由联合国教科文组织、中国联合国教科文组织全国委员会、江苏省政府新闻办公室以及南京市政府联合主办的第二届南京和平论坛于2021年10月24日至26日在南京成功举行。为促进生态文明与和平的理念与其重要性,2021南京和平论坛的总主题是“和合共生:与自然和平相处”。
10月24日晚,2021南京和平论坛在紫金山音乐台开幕。联合国教科文组织社会与人文科学助理总干事 Gabriela Ramos 女士对 2021 年南京和平论坛的总主题“与自然和谐共处,共建和平”表示赞赏。“这将为我们提供一个迫切需要的平台,让我们能就气候变化和环境退化对建设和平的重要性进行深入对话。它将向世界展示,和平应该成为全球气候变化和可持续发展讨论的基本考量与目标,” Gabriela Ramos女士在开幕致辞中强调。
联合国教科文组织驻华代表处代表夏泽翰教授在开幕式主题演讲中强调了生态文明在绿色转型与和平中的重要作用。“促进绿色转型与和平的生态文明是我们共同努力实现 2030 年可持续发展目标的重要考量。它为近期在昆明举行的联合国《生物多样性公约》缔约方大会第十五次会议(COP15)的讨论作出了贡献,” 夏教授强调。
在2021年10月25日至26日的主论坛期间,来自不同领域的专家应邀就自然环境与人类命运、可持续投资与绿色金融、环境挑战与青年行动、可持续绿色生产与消费、全球绿色复苏和商业向善等主题发表了演讲。本届南京和平论坛举办了以“和平教育、保卫和平”为主题的圆桌会议。此外,主论坛期间还举办了“与Z世代对话”青年分享会,为年轻人提供一个参与和平行动的平台。与会专家以积极和平与可持续发展为主题进行的主题演讲和未来行动的分享也丰富了论坛的讨论与成果。
作为通往2021南京和平论坛之路的重要组成部分,下列系列区域/次区域对话已于2021年10月24日的前几周成功举行:来自不同背景的 8 位专家和 48 位参与者参加了伊斯兰堡对话;来自中亚和欧亚大陆各地的 80 多名参与者参与了中亚对话;来自非洲大陆的 50 多名参与者参加了非洲对话。此外,拉丁美洲和加勒比对话将作为主论坛的后续行动于近期举行。
联合国教科文组织驻华代表处还与选定的专家和网络合作,开展了能力建设活动,增强了计划与实施建设与维持和平创意的能力。能力建设培训重点关注以下四个主题: 可持续发展目标与和平、生物多样性与和平、水与和平、气候变化与和平。
10月14日,来自 42 个国家的 177 人参加了可持续发展目标与和平培训;来自 29 个国家的 135 人参加了10 月 21 日举办的生物多样性与和平培训;来自 32 个国家的 117 人参加了10 月 28 日举办的气候变化与和平培训。水与和平的能力培训也将于 2021 年 11 月 4 日举办。
在2021南京和平论坛的闭幕式上,与会者共同通过与发布了《南京和平共识》(以下简称“《共识》”)。《共识》中强调了数点内容,包括建立创造性的和真正的多边伙伴关系;提升生态文明建设的能力,制定相关政策;倡导共商共建共享的全球治理体系,制定和实施包容性的治理政策;尊重并收集汇编传统习俗和本土知识,使之成为环境管理整体方法的一部分;重视文化、艺术和社区;重视与支持年轻人的作用和行动;重申关于全面落实2030年可持续发展议程的17项目标的承诺。《共识》还呼吁各国热爱和平的人们秉承开放和宽容的理念,弘扬和平、发展、公平、正义、民主、自由的全人类共同价值,通过迅速采取行动,共同建设地球生命共同体。
自2020年以来,联合国教科文组织一直与南京伙伴密切合作,共同举办南京和平论坛,旨在重申和平的重要意义、促进和平以及人与人之间的相互理解。它不仅仅是一场活动,更是一场定期的聚会,致力于为所有建设与维持和平的利益相关方加强其对话与能力提供持久支持。
The 2021 Nanjing Peace Forum successfully held in Nanjing, China
from 24 to 26, October, 2021
The UNESCO Beijing Office collaborated with the Chinese National Commission for UNESCO, the Information Office of Jiangsu Provincial Government, and the Nanjing Municipal Government to organize the 2021 Nanjing Peace Forum from 24 to 26 October 2021, in Nanjing, China. In order to enhance the notion and importance of eco-civilization for peace, this year’s overarching theme for the 2021 Nanjing Peace Forum is“Living in Harmony with Nature for Peace”.
On the evening of October 24, the 2021 Nanjing Peace Forum opened at the Sun Yat-sen Mausoleum Music Stage. Ms. Gabriela Ramos, the Assistant Director-General for the Social and Human Sciences of UNESCO applauded the overarching theme of “Living in Harmony with Nature for Peace” for the 2021 Nanjing Peace Forum. “This will provide a much-needed space for us to engage in an in-depth dialogue on the importance of addressing climate change and environmental degradation for the pursuit of peace. And it will showcase to the world that peace needs to be the underlying consideration and objective in the global discourse on climate change and sustainable development,” Ms. Gabriela Ramos underlined in her opening remark.
Professor Shahbaz Khan, Director of the UNESCO Beijing Office, stressed the important role of ecological civilization in green transformation and peace in his opening keynote speech. “Ecological civilization for green transformation and peace is an important consideration for our collective efforts towards the 2030 Sustainable Development Goals. It has already contributed to the recent discussions at COP 15 of the UN Biological Diversity Convention in Kunming,” Professor Khan underscored.
During the main forum from 25 to 26 October 2021, experts from different fields were invited to give keynote speeches on several themes, including Natural Environment and Human Destiny, Sustainable Investment and Green Finance, Environmental Challenges and Youth Action, Sustainable Green Production and Consumption, Global Green Recovery and Business for Good, etc. A roundtable focused on the theme of Peace Education, Defenses of Peace Constructed in the Minds was also held. Furthermore, a “Dialogue with Generation Z” Youth Sharing Party was organized during the Forum to provide a platform for young people to engage in peace movement. Moreover, keynote speeches and future action sharing on the topic of Positive Peace and Sustainable Development also enriched the whole Forum.
As an important part of the road to the 2021 Nanjing Peace Forum, a series of regional/sub-regional dialogues were held in the weeks before 24 October 2021 as follow: Islamabad Dialogue with 8 panelists and 48 participants from different backgrounds; Central Asia Dialogue with more than 80 participants from Central Asia and various parts of Eurasia; and Africa Dialogue with over 50 participants from across the continent. In addition, a Latin America and the Caribbean Dialogue will be held soon as a follow-up to the Main Forum.
The UNESCO Beijing Office also worked with selected experts to conduct training sessions designed to enhance capacities in planning and implementing initiatives towards building and sustaining peace. These sessions focused on four themes as follows: SDGs and Peace; Biodiversity and Peace; Climate Change and Peace; and Water and Peace.
Specifically, 177 persons from 42 countries joined the session on SDGs and Peace on 14 October 2021; 135 persons from 29 countries participated in the session on Biodiversity and Peace on 21 October 2021; 117 persons from 32 countries joined the session on Climate Change and Peace on 28 October 2021. The session on Water and Peace will also be held on 4 November 2021.
At the closing ceremony, participants jointly adopted the 2021 Nanjing Peace Consensus. There are several points that are stressed in the consensus, including building up creative and real multilateral partnerships; building capacity in ecological civilization and policy; fostering peace around the world through more supportive, protective, and equitable global governance; respecting and codifying customary and traditional principles and practices, as well as indigenous knowledge and languages in environmental management and building sustainable peace; attaching importance to arts and culture and community; supporting young people’s role and action; reaffirming the commitment to fully implement the 17 goals of the 2030 Agenda for Sustainable Development, etc. The consensus also calls on peace-loving people from all countries to abide by the concepts of openness and tolerance; to adhere to common values of peace, development, fairness, justice, democracy and freedom for all mankind; and to work together to build a Shared Future for All Life on Earth.
UNESCO has collaborated with Nanjing Partners to organize the Nanjing Peace Forum since 2020, with the aim to provide a dynamic platform for ideas and actions on how to build peace and reshape the world towards one marked by intercultural understanding, tolerance, solidarity, social justice, and inclusion. The Nanjing Peace Forum is designed to be more than just an event, but rather a periodic coming together, underpinning a permanent process of strengthening dialogue and capacities for all relevant stakeholders towards building and sustaining peace.
