2015年7月31日，由长江国际商会会员单位海通证券独家主承的湖北省首支小公募公司债——天风证券股份有限公司2015年公司债券（简称“15天风债”）在上海证券交易所成功发行。该期债券的发行规模12亿元，期限为3年，发行人天风证券主体信用等级和本期债券的信用等级均为AA。

31 July 2015, TF securities debenture 2015, a smallpublic offering corporate bond managed by YRIC member Haitong Securities, hasbeen successfully issued at Shanghai Stock Exchange. The debenture has a maturityof 3 years and its scale has reached 1.2 billion RMB. The issuer, TF securities,is an AA company both in corporate credit rating and bond credit rating.

15天风债是自2015年1月15日证监会出台新的《公司债券发行与交易管理办法》、允许非上市公司发行公司债券以来湖北省首支小公募公司债券，本期债券自主承销商海通证券正式提交上市预审核申请材料到获取发行批文仅历时一个多月。同时，主承销商海通证券凭借其强大的销售能力，向投资者全面展现了天风证券的优势，赢得了众多机构投资者的高度认可，为发行人选择最优发行窗口完成本期债券发行工作，使得本期债券发行利率仅为4.23%，甚至低于部分同期发行的AA+级发行人的中期票的融资成本，较同期发行的相同等级、相同期限中期票据利率水平低56BP~347BP，为发行人节省了近2,016万元~12,492万元的融资成本，赢得了发行人的高度认可和极大好评。

Securities debenture 2015 is the first small public offering corporate bond in Hubei Province under thenewly issued Issuance and Trade of Bonds. It only took about one month for TF Securities to finish the legal procedure for the debenture.The excellent performance of TF Securities has won appreciations and trust from major financial institutions and investors. TF Securities chose the best windowto issue the debenture for its issuer.The interest rate for the issuance of the debentureis only 4.23%,which is lower than the financing costs of MTN (Medium-term Note) issued by someAA+ issuers at the same period. Compared with MTN issued at thesame period and with similar maturity, the interest rate of TF Securities debenture 2015 is 56BP~347BP lower, which means it saved 20.16 millionto 124.92 million for its issuers.
