再戳无耻专家2000元人民币比3000美元幸福论

最近这段演讲视频挺火的,主讲人在清华国情研究院的国情讲坛上表示:


“在中国月入2000元人民币比在美国月入3000美元活的舒服得多。”


这位主讲人是经济学家陈平,他是中国研究院高级研究员、复旦大学经济学院兼职教授、北京大学经济学院兼职教授、春秋综合发展战略研究院研究员、复旦大学中国发展模式研究中心研究员、美国哥伦比亚大学资本主义与社会研究中心外籍研究员、美国得克萨斯大学奥斯汀分校量子复杂系统中心访问科学家,曾经以《眉山论剑》节目而在互联网闻名。



他在演讲中的原话是:


“照我的计算,如果我一个月有2000块钱工资,美国还不到1000美元(注:实际上是不到300美元),活的比在美国有3000美元还要舒服得多。所以美国现在在水深火热里面你明白吗?非常简单,美国没有公共交通,像中国这样比如北大和清华很多年轻老师进来了,房子买不起,住得很远,绝对不是三环之内,对不对?五环以外坐地铁过来上班,你在美国没有地铁,怎么办?开汽车,开汽车你得花多少钱?保险什么你都算起来...所以美国现在才叫水深火热里面。”



你认同他的说法吗?我们下面就较真一下,摆事实讲道理,看看这个说法到底是不是站得住脚。


汇率和购买力的区别


对收入水平准确客观的理解,应该考察收入和物价两个因素。


不少中国网民看到月入3000美元,会潜意识地乘上美元兑人民币汇率(7左右),得到的结果是2.1万人民币,这个数字在中国属于比较高的收入。但直接乘汇率的做法是不科学的,因为美国人赚的是美元,花的也是美元,美国不少消费品和服务(尤其是人工相关)的费用远高于中国,所以3000美元在美国是不如2.1万人民币在中国耐用的。


那应该怎么衡量3000美元在美国的实际购买力呢?我们需要看购买力平价下的汇率。比如说一个同样大小的汉堡在美国卖4美元,在中国卖20元人民币,那么针对汉堡这个商品,应该是5人民币= 1美元,而不是市场汇率下的7:1,购买力平价汇率就是纳入了所有消费品,根据不同消费品权重综合计算出来的一个汇率,在OECD(经合组织)数据库,就有完整的数据供我们参考。

我们可以很清楚地看到,2000年时,1美元在美国的购买力只相当于2.72人民币在中国的购买力(尽管当时汇率是8.2),这些年来,中国物价上涨比美国快,所以到了2017年,1美元在美国的购买力相当于4.18人民币在中国的购买力,人民币的实际购买力还是比7左右的汇率更值钱。


如果用2017年的标准来看,3000美元在美国的生活体验和3000乘以4.18即12540人民币在中国的生活体验是一样的,这个数字明显远超陈平所说的2000元人民币,说2000人民币好过3000美元确实无从谈起,被数据打肿了脸。


美国国情的误读


在这段演讲中,主讲人以公共交通的差异判定月入2000人民币强于3000美元。那么,美国真的没有地铁吗?其实是有的,各个城市根据需要建设地铁,个别城市(例如纽约)地铁密度非常高,高过中国大多数城市,在市中心部分区域,同一个方向有平行的好几条地铁线运作。

纽约在美国算是一个特例,因为纽约人口密度和建筑密度大,交通的拥堵和高昂的停车费让纽约市民对公共交通依赖更强。


假设有一个单身年轻人,一个月收入3000美元,这个年轻人跑到距离市纽约中心曼哈顿较远的皇后区与室友合租一个卧室(大约每月700美元租金),剩下的2300美元即使在纽约,还是可以过上温饱生活;但如果2000人民币在北上广深,那可能就要饿肚子了。


除了纽约这种特大城市,其他大多数美国城市的通勤都更依赖汽车,所以大多数美国城市确实没有地铁,因为可以开车。



下一个问题来了,美国开车成本高吗?


真实情况是,如果要对比两国生活中各类消费的成本,开车可能是美国成本相对最低而且体验相对最好的一项。


先看看车价,我在美国二手车网站cars.com上搜索洛杉矶周边的二手凯美瑞(这款车一般被认为是北美常用的买菜车,代表性比较强),车源很多,随手贴一个。1.3万美元可以买一辆2017款的,里程为3.16万英里(5.05万公里)、车况极佳(Great)、而且CARFAX车辆报告清晰透明的二手车。

如果经济条件好,直接上新车,凯美瑞的价格优势不算明显(起步价2.44万美元),但美国高端车(尤其是SUV)的性价比极高,宝马X5起步价5.89万美元、保时捷卡宴起步价6.68万美元。当然,我们这里的讨论是基于月入3000美元的美国中低收入者,而不是富裕的中国新移民,所以还是看二手买菜车为标准。


再看看用车成本,据统计,美国平均车险费用(每年)不到1000美元,平均到每个月就是83美元,83美元对于一个人3000美元的月收入来说并不算什么难以负担的开支。

另外,美国任何城市买车不存在摇号拍号、没有限行、绝大多数高速公路没有路费;全美87号汽油(油品强于中国95号)的平均价格不到2.2美元/加仑,约合0.58美元/升(4.06元人民币/升)。

所以陈平拿公共交通来定义2000人民币要比3000美元舒服纯属强行造谣。中美公共交通和私家车的结构性差异来自于两国不一样的国情,中国城市人多地少,必须要有高密度的公共交通,如果家家户户都开私家车出门,马路和停车场都不够用,所以即使是经济发达的香港,也是出门坐地铁,下楼有车站、书店、超市这样的垂直式生活,这种模式发展到极致确实也是很方便的。


美国那种出门上车、到点下车的方式很奢侈,但人家用得起,客观条件允许,我们也无话可说。在一些美国大城市,高速公路双向超过10个车道,每个方向会留有一条carpool车道,只有车上乘员超过2人时才可以用这条道,在上下班高峰期,你可以常常看到其他车道被占满甚至堵车,但这条carpool车道空得很,这说明绝大多数车上都只有一个人,说奢侈是真的奢侈,但也真的很爽,人家用车成本低,凭什么不奢侈一下?

做好事,说真话


文章开头这段视频的演讲者陈平早年还是不错的,由于他不一样的理学背景,对一些经济问题的理解角度比较独特。


不过这个中国月入2000人民币好过美国月入3000美元明显是哗众取宠,作为物理学出身的经济工作者、而且还有着高学历高智商、在美国有长时间丰富生活经历的这样一个人,不可能不知道这个说法有多荒谬。


尽管如此,他还是当着清华大学无数师生的面把这样的反智信息传播出去了,其目的恐怕是抢夺日益粉红化和脑残化的互联网观众,毕竟在今天的市场里,流量就是一切,人民币它不香吗?但作为一个有名的学者和专家,人格的价值是用钱不能衡量的。


公众人物影响力大,又得到无数人的信赖和效仿,更应该以做好事和说真话作为自己做人和工作的底线,如果说不了真话,你也可以选择不说话。否则无论你今天多么得志,互联网的记忆总有一天会让你臭名昭著,放弃良知的人才会哗众取宠。

They had arrived in San Francisco, where their ship was decommissioned, and Paul bet that he would find himself a wife within two weeks. He was a taut, tattooed engine mechanic, six feet tall, with a passing resemblance to James Dean. But it wasn’t his looks that got him a date with Clara Hagopian, a sweet-humored daughter of Armenian immigrants. It was the fact that he and his friends had a car, unlike the group she had originally planned to go out with that evening. Ten days later, in March 1946, Paul got engaged to Clara and won his wager. It would turn out to be a happy marriage, one that lasted until death parted them more than forty years later. Paul Reinhold Jobs had been raised on a dairy farm in Germantown, Wisconsin. Even though his father was an alcoholic and sometimes abusive, Paul ended up with a gentle and calm disposition under his leathery exterior. After dropping out of high school, he wandered through the Midwest picking up work as a mechanic until, at age nineteen, he joined the Coast Guard, even though he didn’t know how to swim. He was deployed on the USS General M. C. Meigs and spent much of the war ferrying troops to Italy for General Patton. His talent as a machinist and fireman earned him commendations, but he occasionally found himself in minor trouble and never rose above the rank of seaman. Clara was born in New Jersey, where her parents had landed after fleeing the Turks in Armenia, and they moved to the Mission District of San Francisco when she was a child. She had a secret that she rarely mentioned to anyone: She had been married before, but her husband had been killed in the war. So when she met Paul Jobs on that first date, she was primed to start a new life. Like many who lived through the war, they had experienced enough excitement that, when it was over, they desired simply to settle down, raise a family, and lead a less eventful life. They had little money, so they moved to Wisconsin and lived with Paul’s parents for a few years, then headed for Indiana, where he got a job as a machinist for International Harvester. His passion was tinkering with old cars, and he made money in his spare time buying, restoring, and selling them. Eventually he quit his day job to become a full-time used car salesman. Clara, however, loved San Francisco, and in 1952 she convinced her husband to move back there. They got an apartment in the Sunset District facing the Pacific, just south of Golden Gate Park, and he took a job working for a finance company as a “repo man,” picking the locks of cars whose owners hadn’t paid their loans and repossessing them. He also bought, repaired, and sold some of the cars, making a decent enough living in the process. There was, however, something missing in their lives. They wanted children, but Clara had suffered an ectopic pregnancy, in which the fertilized egg was implanted in a fallopian tube rather than the uterus, and she had been unable to have any. So by 1955, after nine years of marriage, they were looking to adopt a child. Like Paul Jobs, Joanne Schieble was from a rural Wisconsin family of German heritage. Her father, Arthur Schieble, had immigrated to the outskirts of Green Bay, where he and his wife owned a mink farm and dabbled successfully in various other businesses, including real estate and photoengraving. He was very strict, especially regarding his daughter’s relationships, and he had strongly disapproved of her first love, an artist who was not a Catholic. Thus it was no surprise that he threatened to cut Joanne off completely when, as a graduate student at the University of Wisconsin, she fell in love with Abdulfattah “John” Jandali, a Muslim teaching assistant from Syria. Jandali was the youngest of nine children in a prominent Syrian family. His father owned oil refineries and multiple other businesses, with large holdings in Damascus and Homs, and at one point pretty much controlled the price of wheat in the region. His mother, he later said, was a “traditional Muslim woman” who was a “conservative, obedient housewife.” Like the Schieble family, the Jandalis put a premium on education. Abdulfattah was sent to a Jesuit boarding school, even though he was Muslim, and he got an undergraduate degree at the American University in Beirut before entering the University of Wisconsin to pursue a doctoral degree in political science. In the summer of 1954, Joanne went with Abdulfattah to Syria. They spent two months in Homs, where she learned from his family to cook Syrian dishes. When they returned to Wisconsin she discovered that she was pregnant. They were both twenty-three, but they decided not to get married. Her father was dying at the time, and he had threatened to disown her if she wed Abdulfattah. Nor was abortion an easy option in a small Catholic community. So in early 1955, Joanne traveled to San Francisco, where she was taken into the care of a kindly doctor who sheltered unwed mothers, delivered their babies, and quietly arranged closed adoptions. Joanne had one requirement: Her child must be adopted by college graduates. So the doctor arranged for the baby to be placed with a lawyer and his wife. But when a boy was born—on February 24, 1955—the designated couple decided that they wanted a girl and backed out. Thus it was that the boy became the son not of a lawyer but of a high school dropout with a passion for mechanics and his salt-of-the-earth wife who was working as a bookkeeper. When Joanne found out that her baby had been placed with a couple who had not even graduated from high school, she refused to sign the adoption papers. The standoff lasted weeks, even after the baby had settled into the Jobs household. Eventually Joanne relented, with the stipulation that the couple promise—indeed sign a pledge—to fund a savings account to pay for the boy’s college education.
