内容提要

本书立足于中国城乡一体化不断加快的时代背景，根据“两型社会”建设的总体目标，把转变农业发展方式纳入到“两型社会”建设和推进工业化、城镇化、农业现代化协调发展的大格局中，在深入把握国内外现代农业发展的前沿变化和时代要求的基础上，突出中国特色和“两型”主线，沿着“多重目标→实现途径→制度创新”的分析路径，着力于资源环境约束下转变中国农业发展方式的多重目标、内生动力、实现途径、支撑体系等问题研究，以湖南长株潭“两型社会”改革试验区和“农村信息化示范省”的实践为实证，以实现国家粮食安全、资源节约、农村生态环境治理与保护、农产品质量安全、农民增收与农业增效、国民经济可持续发展为目标，以农业发展的资源要素利用方式、生产体系、社会化服务、农业制度的加快转变为研究核心，探索以农业科技创新为动力加快资源要素利用方式转变、以“两型”农业为导向的农业生产体系转变、以农村信息化为突破的农业社会化服务体系转变、以农业制度创新为引擎的政府农业职能转变的中国农业发展方式转变的有效途径，构建起以“两型”农业为战略取向、以科技创新为第一推动力、以农村信息化为突破口、以农业制度创新为保障的“两型社会”建设中转变农业发展方式的理论框架，寻求 “两型社会”建设导向下适合中国的特殊国情而又不同于历史上西方工业化农业的新型农业现代化道路，从而超越西方工业化农业的历史发展规范，直接进入现代农业发展的新阶段——“两型”农业的发展阶段。

陈文胜，湖南省社会科学院研究员，武汉大学博士，华东理工大学兼职教授，湖南省农村发展研究院院长，湖南省新农村建设研究基地首席专家，湖南省城乡一体化研究基地首席专家，湖南省扶贫领导小组专家咨询委员，中国乡村发现网创办人，《中国乡村发现》执行主编，香港中文大学作访问学者，入选湖南省“五个一批”人才。著有《乡村债务的危机管理》、《乡镇视角下的三农》、《新农村建设的热点难点着力点》、《粮食安全国家责任与地方目标的博奕》、《湖南省城乡一体化发展研究报告》、《湖南省县域发展研究报告》等，主编《新型农民能力培养》、《中国乡村发现》、《农民十万个怎么做》等。在《政治学研究》、《中国农村经济》、《中国农村观察》、《人民日报》、《光明日报》等报刊发表论文80余篇，10多篇论文被《中国社会科学文摘》、人大复印资料全文转载。

Summary

In an era of China’s rising urban-rural integration, the book include chang­i­ng the development mode of agriculture in strategic patternof "two-oriented socie­t­y" construction and promoting the harmonious development among industrializa­ti­o­n,urbanization and agricultural modernization according to the generalgoal of "two-oriented society" construction. The bookdeeply master the cutting-edge c­h­ange and times requirementabout the development of modern agriculture home andabroad, highlight Chinese characteristic and two-orientedthread, follow th­e a­nalysis approach of “Many targets→approaches→system innovation”, put forth effort on researching questions, for example, Many targets, internal impetus, ap­p­roachesand support system of changing the development mode of agriculture wi­t­hin the constraints of resources and environment,and prove it by the practice of the construction of Chang-Zhu-Tan "two-oriented society" reform zoneand demo­n­s­tration provinces of rural informationization with an examplefrom Hunan.
