April 1 this year marks the two-year anniversary of the official establishment of China (Hubei) Pilot Free Trade Zone (hereafter referred to as “Hubei FTZ”). During the two years, its three sub-areas, in Wuhan, Xiangyang and Yichang witnessed striking development.
In three consecutive days from today, a series of reports focusing on the accomplishments and effective exploration of Hubei FTZ in the two years will be published, so please stay tuned.
2017年4月1日，中国（湖北）自由贸易试验区正式挂牌。
武汉自贸片区实施范围为70平方公里，以中国光谷为主体，含武汉东湖综合保税区5.41平方公里。它既是东湖国家自主创新示范区的核心区域，也是湖北自贸区面积最大的板块和最成熟的区域，重点发展新一代信息技术、生命健康、智能制造等战略性新兴产业，以及国际商贸、金融服务、现代物流、检验检测、研发设计、信息服务、专业服务等现代服务业。
The Wuhan area of China (Hubei) Pilot Free Trade Zone officially opened on April 1 in the East Lake High-tech Development Zone (also known as Optics Valley), denoting Optics Valley and Wuhan as the official free-trade zone. The Wuhan area occupies 70 square kilometers and is the largest and most fully developed part of Hubei FTZ. It concentrates on strategic emerging industries such as new information technologies, life and health and intelligent manufacturing as well as modern service industries such as international trade, modern logistics, inspection and testing, R&D, and information and professional services.
“大胆闯、大胆试、自主改”这九个字如今布满光谷的高新大道沿线，是武汉片区建设者的座右铭。他们不断先行先试，深化“放管服”改革，加快政府职能转变，优化政务服务环境，打造长江经济带世界级产业集群。
"Dare to be adventurous and ready to perform” is the motto of Wuhan area’s developers who have been deepening the reform of "streamline administration, delegating powers, improving regulation and services", accelerating the transformation of government functions, optimizing the service environment for government affairs, so as to build a world-class industrial cluster in the Yangtze River Economic Belt.
先试先行 不断优化政府职能
Reforms Help Optimize Government Functions
2017年3月，武汉市提出“马上办、网上办、一次办”的政务服务改革新要求，光谷率先启动试点。如今在武汉片区，开设一家企业仅需1-2个工作日，产业项目审批仅需25个工作日。
In March 2017, the Optics Valley, where Wuhan area located, took the lead in launching trials to meet the new requirements of the reform of Wuhan municipal government affair service, streamlining the administrative approval procedures.
It started China’s first online verification system for enterprise registration information. Now in Wuhan area, the time it takes to approve setting up a company and an industrial project has been reduced to one to two days and 25 days, respectively.
紧随“三办”改革，武汉片区不断优化政府服务，为保障发展按下快进键 —— 在全省率先推进“证照分离”改革，2018年度办理295件相关改革事项登记业务；优化企业税务注销流程，办理时限从20天压缩至最快只需20分钟；企业出口退税最快仅需1小时；2017年全年，片区实际进口通关时间和实际出口通关时间，分别同比缩短40.3%和42.9%。

Separating business operation permits from business licenses in the province. In 2018, registration businesses on 295 related matters were handled;
Optimizing the process of tax write-off. The processing time is reduced from 20 days to only 20 minutes;
Simplifying the process of export tax rebate. The time was cut to 1 hour;
Shortening the import and export customs clearance. The time of import and export customs clearance in 2017 was shrinking by 40.3% and 42.9%, respectively.
目前，武汉自贸片区共形成改革创新实践案例90余项。其中，“三办改革”等4项已在全国复制推广，“构建科技金融体系服务创新创业”等3项创新举措入选湖北自贸区第一批最佳实践案例，“八双五联”智慧监管模式等10多项改革经验正在全省或湖北自贸区复制推广。
At present, Wuhan area has formed over 90 cases of innovation and reform practices, among which, four in administrative approval and service were promoted and duplicated across the country, three reform measures in financial technology were selected into the first batch of best practice cases and so on.
中山大学自贸试验区综合研究院发布的“2017-2018年度中国自由贸易试验区制度创新指数”显示，在第三批15个自贸片区中，武汉自贸片区制度创新指数位居第二，“政府职能转变”指标排名中，武汉自贸片区位居第一。
According to the 2017-2018 index of institutional reform in China’s FTZ released by SUN-YAT SEN University Free Trade Zone Research Institute, Wuhan area ranked the second among all the third batch of 15 sub-areas in China’s FTZ for institutional reform and the first for government function transformation.
创新驱动 打造新兴产业集群
Innovation Helps Develop Emerging Industrial Cluster
两年来，武汉自贸片区围绕打造长江经济带世界级产业集群，紧盯片区主导产业发展，推进华星光电T4、天马G6一期等重大项目实现量产，国家存储器基地实现设备进场安装并获得首张订单，以小米、海康威视、科大讯飞、奇虎360、小红书、尚德机构等为代表的60多家知名企业总部或“第二总部”先后落户光谷。
During the two years, Wuhan area has been focusing on building a world-class industrial cluster in the Yangtze River Economic Belt. It has promoted the mass production of major projects such as the sixth generation flexible LTPS-AMOLED display panel production line of Wuhan Huaxing Optoelectronics and Phase I of the sixth generation LTPS AMOLED production lines of Tianma Micro-electronics, saw the equipment installation of National Memory Base and its first order, as well as witnessed the settlement of headquarters or second headquarters of over 60 famous enterprises, including Xiaomi, Hikvision, iFLYTEK, Qihoo 360, Xiaohongshu and Suntech.
武汉片区还依托高校资源，探索形成科技成果转化“校内研发-高校周边孵化-大学科技园产业化-高新技术产业区规模化”的“四级跳”发展模式，逐步孕育出多元化、国际化、专业化的创新平台载体。
As the area boasts multiple universities, it explored new development model of the transformation of scientific and technological achievements, gradually giving birth to a diversified, international and professional platform for innovation.
武汉光电工业技术研究院，是武汉东湖新技术开发区和华中科技大学合作共建的一个集技术研发、科技服务与成果转化为一体的创新平台。据了解，目前武汉光电工业技术研究院已累计申请知识产权700余项（含孵化企业），共推动科技成果转移转化项目33项（含转让作价和投资入股），成果转化金额超过2.9亿元；集聚了包括1位 “千人计划”，2位“百人计划”，2位“城市合伙人”，33位“3551光谷人才计划”，6个湖北省双创战略团队在内的高层次人才；培育企业已超百家，其中，瞪羚企业12家，高新技术企业21家，市大数据企业3家，培育企业投后总估值超过40亿元。

After two-year construction, Wuhan area of Hubei FTZ has saw significantly increase in industrial agglomeration. In 2017, it attracted 4 projects stood above 10 billion yuan each, 5 projects stood between 5 to 9.9 billion yuan each while in 2018, up to 63 projects valued above million yuan each and 6 projects valued above 10 billion yuan were brought into the area.
