Chinese authorities have already researched on relevant core technologies as well as the standardization of maritime nuclear power plants, according to Wang Yiren, vice director of the State Administration of Science, Technology and Industry for National Defense.
据国家国防科技工业局副局长王毅韧介绍，我国有关部门已就海上核电站标准和相关关键技术开展研究。
王毅韧近日向媒体透露，我国已将海上核动力浮动平台(floating maritime nuclear power platform)列入国防科技工业"十三五"规划和核工业(nuclear industry)发展"十三五"规划，目前已开展相关标准研究和关键技术(core technologies)攻关。海上核动力浮动平台也被称为海上核电站(maritime nuclear power plant)，对推动我国远洋油气资源开采和水面舰船核动力技术发展具有重要意义。
王毅韧表示，我国要建设海洋强国(maritime power)，对海上资源的开采(exploitation of ocean resources)非常重要。但在海上作业(offshore operation)，能源是个问题，目前的方法是带着柴油发电机(diesel generator)，但很费事，对海洋环境(marine environment)也不好。同时，西沙、南沙群岛(the Xisha Islands and the Nansha Islands)有人居住和生活，他们所需的能源目前也依靠柴油发电机。海上核动力浮动平台可以解决这些问题，应用前景广阔。王毅韧说，该平台建成后，预计将率先用于海上天然气和石油开采(be put to use in ocean gas and oil exploitation)等领域。

China plans to develop the smart health and elderly care industry in the next four years to grants universal access to health management services and home-based elderly care, the Ministry of Industry and Information Technology said Thursday.
工业和信息化部16日表示，我国计划在未来4年发展智慧健康养老产业，以基本普及健康管理服务和居家养老。
工信部、民政部和国家卫生计生委16日发布《智慧健康养老产业发展行动计划(action plan)(2017-2020年)》，提出到2020年，基本形成覆盖全生命周期的智慧健康养老产业(smart health and elderly care industry)体系，建立100个以上智慧健康养老应用示范基地(model base)，培育100家以上具有示范引领作用的行业领军企业(industrial leading enterprise)，打造一批智慧健康养老服务品牌(brand)。
工信部还提出，将基本普及(grant universal access to)健康管理、居家养老等智慧健康养老服务。突破低功耗(low power consumption)、微型化智能传感(micro intelligent sensor)等核心关键技术，推进健康状态实时分析(real-time health status analysis)、健康大数据趋势分析(health trend analysis based on big data)等智能分析技术(intelligent analysis technology)的发展，丰富智能健康养老服务产品供给。
针对家庭、社区、机构等不同应用环境，发展健康管理类可穿戴设备(health management wearables)、便携式健康监测设备(portable health monitors)、自助式健康检测设备(self-help health detectors)、智能养老监护设备、家庭服务机器人(home service robots)等。同时，培育智慧健康养老服务新业态，创新发展慢性病管理(chronic disease management)、居家(home-based)健康养老等健康养老服务模式。工信部提出，将充分利用现有信息平台，建设统一规范、互联互通的(unified, standardized and connected)健康养老信息共享系统(information sharing system)，并加强智慧健康养老服务网络建设和网络安全保障。

全国各艺术院校自主招生(independent recruitment)考试近日陆续开考。一直以来，艺考都是招考腐败的重灾区(a worst-hit area for corruption associated with entrance exam)，虽然多地在统一标准(unified standard)和加强考试现场监督方面进行了不少改革，但每年都有艺考腐败案件发生。在此类案件中，有教师利用职务之便索贿(take the advantage of his or her position to extort bribes)，有教师充当掮客(broker)谋利(make profits)，一些院领导也成为贪腐主体，甚至有学院教师、领导串通(collude with each other)分肥(share out ill-gotten gains, share the booty, divide the spoils)，形成黑色利益链条(illegal profit chain)。
艺考滋生腐败(admission exams for arts colleges have bred corruption)的原因在于，对艺考考生表现的评估很大程度上取决于考官的个人判断(the evaluation of an applicant's performance in an arts exam is highly dependent on the examiners' judgment)。为了保证招生的公平公正，中国教育科学研究院研究员储朝晖等人建议：打破艺考负责人的双重身份(dual identities)，专业课教授者不得兼任专业测试的测评者；公开透明，考试全场录像，电脑全程监控，畅通各种举报和申诉渠道；斩断培训班利益链条(break the profit chains of training courses)，严格规定考官不可组织、参与任何形式的考前辅导和培训，违者必究(violators must be held accountable)。

China plans to recruit another 120 veteran foreign soccer coaches and train 3,000 campus soccer teachers by the end of this year, the Ministry of Education said on Tuesday.
教育部21日表示，我国计划在今年年底前再聘请120名资深的外籍足球教练，培训3000名校园足球教练员。
教育部体卫艺司司长王登峰21日在新闻发布会上介绍，除了争取提前完成建设2万所校园足球特色学校(schools specializing in soccer training, schools featuring soccer training)的任务之外，今年将完成对现有13381所校园足球特色学校的摸底普查工作，建退出机制(exit mechanism)。
足球师资方面，王登峰表示，今年将依托有条件的高校和机构(universities and institutions where conditions permit)，建设6-8个校园足球教练员培训基地(training base)，聘请国内专业足球讲师和外教(foreign coach)，大规模培训校园足球教练员(campus soccer teacher)。今年将精心选拔400名校园足球教练员赴英国、法国开展3个月专业学习培训。
王登峰介绍，今年我国会继续实施校园足球师资海外引智计划，拟聘请120名左右高水平足球外教到国内中小学校任教(teach at primary and elementary schools in China)。王登峰表示，聘请足球外教(recruit foreign soccer coaches)是委托专业机构到海外选拔，他们提出相关要求。去年全国有50个城市引入足球外教，每个城市3-5人，由城市选定学校来聘用，签订合同(sign contracts)，由当地管理。教育部负责工资等资金支持(financial support)，整个的合作协议(cooperation agreement)、具体工作内容会有原则性要求。

中国篮球协会23日宣布，我国篮球偶像姚明已当选中国篮协主席。
中国篮球协会第九届全国代表大会(the ninth national congress)23日在北京召开，姚明全票当选(be unanimously voted as)新一届中国篮协主席(president/chief/chairman of the Chinese Basketball Association, CBA chief)，这是中国篮协成立后第一次由社会人士(non-governmental personage)担任协会主席(take the position)。会议审议通过(deliberate and pass)了《中国篮球协会章程(the CBA Charter)》，法人代表(legal representative)由秘书长(secretary general)修改为主席，篮管中心不再是中国篮协常设机构，新设主席办公会负责日常决策工作。
姚明表示，新一届的中国篮协是在党中央、国务院部署进一步深化中国体育管理体制(China's sports management system)、运行机制(operation mechanism)改革的背景下应运而生的，回归了社团法人的社会定位，成为实体化机构。接下来，中国篮协既要借鉴(learn from)国际先进经验，更要深入研究中国实际情况(better study our own situation)，走出一条自主创新之路。观察人士表示，改组中国篮协领导班子结构(reshuffle the association's leadership structure)、将职业体育联盟管理与传统的政府运营体系分离(separate professional sports league management from the traditional government-run system)，将有助于提高决策水平(improve decision-making)，增强独立性和透明度(enhance independence and transparency)。

Malaysian police said Friday that chemical weapon substance had been identified on the body of a Democratic People's Republic of Korea (DPRK) man who died in the country on Feb 13.
马来西亚警方24日表示，已从本月13日在该国死亡的朝鲜男子尸体上检验出了化学武器物质。
马来西亚全国警察总长(national police chief)卡立·阿布巴卡称，初步分析显示，从死者眼粘膜(eye mucosa)和面部样本发现的化学物质被确认为"VX神经毒剂(VX nerve agent)"。VX神经毒剂的学名为S-(2-二异丙基氨乙基)-甲基硫代磷酸乙酯，是所有神经毒剂中效力最强的(the most potent of all nerve agents)，也是最为致命的化学武器之一(one of the deadliest chemical weapons)。目前该物质已被联合国归类为大规模杀伤性武器(weapon of mass destruction)。
据熟悉生化武器的神经内科医生介绍，剧毒的VX是一种无嗅无味的琥珀色油状透明液体(a clear, amber-colored, oily liquid which is tasteless and odorless)，通过渗入皮肤(penetrate the skin)，扰乱神经冲动的传导(disrupt the transmission of nerve impulses)发挥毒性。该物质能以喷雾或蒸汽形态传播(be disseminated in a spray or vapor)，即使不透过注射器注入体内，只是一滴VX接触到皮肤(a drop of VX on the skin)，就可引发呼吸困难(breathing difficulties)、失去意识(lose consciousness)、痉挛(cramp)等症状，最终导致血压下降甚至死亡。
据报道，本月13日，上述朝鲜男子是在从马拉西亚某机场前往医院的途中死亡(die on the way from a Malaysian airport to hospital)的。马来西亚副总理(deputy prime minister)扎希德称，使馆文件显示，该男子为朝鲜最高领导人金正恩同父异母的哥哥(elderly half-brother of the DPRK top leader Kim Jong-un)金正男，但朝鲜驻马来西亚大使(the DPRK ambassador in Malaysia)对这名死去的男子的身份予以否认(deny the dead man's identity)。目前马来西亚警方已逮捕了两名女性嫌犯，据称在该男子死前，这两人曾向其面部泼洒液体(put liquid on the face of the man)。
