Application for Talent's Green Card from Guangzhou Municipality
Conditions of application
Three kinds of people can apply for a Talent's Green Card. They are: First, persons meeting the definition of imported talent who have worked or launched startup businesses in Guangzhou over six months of the previous year without having Guangzhou residence registration; Second, residents of Hong Kong Special Administrative Region (SAR), Macao SAR and Taiwan as well as foreigners, overseas students and other staff members who have Chinese passports or permanent (long-term) right of residence abroad but no residence registration in China and have legitimate domicile in Guangzhou. Such people can apply for the Talent's Green Card if they meet one of the following conditions.
I. High-level and highly skilled talents identified or audited by Guangzhou Municipality.
II. Overseas talents with experience in overseas work, study and starting up businesses.
Ⅲ. Experts with senior professional and technical qualifications, and 10 years of working experience in a relevant field.
Ⅳ. Persons who have a graduate diploma of general higher education with a 985 Project or 211 Project or who have a doctorate; or persons who have a graduate diploma from the top 300 foreign universities in the world or have a master's degree.
Ⅴ. Persons who have senior technician qualifications and whose work type is in line with the city's scarce types of work (occupation) directory.
Ⅵ.High-end talents who have a Foreign Expert Certificate or Work Permit for Foreigners in the People's Republic of China (A type), as well as talents from Hong Kong and Macao SARs and foreign skilled personnel who work in Guangdong Free Trade Zone's Nansha New District in Guangzhou and have been identified by the management committee of Guangdong Free Trade Zone.
Ⅶ. Talents from Hong Kong and Macao SARs, and Taiwan region as well as foreign skilled personnel whose annual wage reached more than 600, 000 yuan ($88,335) and individual income tax reached more than 120,000 yuan in a year.
Ⅷ. Talents who meet the needs of the economic and social development of Guangzhou and have special skills identified by relevant departments.
