中国在应对气候变化方面取得了显著进展,并承诺碳排放在2030年达到峰值。本次讲座将通过邀请国际货币基金组织(IMF)财政监测负责人分享IMF最新的财政监测报告,来阐述减轻气候变化以及中国在这方面的角色及相关问题。该报告强调了使用碳税或类似的定价方案(例如排放交易系统)来实施气候减缓战略,提供了一个定量框架,以了解其影响与其他政策的取舍。在政治上难以提高能源价格的情况下,选择其他替代方法,例如向高污染者收取费用,并向清洁能源的用户退税,可以发挥重要作用。同时,该报告估计了碳定价和收入重新分配对家庭不平等的影响,并讨论了促进清洁技术投资的支持措施。

IMF Financial Monitoring Report
How to Mitigate Climate Change?

China has made notable progress in tackling climate change and has committed to have carbon emission peaking by 2030. This seminar will give an overview of the recent IMF Fiscal Monitor on how to mitigate climate change and on issues particularly relevant for China. It emphasizes the case for using carbon taxes, or similar pricing schemes such as emission trading systems, to implement climate mitigation strategies. It provides a quantitative framework for understanding their effects and trade-offs with other instruments. Alternative approaches, like “feebates” to impose fees on high polluters and give rebates to cleaner energy users, can play an important role when higher energy prices are difficult politically. The report estimates the consequences of carbon pricing and redistribution of its revenues for inequality across households, along with a discussion on supporting measures to promote clean technology investments.

Presenter:Catherine Pattillo is an Assistant Director in the International Monetary Fund’s Fiscal Affairs Department and chief of the Fiscal Policy and Surveillance Division, responsible for the IMF’s Fiscal Monitor. She holds a Ph.D. in economics from Yale University and has taught at Oxford University. Since joining the Fund, she has worked in the Research Department and on countries in Africa and the Caribbean, and the Strategy, Policy and Review Department.
