他们倒在了回家的地铁上

7月21日凌晨4点,郑州市公布一则暴雨消息:困在郑州地铁五号线的500多名乘客中,12人经抢救无效死亡,5人受伤。


而在20日夜间报道中,轨道宣传部门曾告诉媒体:乘客没有生命危险。但死亡事件还是发生了,他们本来有没有可能逃生,这个强烈疑问萦绕人们心头。
 
郑州地铁五号线的事件现在还很难定性,从媒体接收到的信息看,郑州本轮暴雨内涝强度极大,超出了地铁设计标准,挡水墙被冲破洪水直抵显露区间,短时间导致地铁停运,水漫车厢,遇难乘客很可能因为缺氧窒息。而在郑州暴雨普遍急难的情况下,重组救援力量未能赶得上危难者急需。

五号线被洪水逼停在地下,乘客经历了三个小时以上的惊魂时刻。乘客在信号仅存的时刻对外发出求救视频,但见车厢内洪水已经漫至成年人肩膀,他们惶惶无主,令人揪心。

五号线陡变生死线,叫人郁结难忍。

 
在地面汹涌洪水中,12名乘客本是要回家或去往安全所在,却殒命地下,这种反差与遗憾实在叫人心痛。

一个自然而然的疑问是,这12名死难者有没有可能躲过死神?如果在抢险预案、救援安排任何一个环节更为用心用力,是否就能避免?

从可信的报道渠道看,地铁方面在预防本次河南全境、郑州全域的特大暴雨洪涝上,确实是有所安排。

但事实也证明,在如此大的暴雨内涝前,单靠地铁人员兼职的防洪救灾势单力薄——

如果预先能调配专门力量充实地铁救援,会不会不一样?如果地铁在收到多次红色预警后果断停运,会否避免或减少死亡?
 
拉一下时间线,有些疑问很难消除——

  • 7月20日当天,郑州气象局共发布暴雨红色预警(一级/特别严重)6次,分别为01时08分、06时02分、09时08分、11时50分、16时01分、21时32分。
  • 15时30分,郑州地铁关闭首个出入口,而波及五号线的关闭站点是在第五个红色预警发布40分钟后
 
综合《南方周末》的报道,郑州地铁公司没有权限关闭地铁站,因为这是“社会事件”,必须上报请示。


那么,在红色预警频密发布、地面洪涝此起彼伏的状况下,究竟是谁、按照什么程序、因为什么原因继续保持五号线运营?决策者与五号线车厢的乘客之间,究竟产生了怎样的隔阂,最终导致天人相隔?

强调河南与郑州本次暴雨千年不遇,只能说明天灾之大,但不要忘记,现在是21世纪,是在新一线省会城市的郑州,防洪救灾能力何以不敷使用,仅仅强调老天爷的因素是远远不够的。

这12名遇难的郑州市民不是死于旷野,而是死在号称建设“海绵城市”的大城市,是在科技含量高的地铁线上,这就很耐人寻味。
 

在500名受困乘客、12名遇难乘客与大洪水之间,本应该有多层防御来保卫安全,包括但不限于:

整个城市重点实施的救急预案,针对地铁的实时救援专用力量,各个救援系统间相互应急调整的弹性,等等。

暴雨无论多大,人力及科技加持的可以动态应对,但在五号线悲剧中,以上方案、举措、力量皆未能避免悲剧。


郑州五号线在大暴雨中飘摇,见证了城市基础设施在抵御自然灾害上脆弱、致命的一面。

地铁设计中的安全阈值,似乎都无法按照最坏的终极情况来设计,但救灾防涝的机制弹性,本可以保持在弹性良好的应对状态,以机动性、科技性弥补硬件不足,而不是面对12人的地铁逝者,一味哀叹水灾千年不遇。

目前,河南及郑州仍陷在防灾救灾的紧急状态中,祈愿万众平安。

暴雨导致的信息混乱局面下,郑州地铁五号线的悲剧通过社交媒体广为传播,车厢内的窒息感让即使安全地带的人们也能感同身受。

这不只是关乎郑州、河南防灾基础力量的追问,也关乎更大范围内公共安全屏障的叩问,只有反思进取才能避免悲剧的重复。


写在死里逃生后

今天郑州暴雨,下午四点物业通知要停电所以需要尽快下班,我和同事下楼后发现门口积水已到膝盖,同事说硬着头皮过吧,我犹豫了一下不敢过,所以没有过去,又等了一个多小时终究还是不想在公司留宿,还是趟着到大腿的水过去了。

刚坐上地铁以为噩梦结束了,结果地铁刚过了一站,开往第二站的时候就停在中间了!走不动了,车厢就开始慢慢的往里渗水,但是还不太多,我们就在等怎么办?所有人都傻了,后天地铁的工作人员安排我们慢慢撤离,刚走了没多远,又要求我们回去,因为前方的水全部漫过来了,等全部人员上车后车厢的水已经到腰部了。

可是噩梦还没有结束,车外面的水一直在涨,也一直在从门缝里往里渗着,慢慢的水越来越多,我们能站在座位上都站在座位上,最后站在座位上水都到胸口了,我真的害怕了,可是最恐怖的不是水而是车厢里的空气越来越少,好多人都出现了呼吸困难的症状。

我听到一个阿姨给家人交代银行卡号,交代家里的事情,我想我是不是也要交代一下呢?当时想联系的人很多说的事情也很多,但是最后都没有说出口,只能给妈妈发了一句,妈妈我可能快不行了,我有点害怕,但是妈妈回过来电话我也不知道说啥只说还在等救援,就挂了。


从六点到八点半一直都处在崩溃的边缘,慢慢的也不用崩溃了,因为我也因为缺氧晕倒了,就在这个时候我妈妈给我打个电话,手机的震动叫醒了我,和妈妈说了两句,有个救援队的叔叔联系上了。


我告诉他我们缺氧快不能呼吸了,叔叔说救援队都到了正在想办法,就在这个时候车顶传来了救命的脚步声,有人来了,消防队的叔叔在使劲的砸车厢的玻璃,一下两下无数下,终于砸开了两扇玻璃,有空气了,我们可以恢复呼吸了!

然后就听到车厢前面传来越来越多的声音,救援队终于来了,真正遇到生死的时刻才更能体现人性的美好,这么长时间肯定有很多人熬不住了,到处可以听见互相安慰的声音,有获救的机会了,每个人都在喊着让晕倒的人先走。

两个男生架着一个晕倒的人,每个人都上去扶一把将每个晕倒的人都先救出去,然后所有的男生说女生先走,然后男生真的站在两边等着让女生先走,即使是情侣都放开了彼此的手,让女生先走,男生们在后面一个拉着一个女生走,我头晕走不动了。

不管停在哪里,不管男生女生都会说一句,你靠着我就可以,看看好多男生和消防员叔叔一直都泡在水里,接应一个又一个女生出去,真的是觉得很庆幸,生在华夏生在一个有爱的国度,遇到善良可爱的人,这是我有生以来第一次离死亡那么近。

原来只是嘴上说说谁知道明天和意外哪个先来,这次真的是遇到了,原来意外真的会来,真的是害怕了,如果今天真的出不来了,我会很后悔,后悔有太多的事情没有做,后悔太多人没有见,再也不能吃我最爱的麻辣火锅了,更后悔没有和爸爸妈妈、奶奶弟弟说句我爱你们!

死里逃生后这种感觉更加深刻,既然幸运的我活下来了那么以后一定要好好的享受生活,好好的珍惜眼前的人和事!好多人发信息关心我,十万分地感谢大家!谢谢!

He was deployed on the USS General M. C. Meigs and spent much of the war ferrying troops to Italy for General Patton. His talent as a machinist and fireman earned him commendations, but he occasionally found himself in minor trouble and never rose above the rank of seaman. Clara was born in New Jersey, where her parents had landed after fleeing the Turks in Armenia, and they moved to the Mission District of San Francisco when she was a child. She had a secret that she rarely mentioned to anyone: She had been married before, but her husband had been killed in the war. So when she met Paul Jobs on that first date, she was primed to start a new life. Like many who lived through the war, they had experienced enough excitement that, when it was over, they desired simply to settle down, raise a family, and lead a less eventful life. They had little money, so they moved to Wisconsin and lived with Paul’s parents for a few years, then headed for Indiana, where he got a job as a machinist for International Harvester. His passion was tinkering with old cars, and he made money in his spare time buying, restoring, and selling them. Eventually he quit his day job to become a full-time used car salesman. Clara, however, loved San Francisco, and in 1952 she convinced her husband to move back there. They got an apartment in the Sunset District facing the Pacific, just south of Golden Gate Park, and he took a job working for a finance company as a “repo man,” picking the locks of cars whose owners hadn’t paid their loans and repossessing them. He also bought, repaired, and sold some of the cars, making a decent enough living in the process. There was, however, something missing in their lives. They wanted children, but Clara had suffered an ectopic pregnancy, in which the fertilized egg was implanted in a fallopian tube rather than the uterus, and she had been unable to have any. So by 1955, after nine years of marriage, they were looking to adopt a child. Like Paul Jobs, Joanne Schieble was from a rural Wisconsin family of German heritage. Her father, Arthur Schieble, had immigrated to the outskirts of Green Bay, where he and his wife owned a mink farm and dabbled successfully in various other businesses, including real estate and photoengraving. He was very strict, especially regarding his daughter’s relationships, and he had strongly disapproved of her first love, an artist who was not a Catholic. Thus it was no surprise that he threatened to cut Joanne off completely when, as a graduate student at the University of Wisconsin, she fell in love with Abdulfattah “John” Jandali, a Muslim teaching assistant from Syria. Jandali was the youngest of nine children in a prominent Syrian family. His father owned oil refineries and multiple other businesses, with large holdings in Damascus and Homs, and at one point pretty much controlled the price of wheat in the region. His mother, he later said, was a “traditional Muslim woman” who was a “conservative, obedient housewife.” Like the Schieble family, the Jandalis put a premium on education. Abdulfattah was sent to a Jesuit boarding school, even though he was Muslim, and he got an undergraduate degree at the American University in Beirut before entering the University of Wisconsin to pursue a doctoral degree in political science. In the summer of 1954, Joanne went with Abdulfattah to Syria. They spent two months in Homs, where she learned from his family to cook Syrian dishes. When they returned to Wisconsin she discovered that she was pregnant. They were both twenty-three, but they decided not to get married. Her father was dying at the time, and he had threatened to disown her if she wed Abdulfattah. Nor was abortion an easy option in a small Catholic community. So in early 1955, Joanne traveled to San Francisco, where she was taken into the care of a kindly doctor who sheltered unwed mothers, delivered their babies, and quietly arranged closed adoptions. Joanne had one requirement: Her child must be adopted by college graduates. So the doctor arranged for the baby to be placed with a lawyer and his wife. But when a boy was born—on February 24, 1955—the designated couple decided that they wanted a girl and backed out. Thus it was that the boy became the son not of a lawyer but of a high school dropout with a passion for mechanics and his salt-of-the-earth wife who was working as a bookkeeper. Paul and Clara named their new baby Steven Paul Jobs. When Joanne found out that her baby had been placed with a couple who had not even graduated from high school, she refused to sign the adoption papers. The standoff lasted weeks, even after the baby had settled into the Jobs household. Eventually Joanne relented, with the stipulation that the couple promise—indeed sign a pledge—to fund a savings account to pay for the boy’s college education.
