying for a health code from China’s embassy or consulate abroad, and fill in the result in the customs health declaration card. If positive, relevant personnel should come to China after turning negative. Nucleic acid testing and centralized isolation for all staff after entry will be cancelled. Those who have a normal health declaration and no abnormality in the routine border inspection at the customs port can be released to enter the society. The number control measures for international passenger flights such as "five ones" and passenger load factor restrictions will be cancelled. All airlines shall continue to do a good job in on-board epidemic prevention, and passengers must wear masks on board. Further optimize arrangements for foreign nationals coming to China, such as for resumption of work and production, business, study abroad, family visits and reunions, etc., and provide corresponding visa conveniences. Passenger entry and exit at sea and land ports will be gradually resumed. According to the international epidemic situation and various service guarantee capabilities, the outbound travel of Chinese citizens will be resumed in an orderly manner.
