谷歌、高通、英特尔都急了:“特朗普你快解禁华为啊!”

“没有华为咱不行,给个准话行不行?”


上个月底,特朗普曾在大阪G20期间表示,美国企业可以继续向华为出售零件。

“解禁”的态是表了。到底什么时候施行,怎样施行,特朗普政府却一直没有明确说法。


搞得许多美国企业很是焦心:没有华为咱不行,给个准话行不行?


这不,(美国时间)昨天下午,特朗普会见了7家美国科技公司的高管:谷歌、高通、思科、英特尔、美光、西部数字博通。


都是行业大佬。

然后,当着特朗普的面,7家公司的高管一致表态:你说好要解禁华为的,赶紧的吧!

Mr. Trump met on Monday afternoon with the leaders of Google, Qualcomm, Cisco, Intel, Micron, Western Digital and Broadcom to discuss the administration’s ban on Huawei as well as the economy and trade relations with China, the White House said.


白宫表示,特朗普周一下午会见了谷歌、高通、思科、英特尔、美光、西部数字和博通的高管,讨论美国政府对华为的禁令,以及与中国的经贸关系。


The meeting comes as tech companies, including semiconductor firms, continue to push the administration to follow through with Mr. Trump’s promise to ease restrictions on selling chips and other technology to Huawei. 


包括半导体公司在内的科技公司们,正继续推动政府兑现特朗普的承诺,减少对华为出售芯片及其他技术的限制。会见便是在这样的情形中开始的。


The industry has been lobbying the administration to allow a resumption of sales to Huawei after a ban on the sale of American technology that was imposed this year over national security concerns.


今年,出于国家安全考虑,美国禁止公司向华为销售技术。而行业一直在游说政府允许恢复对华为的销售。

这场会见有啥明确的结果,目前尚不清楚。


有没有公司的销售申请获得了批准?商务部表示“不可说”,而参会高管的表态也很模糊。("A Commerce Department spokesman declined to say whether any companies have had applications approved to sell general merchandise. Tech companies said little about the outcome." - NYT)


但至少,根据白宫(当地时间)昨天下午的一份声明,特朗普似乎“点头”了:


In a statement on Monday afternoon, the White House said that chief executives from the companies “requested timely licensing decisions from the Department of Commerce, and the president agreed.”


在周一下午的一份声明中,白宫表示,这些公司的首席执行官们“要求商务部及时做出许可决定,总统也同意了。

先不说具体细节会是怎样,但就特朗普“点头”的表态来看,这些科技公司似乎可以松一口气了。


毕竟,“失去”华为的日子,实在是有点难受啊……



要知道,仅2018年一年,华为就向美国公司购买了多达110亿美元的零部件,说它是高通、英特尔等等的“金主”也不算夸张。("Out of $70 billion that Huawei spent buying components in 2018, some $11 billion went to U.S. firms including Qualcomm, Intel and Micron Technology Inc." - Reuters)


这不,对华为的禁令一出,一些公司直接下调了自己的收入预期——


The ban had an immediate impact on Huawei suppliers like Qorvo, Qualcomm, and Broadcom. 


禁令对华为的供应商Qorvo、高通和博通产生了直接影响。


Qorvo slashed its fiscal 2019 first-quarter revenue guidance by 6%, or $50 million.


Qorvo将2019财年第一季度的收入预期下调了6%,即5000万美元。


The next in line was Broadcom. The company stated that it earned $900 million in revenue from Huawei last year, but it slashed its fiscal 2019 revenue guidance by $2 billion due to the broad-based impact of the Huawei ban.


接着就是博通。该公司表示,去年它从华为获得了9亿美元的收入,但由于华为禁令的广泛影响,它将2019财年的收入预期下调了20亿美元。

Huawei’s American chip suppliers, including Qualcomm and Intel, are quietly pressing the U.S. government to ease its ban on sales to the Chinese tech giant, people familiar with the situation said.


知情人士表示,包括高通、英特尔在内的华为美国芯片供应商们,正在悄悄向美国政府施压,要求减轻对这家中国科技巨头(华为)的销售禁令。


Chip makers argue that Huawei units selling products such as smartphones and computer servers use commonly available parts and are unlikely to present security concerns, according to three people.


有三位知情人士说,芯片制造商们辩称,华为销售智能手机和电脑服务器等产品的部门,使用的是通用零部件,这不太可能引起安全方面的担忧。


“This isn’t about helping Huawei. It’s about preventing harm to American companies,” one of the people said.


“这不是为了帮助华为。这是为了防止美国公司受到(禁令的)伤害。”其中一名知情人士说道。

Qualcomm has also pressed the Commerce Department over the issue, four people said.


有四名知情人士说,高通也在就此事向美国商务部施压。


Qualcomm, for example, wants to be able to continue shipping chips to Huawei for common devices like phones and smart watches, a person familiar with the company’s situation said.

再说个题外话。


在对华为的立场上,英国还挺“精分”的。


前不久还用上了华为的5G,各种报道直播刷屏,堪称大型“真香”现场。

但是,在华为一事上犹豫不决的英国,现在不仅把锅甩给了下一任首相,还神奇地公开表示:

A decision on whether Chinese firm Huawei should be excluded from the rollout of 5G mobile phone networks in the UK has been postponed.


关于是否将华为排除在英国5G移动网络之外的决定,如今已被推迟。


Culture secretary Jeremy Wright said the government is "not yet in a position" to decide what involvement Huawei should have in the 5G network.


英国文化大臣杰里米·赖特表示,政府“还没有能力”决定华为该在5G网络中做些什么。


Mr Wright said the implication of the recent US ban on its companies from dealing with Huawei was not clear.


赖特说,美国最近对华为有禁令,但尚不清楚禁令会有什么结果(继续或解除)


Until it was, he said the government would be "wrong" to make a decision.


赖特表示,在美国的禁令有了最终结果之前,英国政府做任何决定都是“错误的”。
