Japan sees record number of Covid cases days before Paralympics begin.
残奥会开始前,日本的新增新冠病例数创下了纪录。
Japan has recorded a record number of coronavirus cases while critical care beds in Tokyo are nearing capacity less than a week before the city is due to host the Paralympic Games.
19日,日本境内的新冠病毒感染者数量已经创下了历史记录,而与此同时,距离东京残奥会开幕还有不到一周的时间,东京的重症监护病床已接近负荷极限。
The latest wave of Covid-19 infections has spread well beyond Tokyo, the centre of previous outbreaks, with Osaka, neighbouring Hyogo and other prefectures all reporting record caseloads on Wednesday.
最新一波疫情已经蔓延到东京外围,而东京是此前疫情的中心,周三的报告显示大阪、邻近的兵库县和其他县的病例数也创下了纪录。
Tokyo recorded 5,386 cases the same day – slightly lower than its all-time high of 5,773 last Friday .
东京当天则报告了5386例病例,略低于上周五的纪录——5773例。
The latest surge began just before the Olympics opened last month and continued throughout the games, with spectators banned from most events.

The measures have failed to stop infections soaring as the more transmissible Delta variant takes hold, prompting calls for the government to revise laws to enable it to impose restrictions that more closely resemble the stricter lockdowns seen in other countries.

Currently authorities can only request that bars and restaurants stop serving alcohol and close early, using a combination of subsidies and fines to encourage compliance. About 40% of establishments in some parts of Tokyo are ignoring the rules, according to Japanese media.

The increase in the number of cases may lead the authorities to continue the policy of banning entry.

Japan is presently the only member of the Group of Seven that denies entry to the vast majority of international students.
日本目前是七国集团中唯一拒绝让大多数国际生入境的成员国。
Figures compiled by a group of six associations representing Japanese language institutions and programs—where the vast majority of international students enroll—suggest that as many as 25,000 incoming students were left in the lurch by the Japanese government’s entry ban (briefly lifted from October to December last year).

The Paralympics
will begin on 24 August
Although the cases is serious, the Paralympic Games will still be held.The Paralympics will begin on 24 August until 5 September as scheduled, but without spectators.The government made the decision on Monday after a meeting of the four agencies involved in the event: the International Paralympic Committee (IPC), the Tokyo 2020 Organising Committee, Tokyo Prefecture and the Japanese government.
尽管形势严峻,但残奥会仍将举行。周一,日本政府在由国际残奥会委员会(IPC)、东京2020年组委会、东京县和日本政府四个机构参与的会议结束后做出了决定。残奥会将按计划于8月24日至9月5日开幕,但现场将不会有观众。
"We very much regret that this situation has impacted the Paralympic Games, following the Olympic Games,” reads a joint statement.
一份联合声明表示,日本政府很遗憾新冠病毒的蔓延影响了残奥会。
“We hope that you understand that these measures are unavoidable and being implemented in order to prevent the spread of infection. Everyone is encouraged to watch the Games at home.”
“我们希望您能明白为了避免疫情的扩散,我们不可选择地采用了这些措施,我们希望每个人都能居家观看比赛。”
Finally, "in the event of any major changes in the infection situation,” anther four-party meeting will be held to decide what to do.
