Invitation to Join the Hainan Free Trade Port Policy Webinar

The development of Hainan as a Free Trade Port is a major national strategy in China’s reform and opening-up and has been planned, deployed and promoted by President XI Jinping himself. Hainan aims to become a leading example of China’s opening-up. On 1st June 2020, the Chinese government officially released the Master Plan for the Construction of Hainan Free Trade Port, which is by far the most favorable integrated policy framework China has ever announced to the world. Since then, it has captured the attention of industrial and commercial circles worldwide that hope to speed up business in Hainan and share new opportunities that come with the Free Trade Port.

建设海南自由贸易港，是中国国家主席习近平亲自谋划、部署、推动的中国改革开放重大战略。海南自贸港将对标全球最高水平的开放形态，打造中国对外开放新高地。今年6月1日，《海南自由贸易港建设总体方案》正式向全球发布，标志着海南自贸港正式启航，全球各国工商界对此高度关注，希望抓紧布局海南，共享自贸港新机遇。海南自贸港实施“零关税、低税率、简税制、更自由”的特殊税收政策制度，并将在2025年前实现全岛封关运作，到那时，除了少数特殊商品外，绝大部分进口商品将实现零关税。

Hainan Free Trade Port implements a preferential taxation policy framework featuring zero tariffs, low tax rates, a simplified taxation system and greater freedom and flexibility. The island-wide special customs clearance operation shall be started no later than 2025. By then, a zero-tariff policy shall apply on virtually all imported goods except for a few special items. To share new opportunities with the world and to create a new platform for win-win cooperation between global businesses and Hainan Free Trade Port, the Chinese Ministry of Commerce and the People's Government of Hainan Province are going to hold the China International Consumer Products Expo in Hainan in the first half of each year starting from 2021. The expo will be China’s only national-level exhibition focusing on imported consumer products.

为了与世界共享海南自由贸易港新机遇，打造合作共赢新平台，中国商务部和海南省人民政府将从2021年起每年上半年在海南举办中国国际消费品博览会，邀请全球知名消费品品牌参展，搭建各类奢侈品通过免税方式进入中国高端消费市场的渠道，同时将举办全球免税奢侈品峰会或论坛，探讨全球免税消费海南自贸港新机遇。这将是中国唯一以进口消费品为主题的国家级展会。

The establishment of Hainan Free Trade Port offers huge potential to UK companies, particularly in regards to opportunities in the financial services, Duty free Consumer Goods, Trading, Education, Cultural & Tourism, and Medical Service & Pharmaceuticals sectors.

To help China-Britain Business Council ("CBBC") members better understand the preferential policy and the opportunities offered by Hainan Free Trade Port, CBBC will be running a webinar briefing, inviting officials from Hainan Provincial Bureau of International Economic Development (Hainan "IEDB") and related departments of the Province to interpret the  policies, and  answer questions and queries from the audience.

海南自由贸易港建设为英国企业特别是在金融服务、免税消费品、贸易、教育、文化旅游、医疗服务和制药领域中提供了巨大的潜力。为了帮助英中贸易协会（“CBBC”）会员更好了解海南自贸港的优惠政策和投资机遇，CBBC将举办网络研讨会，届时将邀请海南国际经济发展局和海南省相关部门的产业负责人为海南自贸港政策做相关说明并解答听众的问题。

Tom Simpson is the Managing Director, China Operations & China Chief Representative at the China Britain-Business Council overseeing our thirteen offices in China based out of Beijing.

Tom has been at the China-Britain Business Council (“CBBC”) since joining in 2013 as Guangzhou Chief Representative, Assistant Director for South China. In 2015, he moved to our Beijing office to take on the role of Director, Creative Industries & Sports, before being promoted to Senior Director, Service Delivery (China), in early 2018 in a role managing all eight of CBBC’s sector teams and a team of 25 in five locations across China.

Tom has previously served as the Chongqing General Manager for the British Chamber of Commerce Southwest China from 2010 to 2011, and General Manager of the British Chamber of Commerce Guangdong from 2011 to 2013, where he was based in Guangzhou.

Tom is originally from Edinburgh and attended Leeds University where he studied Chinese.

赵汤先生现任英中贸易协会中国区总裁兼中国首席代表，常驻北京办事处并负责监管协会在中国的13个办事处。

2013年，赵汤先生加入英中贸易协会（“CBBC”），并担任广州办事处的首席代表及华南区副总监。2015年，他调任至英中贸易协会北京办事处担任创意产业与体育行业总监一职，并于2018年初晋升为中国区服务提供高级总监，负责管理CBBC在中国五个地区由25人组成的八大行业团队。

此前，赵汤先生曾于2010年至2011年担任中国西南英国商会重庆总经理。2011年至2013年在广州担任广东英国商会总经理。

赵汤先生来自英国爱丁堡，曾在利兹大学学习中文。

Mr HAN ShengJian, the current Director General of Hainan Provincial Bureau of Intentional Economic Development ("IEDB"), once served as Deputy Director General of Foreign Trade Development Bureau of the Ministry of Commerce of the People’s Republic of China.

Mr HAN Shengjian holds an international MBA degree of National Development Institute of Peking University.
