Travel From Shanghai Restricted in 6 Cities

• Up to November 13th, 2020, three regions of China, namely Tianjin, Shanghai and Anhui, have reported the local confirmed cases of COVID-19. 


• Thus, are residents with a history of living/traveling in Shanghai required to undergo a 14-day quarantine and carry out the nucleic acid test while going to other cities?


• Below are the official responses.


Per the local government of China, there are different anti-epidemic measures in different cities for people from Shanghai.


 Shanghai ≠ Medium-Risk Areas 


Above all, we should make it clear that there are 4 high-risk areas and 5 medium-risk areas in China, while others are all low-risk areas. Particularly, there is only one place in Shanghai that is the medium-risk area, which is the Yingqian village in Zhuqiao Town. 


Why is there a Red Warning in Shanghai & Tianjin?


Since November 10, 2020, it was noticed by Shanghai residents that "Shanghai" in the "itinerary card" of their health codes turned red, and many of them are concerned that their trips will be affected. As for this, the Ministry of Industry and Information Technology of PRC responded via their official WeChat Account, claiming that the names of cities with medium-and-high-risk areas would be marked in red on the itinerary cards but it is only for reference, which is not related to health conditions of residents, that is to say their itinerary is basically unaffected.



 Anti-Epidemic Measures of 6 Major Cities 


According to the local CDC, the following are the anti-epidemic measures taken by six major cities, namely Beijing, Shenzhen, Guangzhou, Nanjing, Hangzhou and Chongqing, for personnel from Shanghai.


Anti-Epidemic Measures in Beijing


Per the Beijing government, Beijing will strictly control the entry of personnel from medium-risk areas, requiring all to hold a negative nucleic acid test certificate within 7 days before arriving. While those who from low-risk areas need to provide the green code of Health Kit (Jiankang Bao), and under the premise of normal temperature measurement and good personal protection, they can go anywhere in Beijing.


Anti-Epidemic Measures in Shenzhen


As per the Shenzhen CDC, people from low-risk areas in Shanghai only need to provide the green code of Shenzhen and make their own health declaration on the official WeChat platform, named iShenzhen i深圳 before arriving, without requiring nucleic acid detection and quarantine. While for those who have been living/traveling in medium-risk areas within 14 days, nucleic acid testing will be conducted upon arrival, and home-based quarantine will be implemented according to the specific circumstances.


Anti-Epidemic Measures in Guangzhou


Per the Guangzhou CDC, people from low-risk areas in Shanghai only need to provide the necessary green code to travel normally. However, those who have been living/traveling in medium-risk areas within 14 days, nucleic acid testing will be conducted upon arrival, and home-based quarantine will be implemented according to the specific circumstances.


Anti-Epidemic Measures in Hangzhou


According to the Hangzhou government, people from low-risk areas in Shanghai who come to Hangzhou can travel normally by holding the green Hangzhou Health Code, while those from medium-risk areas who come to Hangzhou need to hold a negative nucleic acid test within 7-day before coming to Hangzhou, and without isolation.


Anti-Epidemic Measures in Nanjing


Per Nanjing CDC, personnel who have a trip to Yingqian village of Zhuqiao town in Shanghai within 14 days shall be required to carry out nucleic acid detection and undergo a 14-day isolation. Other personnel from Shanghai can flow freely and orderly with the green health code without providing nucleic acid test certificate.


Anti-Epidemic Measures in Chongqing


Per the local CDC, personnel from medium-risk areas in Shanghai shall provide the negative certificate of nucleic acid test within 7 days before arriving, and no need for isolation.


Tips for Shanghai Travellers


However, it is worth noticing that the requirements for the check-in personnel from Shanghai could vary from hotels to hotels. Some hotels ask all visitors from Shanghai to provide a negative nucleic acid test within 7 days. Therefore, it is suggested that Shanghai visitors who need to travel to another cities, take along a negative nucleic acid test report done within 7 days and consult the local policies and hotel requirements with relevant departments before traveling.
