Work experience:

1. Proof of relentless energy, drive, enthusiasm and persistence for achieving success

As Director General and Deputy Director-General of the International Cooperation Department of the CAE, I have taken strong and active actions follwoing the CAE leadership’s direction for promoting CAE’s international exchange and cooperation.

For example, during the 2014-2016 period, together with my team members, we successfully hosted and organized the International Conference on Engineering Science and Technology, high-lighted by President XI Jinping giving a plenary key-note speech emphasizing the importance and contribution of engineering S&T to human progress. I also got deeply involved in the preparation and convening of the NAE (U.S.)-RAE (U.K.)-CAE (China) initiated the Second Global Grand Challenges Summit held in Beijing in 2015, during which Premier LI Keqiang sent a congratulatory letter. My team and I myself also organized the InterAcademy Medical Panel (IAMP) meeting in September 2016, when Vice Premier LIU Yandong gave a key-note speech. I also worked so hard in designing and planning such bilateral academic workshops as the CAE-CAE/NAE-NAS Workshop on Smart Grid in 2013 and the CAE/RAEng (UK) Symposium on Air Pollution Control and Advanced Manufacturing in 2014 and 2015 respectively.

During my tenure as science officer at the Chinese Embassy in Ireland between 2001-2002, I worked doggedly as facilitator and promoter with both Irish colleagues from Science Foundation Ireland and China’s Ministry of S&T (MOST) to finally succeed in establishing a joint research fund of €1 million for bilateral joint scientific research.

During the working years at the China Association for Science and Technology (CAST), had developed close contact and established in-depth relations with its nearly 170 national level academic and professional associations and societies, where the bulk of academic activities and events have been organized throughout the years.


2. Science diplomacy and scientific exchange

Throughout my career, I have been working at the intersection of international cooperation and scientific exchange for China’s scientific and engineering community with its international peers, and have developed extensive and dynamic network of communication. Our international cooperative partners are the International Council of Academies of Engineering and Technological Sciences (CAETS), the National Academy of Engineering (U.S.A.), the Royal Academy of Engineering (U.K.), Academy of Technological Sciences and Engineering (Australia), German National Academy of Science and Engineering (acatech), and Swedish Academy of Technological Sciences (IVA), Indian National Academy of Engineering, National Academy of Engineering Korea, Engineering Academy Japan etc. Together with scientists and engineers from all these countries, we have actively worked to address such issues as global grand challenges for engineering, nurturing of young engineering talents, and climate change, etc.


3. Personal participation in a number of the CAE strategic research studies

I have actively taken part in a series of the CAE strategic research studies, some of which have been given high praise from the central government and state leaders. I took leadership in preparing and drafting the study on the building of the CAE as a national think-tank of engineering science and technology (2011-2013). I also have a keen and special interest in CAE strategic studies on energy and the environment.

 

l A revolution in China’s energy production and consumption (second phase 2015-to date)

l The building of the CAE as a national think-tank of engineering science and technology (2011-2013);

l Strategic study on clean, efficient and sustainable exploitation and utilization of coal (2012-2014);

l Strategic study on non-conventional natural gas resources in China (2013-2014);

l Strategic study on China’s mid and long-term energy resources development (2012-2014);

l Strategic emerging technologies and industries in China (2013-2015)

l Strategic study on integrated transportation system in China (2011-2012)

A lot of valuable successful experiences from the developed countries such as U.S., U.K., Germany and Japan etc. have been looked at, summarized and recommended for learning in the reports submitted to various government departments and even to the State Council.
