林郑月娥在发言中再次谴责游行示威中发生的暴力，并表示政府已启动跨部门应急机制，应对周一(5日)部分市民发起的罢工运动。林郑月娥表示，理解尊重部分市民表达诉求的权利，但罢工者也应该尊重其他市民不罢工的权利。

林郑月娥还表示，有“极端暴力行为正将香港推向十分危险的情况”，示威者的行为已经“超越政治诉求”，并在“挑战国家主权”。她还说，能够明白市民对政府的不满，但不等于要纵容暴力，“暴力令问题纠缠不清，难以解决。”

反对派示威者周一发起了罢工、罢课、罢市运动，造成交通大堵塞，多条地铁线暂停运行，不少香港市民出行受阻。
