From 26th to 27th July
2023, it took place in Montevideo, Uruguay, the global launch of the 2023
Global Education Monitoring Report (GEM Report) on technology in education. The
main Report was released alongside 20 background papers and 200 PEER country

of education and participants from all around the world attended the global
launch on-site and online.
2023 GEM Report on technology in educationFocused on the question ‘A
tool on whose terms?’, the 2023 GEM Report aims to explore the education
challenges that can be addressed with the appropriate use of technology. Technology
can bring added value to education in multiple forms, namely as input, a means
of delivery, a skill, a planning tool and it can provide a social and cultural
context. In the 2023 GEM Report, it is examined primarily the application of
information and communications technologies (ICT) in education, also known as
education technology, with specific considerations of other technologies mentioned
in relation to some selected SDG 4 targets. Education technology has the potential
to expand learning opportunities, as it can enhance access, equity and
inclusion, quality, technology advancement and improve the efficiency and
effectiveness of education system management. Whilst at the same time, up to
date education systems can redefine and contribute to the development of advanced
technologies.Along with the 2023 GEM
Report, it was released the #TechOnOurTerms campaign, which calls for the
prioritization of learner needs when making decisions about technology in
education. Technology should not substitute, but rather support the teaching
and learning experiences. In addition, the global launch of the 2023 GEM Report
was complemented by a series of high-level events, including a south-to-south
dialogue between ministers of education from Latin America and Africa aimed at
sharing good practices and reacting to the recommendations of the report; a
close roundtable with ministers of education, UNESCO representatives and heads
of international organizations from Latin America focusing on digital skills;
the annual meeting of the Alliance for the Digitalization of Education in Latin
America (ADELA); and a side-event with private providers committed to support
the sustainable development of education in Latin America. With the accelerated adoption
of the digital economy, the Asia-Pacific region is one of the fastest-growing
regions in terms of digital innovation. UNESCO Multisectoral Regional Office in
East Asia is devoted to enhance the educational transformation for our cluster
countries in East Asia. The 2023 GEM Report on technology in education is
currently being translated into Mongolian and Chinese, which will further engage
local stakeholders in our cluster countries. As information and communications
technologies are increasingly deployed in education, it is very important for
stakeholders at all levels to ensure digital solutions are available for
everyone and suitable for every student’s learning needs.
