Mark Zuckerberg, the iconic founder of the massive social network, announced in a status update Thursday that 1 billion peopleused Facebook on Monday. As he put it, one in seven people across the entire planet interacted with the platform in some form on that day.
All told, Facebook actually has 1.49 billion monthly users, which is, as we've noted before, more people than live in China.
一、微信公开原创保护开通规则 订阅号将推付费阅读

8月28日，微信首次公布了公众号原创保护开通规则，将推11项激励机制，包括付费阅读、广告倾斜和辟谣功能等。辟谣功能，是指某一领域有专长的原创公众号，可以成为微信辟谣中心的成员，直接对微信公众平台上出现的谣言进行辟谣。
微信表示，注册时长、活跃度、原创文章数量和原创程度等6项指标决定了能否开通原创保护。“此外我们将用用户+流量+收入的激励机制，鼓励更多、更优质的原创内容的出现，” 微信团队表示，未来将推出11项激励机制。其中，付费阅读等新功能将采用“邀请制”进行内测，暂不对外开放申请。
二、网络有偿删帖专项整治收关 违法违规社交网络账号超115万个

国家网信办、工信部、公安部、国家新闻出版广电总局联合部署开展的“网络敲诈和有偿删帖”专项整治历时半年，圆满收官。
据统计，专项整治期间，各级网信部门共分批次依法关闭违法违规网站近300家、违法违规社交网络账号超115万个，清理删除相关违法和不良信息900余万条，约谈中国经济网、中国青年网等136家存在网络敲诈和有偿删帖突出问题的网站。
三、Uber首谈微信帐号被封：为损害市场竞争的行为

8月24日消息，《彭博社》在一篇名为《腾讯挡了Uber在中国的征途》 （In Uber’s Quest to Win Over China, Tencent Blocks the Way）的文章中称：“Uber日前首次评论腾讯屏蔽其微信账号一事，称公平竞争遭到了妨害。”
Uber表示，中国打车应用滴滴快的有着强大的盟友，其中包括腾讯。腾讯的微信已有超过6亿活跃用户，这些用户使用微信联系好友，并从自己喜爱的国内外品牌处接收消息更新和优惠券。然而，这其中并不包含Uber。
腾讯最初表示，对Uber帐号的封杀是因为这些帐号违反了微信的使用规则，而随后又表示原因在于技术故障。
四、15年上半年政务微博影响力报告发布 政务微博成行政能力标尺

8月28日，人民日报和微博联合发布《2015年上半年人民日报-政务微博影响力报告》(以下简称“报告”)。报告显示，政务微博已进入深入、稳定发展期。截止今年6月，新浪认证的政务微博为145016个，其中政务机构官方微博 108115个，公务人员微博36901个。报告指出，政务微博呈现集群化发展特点，形成从中央到地方，覆盖不同级别、不同职能部门的政务微博矩阵。随着“互联网+政务”的推进，政务微博运营已经成为政府日常工作的组成部分，运营水平的高低也成为政府部门行政能力的“标尺”。
五、相声演员起诉百度 疑遭百度百科词条抹黑

相声演员徐德亮认为百度在其所运营的“百度百科”中，所载词条对自己的简介、履历和相声作品等存有很多不实之处，且部分内容被歪曲，给自己带来了精神伤害，将百度诉至海淀法院，要求百度删除，并永不再建立其名下词条。该案已获海淀法院立案，且双方将于9月8日下午进行证据交换。
百度一相关负责人介绍，在百度百科内的人物词条，都是根据权威、重点报道后登录的，“百科推出的内容是很严肃的”。
六、9月起自然人在自媒体发广告需担责 朋友圈转发广告可能承担违法风险

8月17日，北京市东元(深圳)律师事务所赵波律师接受记者采访时指出， 2015年9月1日，新广告法即将实施，在新广告法第二条中，对于广告发布者的范围，由之前旧广告法规定的“法人或其他经济组织”的范围，已经扩展延伸到了自然人，也就是说，新广告法规定，自然人也属于广告的发布者。
按照新旧广告法中的规定，“通过一定媒介和形式，直接或间接地介绍自己所推销的商品或服务”，就是一种广告的行为。新广告法已经删除了旧广告法中关于涉及“费用”前提，因此，自然人无论是否收取了费用，都不影响其所发布信息，是属于广告的性质。

Russian authorities briefly banned the entire Wikipedia site over a page relating to drug use which the site had refused to edit or delete.
A court in a small town in southern Russia ordered that a Wikipedia page about charas, an Indian form of hashish, be banned as it contained harmful information. Because Wikipedia uses secure https protocol, some internet providers would have to ban the entire website.

Twitter has shut off access to 31 accounts that chronicled and archived the deleted tweets of politicians, diplomats and embassies around the world.
The move follows the social network’searlier blocking of Politwoops US, which archived deleted tweets by American lawmakers.
The Open State Foundation, which oversees the Twitter accounts, was informed by Twitter of the impending ban on Friday night.

Evernote will cease all work on Evernote Food on September 30. Users will still be able to use the apps, but no further updates will be provided by the company, nor will it be possible to sync back to the Evernote service.
Evernote’ssenior director of content and communications Ronda Scott explained the decision to reallocate resources, noting that the core Evernote app and its Web Clipper service are already duplicating the efforts of Food.
