“东亚地区创意经济促进可持续发展”线上研讨会顺利召开

5月23日,由联合国教科文组织驻华代表处主办的 “东亚地区创意经济促进可持续发展”线上研讨会顺利举办,旨在庆祝“国际创意经济促进可持续发展年”。来自中国、蒙古、韩国和日本的五位知名专家,分别从文化贸易、文化创意产业(CCI)政策研究、电影和艺术产业等领域,发表了各自的见解。就文化创意产业可持续发展的挑战和方法、艺术和文化的力量以及新冠疫情后创意经济的韧性展开了深刻地讨论。
联合国教科文组织驻华代表处代表夏泽翰教授发表了开幕致辞。他在致辞中强调了创意经济对可持续发展作出的经济和社会贡献。新冠疫情加剧了创意经济所面临的多种挑战,另一方面,疫情也进一步加快了文化内容的数字化发展。夏泽翰教授指出,在文化和创意经济方面,东亚是一个充满活力的地区,由15个成员国签署的《区域全面经济伙伴关系协定》(RCEP)将对文化创意产业产生重大影响。2021年是“国际创意经济促进可持续发展年”,“创意经济年”旨在促进政策行动,以发挥创意经济的潜力,进一步扩大文化对可持续发展的横向和多样化贡献。
在与会专家的发言中,中国传媒大学人类命运共同体研究院院长李怀亮教授介绍了疫情期间中国创意产业的数字化转型。蒙古专家Bodibaatar Jigjidsuren先生强调了文化和创意产业在区域合作中的作用。北京大学文化产业研究院副院长向勇教授就“中国的文化基因、创意资本和文化创意产业促进乡村发展”进行了发言。Misako Rosen女士和Jeffrey Rosen先生讨论了如何在日本发展长期的文化艺术市场。韩国电影振兴委员会(Korean Film Council)的Yoonhyung JEON女士阐述了新冠疫情的政策变化对韩国电影业的影响。整场讨论由联合国教科文教科文组织2005公约专家委员会成员成员Hiroko Tsuboi-Friedman女士主持。
联合国教科文组织驻华代表处文化项目官员古榕女士发表了闭幕致辞。她强调,联合国大会将2021年确定为“国际创意经济促进可持续发展年”,以认可文化和创意对实现2030年可持续发展议程17项目标的重要贡献。本次“东亚地区创意经济促进可持续发展”线上研讨会是“国际创意经济促进可持续发展年”全球活动的一部分,本次研讨会的讨论和思考成果将作为今后东亚地区创意经济促进可持续发展的新起点。
Exchanging experience in East Asian creative economy for the SDGs: the UNESCO Online Debate on Creative Economy for Sustainable Development in East Asia
On May 23, UNESCO Beijing Cluster Office organized the UNESCO Online Debate on Creative Economy for Sustainable Development in East Asia, to celebrate the International Year of Creative Economy for Sustainable Development.
Five prominent panelists in China, Mongolia, ROK and Japan, from the fields of cultural trade, cultural and creative industries (CCI) policy research, film and art industries participated in the online debate to discuss challenge and approach for the sustainable development of CCI, the power of arts and culture and the resilience of creativity beyond COVID-19.
The Online Debate was opened by Professor Shahbaz Khan, Director of UNESCO Beijing Cluster Office. In his opening remarks, Professor Khan highlighted the economic and social contributions of the creative economy to the Sustainable Development. The COVID-19 outbreak exacerbated multiple challenges that the creative economy has been facing and at the same time, the pandemic has further accelerated the digitalization of cultural content. Professor Khan illustrated that East Asia is a dynamic space in terms of the cultural and creative economy, and the Regional Comprehensive Economic Partnership Agreement (RCEP), signed by 15 member countries, would exert significant influences on Cultural and Creative Industries (CCI). The year 2021 has been declared as the International Year of Creative Economy for Sustainable Development, which must inspire policy actions to harness the potential of the creative economy while further expanding culture’s transversal, multifaceted contribution to sustainable development.
In the panelists’ presentations, Prof. Li Huailiang, Dean of Institute for a Community with Shared Future at Communication University of China, introduced the digital transformation of creative industries in China during pandemic. Mr. Bodibaatar Jigjidsuren, from University of South Australia, highlighted the role of culture and creative industries in regional cooperation. Prof. Xiang Yong, Vice Dean of Institute for Cultural Industries at Peking University, delivered a presentation with the title “Cultural DNA, Creative Capital and Rural Development Through CCIs in China,” while Ms. Misako & Mr. Jeffrey Rosen discussed how to develop long-term cultural art market in Japan. Ms. Yoonhyung JEON, from Korean Film Council, illustrated the policy shifts in COVID-19 impact on the Korean film industry. Ms. Hiroko Tsuboi-Friedman, UNESCO 2005 Convention Expert Facility member, moderated the debate.
The closing remark was presented by Himalchuli Gurung, Programme Specialist for Culture, UNESCO Beijing Cluster Office. She outlined that the United Nations General Assembly designated 2021 as the International Year of Creative Economy for Sustainable Development, in recognition of culture and creativity’s crucial contribution to the achievement of the 2030 Agenda for Sustainable Development across its 17 Goals. The East Asia online debate was aligned with the global celebration of the International Year of Creative Economy for Sustainable Development.
