The pilots had interrupted the takeoff in line with procedures after experiencing an abnormality, CAAC said in a statement, leading to an engine scrape and fire after the plane veered off the runway.
Emergency plans were activated and investigators rushed to the scene, the aviation regulator added.
The incident came less than two months after the deadly crash of a China Eastern Airlines plane led CAAC to launch sector-wide inspections to find potential safety lapses.
Unverified video on social media showed a Tibet Airlines plane, a subsidiary of Air China, with heavy smoke and flames pouring from the left side of the aircraft as passengers and crew walked away.
Chongqing Jiangbei International Airport said the aircraft caught fire at 8:09 a.m. local time (0009 GMT).
Evacuation slides, which can often cause minor injuries, were deployed, according to unverified photos on social media.
The plane involved is a nine-year-old A319, one of the smallest versions of the A320 family. It is powered by CFM56 engines from CFM International, a joint venture between General Electric and Safran, according to Airfleets.net.
Airbus said it was aware of media reports about the incident and was making all efforts to assess the situation.
Tibet Airlines is a regional airline based in Lhasa. It has a fleet of 39 planes, including 28 A319s, according to Airfleets.net.
On March 21, a China Eastern Airlines Boeing 737-800 with 132 people on board crashed in mountains in southern China, killing everyone on board. So far there have been few clues about the cause of the accident.
The tragedy shocked a country which had one of the best airline safety records in the world and whose aviation industry was over the past decade, prior to COVID, one of the world's fastest growing markets by passenger traffic.

China’s aviation regulator says it is investigating why a Tibet Airlines plane veered off the runway and burst into flames during takeoff Thursday, injuring dozens of people.
The front of the Airbus SE A319 aircraft was engulfed in flames and enveloped by thick black smoke, footage posted on social media showed. Passengers carrying bags and other items were seen on the tarmac running away from the burning jet.
While all 113 passengers and nine crew onboard the flight were safely evacuated, according to a Tibet Airlines statement posted on Weibo, 36 were taken to the hospital with minor injuries, the Civil Aviation Administration of China said.
The plane suffered “abnormalities” and the takeoff was aborted, Tibet Airlines said, without elaborating. The carrier is a subsidiary of state-owned national carrier Air China Ltd.
The plane was due to fly from Chongqing in China’s southwest to Nyingchi in Tibet. Flights are now arriving and departing Chongqing as normal, the airport said. However, the CAAC said one one runway was closed, while two were operating normally.
The nine-year-old aircraft was powered by CFM56 engines from CFM International -- a joint venture between General Electric Co. and France’s Safran SA, according to Planespotters.net.
Airbus China spokesman Michael Shen said: “We are aware of the media reports. All efforts are now going toward assessing the situation.”
CFM didn’t immediately reply to requests for comment.
The incident comes less than two months after a China Eastern Airlines Corp. plane crashed in the southwestern province of Guangxi, killing all 132 passengers and crew.
